The officer stopped leading the chase after reporting six miles of range remaining; the department said the car had not been fully charged at the start of the shift and that its battery never died. The incident exposed a real operational issue—dispatch readiness—not proof that police Teslas generally fail.
What happened during the Fremont pursuit?
Fremont Police had introduced a used 2014 Tesla Model S 85 as a patrol pilot, buying it in January 2018 for $61,478.50 including taxes and fees. It replaced an aging Dodge Charger. The department said the car met its requirements for size, performance, battery range and safety, and noted that the police complex had solar carports and charging stations for plug-in vehicles. During a pursuit on September 21, 2019, the officer radioed that the Tesla had six miles of battery remaining and gave the lead position to a backup unit. TIME reported that the roughly 10-mile chase lasted about 10 minutes and that the officer ended the pursuit in its final minute. Fremont spokesperson Geneva Bosques said the Tesla’s battery did not die and the vehicle had not been fully charged when the officer began the 2 p.m. shift. Fremont said a fully charged Tesla could last beyond a typical 11-hour shift. That statement does not establish how much usable range the car had at the start of this particular shift, how it was driven, or what reserve the department required. The department also said this was the second pursuit in which the Tesla had performed well and that it was still tracking pilot data. Bosques told TIME, “His battery never died,” and said the incident did not change the department’s view of the vehicle for patrol use.

Why did the incident matter if the battery did not fail?
A patrol vehicle has to be ready for the duty it is assigned, not merely capable of covering a stated range under ideal conditions. The relevant failure point in Fremont was that the vehicle entered a shift below a full charge and, during a pursuit, the officer reported little remaining range and yielded the lead. The record does not establish that the Tesla became disabled, that the pursuit ended because of a mechanical fault, or that the suspect escaped because of the car.
For a fleet manager, that makes the story about operational controls: charging responsibilities between shifts, checking state of charge before dispatch, setting a minimum reserve, and ensuring backup coverage when a unit must leave a pursuit. An EV’s advertised or department-stated range cannot substitute for a shift-specific readiness plan.

What did Fremont report after the pilot?
Fremont’s later pilot-results material said its tested Model S 85 had lower annual energy, maintenance and repair costs than the comparison vehicle. The department also reported purchasing a 2020 Model Y for $57,126.83, describing it as having more than 300 miles of range and more rear storage than the Model S 85. How did South Pasadena approach an all-electric fleet?
In July 2024, South Pasadena announced a fleet plan with 10 Tesla Model Ys for patrol and 10 Model 3s for detective and administrative work. The Los Angeles Times reported an overall project cost of $1.85 million, 34 Level 2 chargers at City Hall and a planned Level 3 charger at the police station. That is a substantial infrastructure commitment alongside the vehicle purchase, rather than a simple swap of gas cars for electric ones. Los Angeles Times report on South Pasadena

The Times reported that city staff estimated annual fuel costs of $4,355 for a gas patrol vehicle versus $336 to charge a Model Y, and projected $312,282 in savings over 10 years. The projection used a September 2022 California gasoline-price assumption of $5.27 per gallon. The Times separately reported a California price of $4.47 per gallon in July 2024. These figures are historical assumptions and projections, not current fuel prices or measured savings after a decade of operation.
South Pasadena’s case also illustrates why EV patrol performance depends on duty cycle. The Atlantic’s 2024 reporting said the department expected its patrol shifts to be short enough for its planned use, while longer triple shifts and highway patrol posed more difficult range and charging cases. Can a Tesla work as a police patrol car?
It can be viable for an agency whose assignments, charging setup, vehicle configuration and backup procedures fit the car. Fremont’s later cost report and South Pasadena’s fleet plan show that some departments have continued with or committed to electric patrol vehicles. They do not prove that every Tesla model suits every patrol role or that projected savings will materialize everywhere.
Before choosing a vehicle, departments should evaluate the whole operating system rather than range alone:
- Duty cycle and reserve: Measure the longest typical and exceptional shift, including pursuits and emergency calls, and define a minimum charge reserve for dispatch.
- Charging and turnaround: Confirm where cars will park, how many chargers are needed, how charging is handled between shifts and whether the roster can accommodate charging time.
- Vehicle fit and equipment: Check space and payload for officers, detainees, K9s, radios, emergency lights and other patrol equipment. Upfitting can add cost and complexity, and a civilian model may not fit every assignment.
- Lifecycle cost: Include vehicle acquisition, conversion, charger installation, electricity, maintenance, downtime and end-of-life value. Separate forecast savings from realized, documented savings.
- Service and contingencies: Review pursuit policy, backup-unit availability, emergency-response coverage, access to parts and qualified mechanics, and what happens when a vehicle or charger is unavailable.
A short-shift city patrol with assigned charging may be a different proposition from a highway unit, a triple-shift schedule or a small station without charging infrastructure. Those distinctions matter more than broad claims that police Teslas either work or do not.
What the headline gets wrong—and what it gets right
The Fremont pursuit did not show a Tesla battery dying or establish a general pattern of police EV failure. It did show why charge level at shift start, clear readiness checks and pursuit contingencies are safety and service questions. Later department reports and South Pasadena’s investment point to a mixed, use-case-specific record—not a universal verdict on electric patrol cars.
