The evidence points to structural battery-supply dependence and trade and localization rules—not a verified transport stoppage—as the main constraints facing Chinese carmakers in Europe. Official sources reviewed do not quantify port, vessel, rail or truck delays affecting their deliveries. “Gridlock” is therefore not established as a measured logistics problem; the documented pressures concern supply-chain resilience, import costs and the conditions for local production.
What is holding up Chinese carmakers in Europe?
Several distinct pressures are often blurred together: dependence on globally concentrated battery supply chains, EU trade measures on China-origin battery-electric vehicles (BEVs), and proposed rules that could link incentives to European-made battery components. These can affect costs, sourcing choices, investment or eligibility for incentives. They are not evidence, by themselves, that cars are stuck in transit.
The European Automobile Manufacturers’ Association (ACEA), an industry trade association, describes broader automotive supply-chain vulnerabilities and calls for faster permitting and industrial scale-up, targeted investment in bottlenecks, diversified suppliers, better monitoring and preparedness, and credible long-term demand. Its September 2026 summary of a study commissioned by ACEA and conducted by EY Czech Republic and EY Germany frames resilience as an industrial challenge, not a measured delivery-delay event.
What the available evidence does—and does not—show
- Documented: concentrated upstream battery and materials capacity, EU countervailing duties, a model-specific price undertaking, proposed battery-localization requirements and company-announced efforts to source locally.
- Not quantified in the official sources reviewed: congestion or capacity delays at ports, on vessels, railways or roads specifically affecting Chinese automakers’ European deliveries.
Without a dated logistics report or company statement that measures those delays, it is more accurate to describe supply-chain and policy constraints than to claim a proven transport gridlock.

How much of the European market comes from China?
ACEA’s 2026 trade fact sheet, reporting 2025 data, distinguishes all vehicles imported from China from the narrower subset of cars made in China. Those categories should not be treated as interchangeable.

These are ACEA figures for the full year 2025, published in 2026. They show substantial imports alongside exports, but trade volumes alone do not establish delivery delays or explain the cause of any individual vehicle’s wait.

Why batteries are a structural vulnerability
ACEA’s 14 April 2025 battery fact sheet describes a mismatch between Europe’s role in battery production and the concentration of capacity upstream. It reports that the EU represented 7% of global battery production, while Europe-headquartered companies managed 15% of EU battery production capacity. China and the United States together accounted for 87% of global upstream production capacity. ACEA also says China dominates all raw-material refining stages except cobalt.
These are broad regional and industry-level measures, not a breakdown of any one Chinese automaker’s suppliers. They help explain why battery cells, refined materials and other upstream inputs can be strategic exposure for European car production generally. They do not prove that a particular Chinese-made model is short of batteries or delayed.

How EU trade rules affect China-made electric cars
The European Commission adopted definitive countervailing duties on China-origin BEVs in October 2024. Its 12 January 2026 guidance described the applicable duty range as 7.8% to 35.3% and explained that exporters could submit price-undertaking offers. The Commission assesses offers under common legal criteria and non-discrimination principles; relevant terms can include minimum import prices, sales channels, safeguards against cross-compensation and future EU investment.
The IEA’s 2026 outlook says the duties implemented in July 2024 helped keep the Chinese-import share below 20% of EU electric-car sales in 2025. It described the duties as maintained through the end of 2029 at the time it was published. That is the IEA’s account of policy status; trade measures can change, so readers should distinguish that publication-time account from a claim that no later policy decision is possible.

A model-specific exception is not a blanket exemption
On 10 February 2026, the Commission accepted a price undertaking from Volkswagen Anhui and its EU related party SEAT for the China-built CUPRA Tavascan. Under that agreement, the model may enter the EU at or above its proposed minimum import price and be exempt from countervailing duties. The undertaking also includes volume limits and investment milestones. Non-compliance can lead to withdrawal and retroactive reinstatement of duties. This decision applies to the named model and agreement, not Chinese cars generally.

ACEA’s 22 September 2026 summary of a Mobility Global assessment discusses proposed Industrial Accelerator Act localization rules for batteries. The summary describes two proposed stages, with estimates that depend on the proposal entering into force; they are not enacted requirements or guaranteed outcomes.

The assessment projects European cell-production capacity of 306 GWh by 2032, but says projected supply remains below modeled demand in each of its three demand scenarios. In a scenario where the proposal enters into force in 2028, it estimates that around three million cars might not qualify for associated incentives because of supply limits. These are modeled projections under proposed rules, not a forecast of certain factory shortfalls or a count of Chinese vehicles that will be delayed.
What local production and sourcing efforts show
BYD announced that voestalpine would supply sheet steel to its planned passenger-car factory in Szeged, Hungary, citing proximity among the reasons for choosing the supplier. The company also described plans for a European headquarters and research and development center in Hungary, alongside a wider supplier search. This is evidence of BYD’s stated sourcing agreement and plans; it does not establish factory ramp-up, completed localization or broad independence from imported inputs.
Local assembly and local sourcing can change where some production steps and supplier relationships sit. They do not automatically remove exposure to imported battery materials, policy conditions or other upstream components. ACEA’s 2026 supply-chain study summary recommends pairing localization ambitions with capacity expansion, investment focused on bottlenecks, supplier diversification, stronger monitoring and stable demand.
How to read claims about “gridlock”
A useful distinction is whether a claim concerns physical movement, industrial inputs or policy. A transport-gridlock claim needs direct, dated evidence of delays or capacity constraints in a route or mode. Battery dependence concerns the availability and geography of production and processing. Duties affect the terms of importing covered vehicles; localization proposals concern possible eligibility conditions and local capacity. These mechanisms can coexist, but one is not proof of another.
