He separately campaigned against what he called an “electric vehicle mandate.” As president, he later issued an order stating a policy to eliminate that mandate and a proclamation imposing tariffs on specified automobile imports. Neither action, as described in its text, prohibited all EV sales.
What did Trump mean by “stop all electric car sales”?
The headline phrase compresses two different statements. In the specific passage about cars coming from Mexico, Trump described factories he said were owned by China, claimed they would send cars across the border, and said he would use tariffs to keep those cars from being sold in the United States. Read in context, that warning concerns the described imports—often summarized as made-in-Mexico Chinese EVs—not every electric car sold in the country.

The headline article appeared May 28, 2024, under the title “Donald Trump Says He’ll Stop All Electric Car Sales.” Its displayed clarification says the specific comment reported by the New York Times could be read as directed solely at Chinese EVs built in Mexico for the U.S. market. Read the May 28 article and its clarification.
What did Trump say at the October 2024 rally?
A transcript of Trump’s October 26, 2024 campaign rally in Novi, Michigan, records him discussing what he called “massive factories in Mexico.” He said they were owned by China and would send cars across the border. He then said: “I’m going to put tariffs on those cars, and those cars will never be able to pay the tariff because it would be too high.” The Roll Call / Factba.se transcript documents his account; it does not independently establish the factories’ ownership, plans, or whether they were later canceled.

At the same rally, Trump separately said he would end an “electric vehicle mandate.” That broader campaign rhetoric is distinct from his passage about cars he said would come from Mexico. The transcript is from October, months after the May article, and should not be treated as the original occasion for that headline.
How did the later federal actions differ?
Campaign remarks, an executive order, and an import tariff are different in scope and mechanism. The January 2025 order stated a policy goal and directed agency actions; the March 2025 proclamation addressed specified automobile imports. Neither should be recast as a blanket ban on EV sales.

Why the distinction matters to automakers
Ford Motor executive chair William Clay Ford Jr. was quoted in the May article as saying, “Our time frame as a company, our planning time frame, is a lot longer than election cycles,” and, “When we’re whipsawed back and forth by politicians that becomes really difficult for us.” The article attributes the remarks to a Detroit Free Press event and says the New York Times reported them. The article’s account of Ford’s comments illustrates the planning uncertainty created when political proposals and policy direction change; it does not make the Mexico-factory claim independently verified.
