What Trump’s accusation referred to
Trump used the “sold them down the river” wording in a social-media post criticizing Biden and electric-vehicle policy. The Associated Press places it among Trump’s anti-EV remarks in 2023 and notes that he later expressed support for EVs in some circumstances. The phrase is an accusation aimed at Biden’s relationship with autoworkers and his administration’s policies; it does not establish that workers were betrayed or that an “EV hoax” existed. What the Biden-era rule required—and what it did not
The dispute often turns on the word “mandate.” In its fact check, the Associated Press described the Biden EPA passenger-vehicle rule as setting greenhouse-gas emissions limits that automakers could meet through different compliance choices. It did not directly require consumers to purchase EVs. That distinction matters: an emissions standard can influence the types of vehicles manufacturers offer and the technologies they use without being a law ordering each buyer to choose an electric car. Political figures and government statements have used “EV mandate” as shorthand for the policy, but the phrase can blur three different things: a direct consumer purchase requirement, an emissions standard for manufacturers, or a policy goal intended to encourage EV adoption. The EPA said it would reconsider specified greenhouse-gas rules covering light-, medium- and heavy-duty vehicles. This was an announcement of a review, not the later final action. EPA’s March 12, 2025 announcement.
June 12, 2025: White House described California waiver disapproval as ending a mandate
President Trump said congressional disapproval of California vehicle-emissions waivers would prevent future substantially similar waivers and end what he called the EV mandate. That is the White House’s description of the action and its legal effect; it concerns California waivers, not the same action as EPA’s later federal rulemaking. February 12, 2026: EPA announced a final rule
EPA said its final action rescinded the 2009 Endangerment Finding and subsequent federal greenhouse-gas standards for vehicles and engines for model years 2012 to 2027 and beyond. This announcement describes a final action, not merely a reconsideration. Figures cited in official statements refer to different policy actions and should not be combined as though they measured the same thing. EPA’s 2026 announcement estimated savings from removing federal vehicle greenhouse-gas requirements. Separately, the Department of Transportation’s 2026 announcement of its CAFE initiative presented its own projected savings and fuel-economy figures.

Trump also made other claims about costs. In a February 12, 2026 speech, he said powering an EV transition would require $5 trillion for power stations. In remarks on December 3, 2025, he claimed car prices had increased by more than 25 percent and linked that rise to Biden-era regulations.
