What the Biden Administration’s $623 Million EV Charging Grant Round Funded

The January 2024 $623 million announcement funded 47 CFI charging and alternative-fueling projects, but it did not mean those sites were already built or open.

On January 11, 2024, the Biden-Harris administration announced $623 million in grants for 47 public EV-charging and alternative-fueling projects in 22 states and Puerto Rico. The awards came through the federal Charging and Fueling Infrastructure (CFI) program; they were funding for projects, not confirmation that the stations had been built or opened.

What the $623 million announcement covered

The U.S. Department of Transportation said the grants would support charging and alternative-fueling infrastructure intended to make public charging more accessible and convenient in places people live, work, and shop. The announcement described 47 projects across 22 states and Puerto Rico, but did not establish that all projects had entered construction or were serving drivers. DOT’s January 11, 2024 announcement is the source for the award-round total and scope.

The $623 million was one CFI grant round, not the total federal commitment to charging and fueling infrastructure and not an accounting of money already spent. DOT Administrator Shailen Bhatt described the intended reach as bringing “EV charging and alternative fuels to people and communities all across the nation.” That is an agency goal, not a reported completion result.

CFI and NEVI are different programs

The CFI awards are discretionary grants: eligible projects compete for funding. The National Electric Vehicle Infrastructure (NEVI) Formula Program instead allocates funding to states to build a connected EV-charging network. The Federal Highway Administration describes CFI as a $2.5 billion discretionary program and NEVI as a separate $5 billion formula program; those are program totals, not amounts awarded in this January 2024 round. These stages matter when reading infrastructure funding headlines: an appropriation or authorization is not the same as a federal apportionment, a grant award, a state obligation, a reimbursement, construction, or an operational charging site. FHWA says states need an approved Electric Vehicle Infrastructure Deployment Plan before NEVI funds are available for obligation. Plan approval or allocation alone does not show that a particular station is open. FHWA’s NEVI program information explains the state-plan process.

Standards attached to the announced CFI grants

In its January 2024 announcement, DOT said CFI-funded EV chargers must meet the same minimum standards established for NEVI-funded chargers. It specifically cited Made in America provisions and installation and maintenance consistent with workforce standards. The stated aims included more accessible, reliable, and convenient charging, as well as jobs in manufacturing, installation, and maintenance. These are requirements and intended benefits described at announcement time, not independent evidence that every project delivered those outcomes.

A separate $46.5 million reliability announcement

On January 19, 2024, the Department of Energy announced $46.5 million for 30 projects focused on charging reliability and workforce development. DOE placed that work within the broader $7.5 billion combined federal NEVI and CFI investment. It was a separate announcement and should not be added to the $623 million CFI award-round figure. DOE’s January 19 announcement describes those projects.

What changed for NEVI after the 2024 announcement

Later actions affected the broader NEVI program, not the January 2024 CFI grants as a whole. In January 2025, FHWA actions paused state-plan approvals and new obligations, prompting litigation. On January 23, 2026, a federal court in State of Washington et al. v. U.S. Department of Transportation et al. held that the suspension and certain restrictions on previously approved plans violated the Administrative Procedure Act. The order directed restoration of states’ prior plan status and limited withholding; it did not resolve every funding dispute nationally. The case docket contains the court record.

Separately, FHWA said on March 12, 2026, that the FY2026 Department of Transportation appropriations act repurposed $503,756,000 in previously distributed, unobligated NEVI Formula Program funding for highway infrastructure programs. That amount concerns NEVI balances, not a reduction in the $623 million CFI awards announced in 2024. FHWA’s March 12, 2026 notice explains the change.

Are the 47 projects open to drivers?

The January 2024 announcement and the later NEVI program developments do not establish the current completion or operating status of all 47 CFI projects. An award identifies funding for a project; it does not certify that a charger is built, commissioned, or available to the public. The sources cited here provide no project-by-project operating status or completion percentage, so drivers should not treat the announcement as a directory of open stations.
