What Is Rat-Running in Traffic, and Is It Legal?

Rat-running is a shortcut through local or residential streets, not automatically a traffic offence. Legality depends on local rules, signs, restrictions, and driver conduct.

Rat-running is using residential streets or local roads as a shortcut to avoid congestion or a main road. The term describes a driving route, not a legal offence by itself. Whether a particular trip is lawful depends on the rules for that place and street, the signs and restrictions in force, and how the driver behaves.

What counts as rat-running?

Rat-running usually means driving through local or residential streets to bypass a busier road or traffic queue. A driver heading to a home or business on that street is making a local-access trip, not necessarily cutting through. Maroondah City Council in Victoria specifically cautions that residents may mistake ordinary access traffic for rat-running.

To assess a particular trip, consider the road’s intended function, whether the driver is travelling through or accessing a destination there, the route’s signs and restrictions, and the driver’s speed and maneuvers. Calling a vehicle a rat-runner does not establish that its driver broke a rule.

Is rat-running illegal?

There is no universal rule, in the sources reviewed, that makes taking a shortcut through residential streets illegal. The label alone is not enough to determine legality. Check the rules in the relevant jurisdiction for speed limits, turn restrictions, vehicle restrictions, and any other signs or traffic controls on the route. General driving rules still apply.

Local speed limits illustrate why geography matters: Seattle says its non-arterial streets have a 20 mph limit under the Seattle Municipal Code, while Redland City Council in Queensland says unsigned local residential streets in its jurisdiction have a default 50 km/h limit. Neither figure applies generally outside its stated jurisdiction and street type. See Seattle Department of Transportation and Redland City Council.

A location-specific answer requires the actual route and maneuver, not just the name someone gives the driving. For example, a prohibited turn or a failure to obey a signed restriction may be a violation even if the journey began as a shortcut; a permitted route does not become illegal simply because a driver is avoiding congestion.

Why do communities raise concerns about cut-through traffic?

Councils cite concerns such as increased traffic on local streets, safety, noise, access, and effects on pedestrians and cyclists. These are common policy concerns, not proof that every shortcut causes harm or that there is one universal estimate of rat-running’s effects. Maroondah, Vancouver, and other local authorities describe the issues in the context of their own streets and programs.

Whether a street needs a change is a separate question from whether an individual driver has violated a law. Councils may assess traffic volume, speed, vehicle type, crash history, pedestrian activity, street function, and local conditions before considering a response.

What can local authorities do?

Responses differ by authority and street. Options described by local programs include traffic calming, changes to street layout, turn or other traffic restrictions, signs, and targeted enforcement. San Antonio notes that its city ordinances govern what can be built in public rights of way; Albuquerque describes both physical measures, such as lane narrowing and turn restrictions, and non-physical measures, such as speed signs and targeted enforcement. Albuquerque says its program policy manual was adopted in October 2020.

Authorities may screen requests before deciding whether to study or change a street. Pittsburgh, for example, evaluates factors including speed, traffic volume, crash history, pedestrian destinations, and sidewalks. Ottawa describes a screening and prioritization process for resident requests. Those are local procedures, not a standard process that applies everywhere.

Traffic calming also involves trade-offs. Redland warns that measures cannot eliminate all through traffic and may shift vehicles onto neighboring streets, affect parking or noise, or slow emergency access. The practical question is not simply whether a measure can reduce shortcutting, but whether it addresses the local problem without creating a greater one elsewhere.

How should residents report a problem?

For a road-design or traffic-volume concern, contact the local council or road authority and follow its traffic or engineering request process. Give specific observations rather than relying only on the label “rat-running.” Maroondah asks residents to identify the street, time of day, problems created, and possible solutions. Its council says investigations may draw on crash information, discussions with police, site inspections, traffic counts, and speed surveys.

For a report of dangerous driving, use the local police reporting route rather than assuming a council traffic-calming request is an enforcement report. Redland’s guidance asks for the incident location, direction and address, date and time, and supporting material such as photos or video. Reporting methods and the information requested vary by jurisdiction, so check the relevant authority’s current instructions.
