What Is Flock Safety’s OS Investigate? The Controversial Tool Behind Plate-Reader Data

Flock Safety’s OS Investigate is a police investigative tool, not just a camera. Here’s what reporting says about its searches, data access and oversight—and what it has not established.

Flock Safety’s OS Investigate is a police investigative software tool that WIRED reported was being tested with a small group of law-enforcement partners in 2026. It is not simply a license-plate camera: reported search prompts could start with a location, time period or driving pattern, then connect vehicles to other records. But the published reporting reconstructed parts of the interface from code served through Flock’s login pages; it did not test the authenticated system or establish what its live AI would return.

What is Flock Safety’s OS Investigate?

OS Investigate is an investigative tool from Flock Safety, the company known for automated license-plate reader (ALPR) cameras. WIRED reported on August 19, 2026, that the software had previously been called Nightshift and was still in development. Flock said it was a separate product from its license-plate-reader technology, intended to help investigators work across information their agencies already could access. The company also said its workflows could change substantially before a broader release. The reporting does not establish that OS Investigate is generally available.

An ALPR camera captures images and vehicle or plate information that can be searched as part of an investigation. OS Investigate, as described in WIRED’s reporting, is a software layer for asking investigative questions across plate-reader information and other records. That distinction matters: the reported capabilities concern what police software could do with data, not just what a roadside camera photographs.

How the reported searches differ from a known-plate lookup

A conventional lookup often begins with a known plate, vehicle or incident. WIRED found code describing prompts that could instead begin with a place, time window or pattern of movement, potentially surfacing vehicles or people of interest without a known plate as the starting point. These were prompt examples in code, not evidence that officers ran them or that the live service produced the described results.

Patterns, places and repeated trips

One example sought vehicles seen most often in a neighborhood over a selected period. WIRED reported that plates surfaced through such a prompt could then be passed to other tools that might return names or home addresses. Other code-described searches looked for vehicles visiting multiple kinds of locations or repeatedly traveling between areas. One query type included a filter to exclude buses, semi trucks, work vans and trailers.

WIRED also described a method for finding possible associates of a target vehicle: it looked for plates appearing at the same cameras within a default two-minute window, ranked repeated co-occurrences and could return up to 20 vehicles. A shared camera sighting is not proof that people know one another or acted together. It is a pattern that might prompt further investigation, and can also capture innocent coincidence.

Connecting vehicle results to other records

WIRED’s code analysis identified references to police case files, dispatch logs, arrest records, ballistics data and commercial identity records, as well as plate scans and camera metadata. The analysis does not show that every agency supplies or enables every source, or that each source is available in every search. It also described prompts that could use arrest histories and calls for service to generate further investigative workups.

WIRED counted 69 prewritten prompts, more than 450 files served through Flock’s login pages and 45 tools described in code. These are counts from files and code the reporters examined, not measures of operational use. The publication also described Flock’s camera network as spanning more than 6,000 communities; that is WIRED’s reported figure, not an independently verified count here.

What the reporting can—and cannot—show

WIRED reconstructed interface elements from code it found on Flock’s login pages. The reporters said they did not have access to the authenticated police application. As a result, their analysis could identify apparent prompts, controls and tool references, but could not establish the model’s instructions, server-side processing, actual response content or refusal behavior. A prompt found in code is not proof that the system works as described in a live investigation.

That boundary is especially important for a tool that could connect movement patterns to identity or police records. Flock characterized OS Investigate as separate from its LPR technology and said it remained in development. The public account supports scrutiny of the apparent design, but not claims that every described workflow is deployed or that a particular search has produced a particular result.

What happens to the information—and is it being sold?

The reporting summarized here documents police use and potential access to vehicle and investigative records; it does not establish that Flock sells the information. KQED’s Bay Area coverage captured residents’ questions: “Who are they selling it to? What are they recording? What is this information being used for?” The evidence supports asking who can access data, what sources are searchable, how long records are kept and what controls apply. It does not justify treating sale as a fact.

Access can extend beyond the agency that collected or holds information if sharing is enabled. Boston’s 2025 pilot illustrates why a contract or intended setting is not enough by itself: according to reporting by WBUR, external agencies could access Boston plate and vehicle information despite a sharing setting intended to be off and a contractual prohibition. Officials said the configuration was corrected after Boston raised the problem.

What Boston’s pilot revealed about safeguards

Boston’s Flock pilot ran for 156 days, from April 1 through September 4, 2025, according to the city surveillance report described by WBUR on September 14, 2026. Three days into the trial, officials learned that other law-enforcement agencies could access license-plate and vehicle information. WBUR’s account said Flock corrected the configuration after the city raised the issue, but the report did not make clear which agencies actually accessed data during that period.

Boston pilot finding What the reporting says
Searches A Boston Police Department audit found 11,004 searches during the 2025 pilot. Officers included a case number tied to a specific crime about half the time, WBUR reported in 2026.
External requests The department’s report recorded 77 requests from external agencies; which requests were granted was unclear, WBUR reported.
Complaints and civil rights The report found no records of complaints or misuse during the trial and did not find an impact on marginalized groups’ civil rights or liberties.
End of pilot Within 30 days after the trial ended, the data was deleted and equipment removed, according to WBUR’s account. Boston officials said they would not continue using Flock; WBUR reported the department later began pilots with other ALPR vendors.

The city and police department said, as quoted by WBUR, that when they discovered the sharing function had been enabled despite the agreement, they directed Flock to disable it. The episode does not establish that outside agencies actually obtained or used Boston data. It does show why oversight needs to verify configuration and access in practice, not only read a written policy.

Why police use plate readers—and why misuse concerns persist

Police officials describe ALPRs as investigative aids for locating missing people, stolen vehicles and suspects. WBEZ’s August 27, 2026 coverage quoted Flock’s spokesperson describing the system as a lead for investigations and reported local agencies crediting cameras with arrests and case assistance. Those accounts describe claimed utility; they do not by themselves establish that cameras caused a particular outcome or quantify their overall effectiveness.

The opposing concern is that records of vehicle movement can be searched or shared beyond the immediate purpose for which they were collected. WBEZ documented criminal charges and allegations against officers accused of stalking or other improper searches. Charges and accusations must not be treated as convictions unless a case’s outcome establishes that. Still, allegations of personal misuse make controls on purpose, access and review material questions for any agency using the system.

Audit logs and accountability

InvestigateTV reported on August 10, 2026, that network audit logs visible to connected agencies no longer showed the searching officer, the queried plate or the free-text reason for a search. Flock said those details remained in the originating agency’s records and that the network-level change was made at customer agencies’ request.

Those are different kinds of visibility. A local agency may retain identifying search details, while another connected agency looking at network logs may not be able to see them. To assess accountability, residents should ask who can inspect local and network logs, which fields each log contains, how long records are kept, and whether suspicious searches are flagged and reviewed.

What the Virginia court decision does—and does not—mean

In a 2026 Virginia Court of Appeals case involving a Norfolk Flock search, the court held that the system’s use in that case did not violate the Fourth Amendment. Its analysis relied on the record before it, including the scope of the camera system and the 30-day image-retention period described in the opinion. The court expressly made its ruling fact-specific and declined to speculate about future Flock capabilities.

The decision is not a nationwide ruling, does not decide the legality of every ALPR search, and did not address OS Investigate. It should not be read as a blanket authorization for searches based on movement patterns or for combining plate data with other records.

Questions residents can ask their police department

For someone trying to understand “How much am I documented on camera?”, the answer depends on where cameras are installed, how frequently a vehicle passes them, what data an agency retains, and which agencies can access it. The reporting does not provide a universal count of how often an individual driver is recorded. A local policy, contract, audit or public-record response may answer questions that a vendor-wide description cannot.

  • What is recorded? Ask whether the agency stores plate images, vehicle information, timestamps, camera locations or other metadata, and what is not retained.
  • What can be searched? Ask whether searches require a known plate or case, and whether officers can search by place, time, travel pattern or association.
  • Who can access the records? Ask whether access is limited to the collecting agency, whether external agencies can query or receive data, and how changes to sharing settings are verified.
  • What justification is required? Ask whether a specific crime and case number are mandatory, whether free-text reasons are reviewed and how exceptions are handled.
  • What can an auditor see? Ask which log fields are retained locally and visible across the network, who reviews searches, and whether alerts identify unusual or personal-purpose use.
  • How long is data retained? Ask for retention and deletion periods by data type, including whether the schedule changes after a contract or pilot ends.
  • What evidence supports claimed performance? Ask whether results come from independently reviewed outcomes or agency anecdotes, and whether the agency has tested the live system it uses.

These questions focus on operational safeguards rather than a vendor’s general promises. The available reporting does not provide a full vendor-by-vendor comparison, so the same criteria—searchable datasets, sharing limits, required justification, audit visibility, retention and independent evidence of live behavior—are more useful than treating product names as proof of stronger oversight.
