California’s daylighting law, Assembly Bill 413 (AB 413), generally makes it illegal to stop, stand, or park within 20 feet of the approach side of a marked or unmarked crosswalk—or within 15 feet where a curb extension is present. The statewide default applies even if the curb is not painted red and there is no sign. For residents, that can mean losing parking space near an intersection; enforcement dates and ticket costs depend on the local jurisdiction.
What California’s daylighting law does
AB 413 amended California Vehicle Code section 22500. The Legislature approved the bill as Chapter 652, and Governor Gavin Newsom signed it on October 10, 2023. The rule restricts stopping, standing, and parking within specified distances of crosswalks to improve visibility between drivers and people crossing. Read the AB 413 bill text.
The law’s warning-only period ran until January 1, 2025, except where the restricted area was marked by paint or a sign. Local government guidance identifies that date as the start of the statewide restriction’s citation period. How and when enforcement was phased in locally varied.
Where the parking restriction applies
Measure from the crosswalk approach
The default restricted area is within 20 feet of the vehicle-approach side of a marked or unmarked crosswalk. The “approach side” is the side along which a vehicle travels as it approaches the crosswalk. On a two-way street, that is the curb on the right for that direction of travel. On a one-way street, the approach restriction applies at both curb sides of the crosswalk. Chico’s daylighting law FAQ explains the directional distinction.

Use the shorter distance at a curb extension
Where a curb extension is present, the statutory distance is 15 feet. Follow the actual distance and any posted local controls rather than relying on an estimate: 20 feet is roughly the length of a standard parking space or a large car, but vehicle and space lengths vary.
It includes unmarked crosswalks and unpainted curbs
The statute expressly covers marked and unmarked crosswalks. Red paint and signs are not required for the statewide default restriction to apply. Markings can help drivers identify a zone, but an unpainted curb is not permission to park inside the default buffer.

How local rules can change or add to the default
A local authority can establish a different distance by ordinance only if it includes a traffic-safety justification and the different distance is marked at the intersection. Local authorities may also authorize and mark commercial loading or unloading locations inside the buffer, and may permit bicycle or motorized-scooter parking within 20 feet. These are specific local options, not automatic exceptions for any loading activity or micromobility parking. See the statutory text.
Separate, pre-existing parking restrictions may also apply. Burbank said its older limits—15 feet from intersection corners and 25 feet from stop signs and traffic signals—remained in place as AB 413 addressed gaps at smaller residential intersections without red curb paint. Check the rules where you park; one restriction does not necessarily replace another. Burbank’s announcement describes its local approach.

What residents may notice on neighborhood streets
Some curb space near intersections is no longer available for parking, including at corners that have not yet been painted. The effect will not be identical in every neighborhood: it depends on crosswalks, curb extensions, local markings and ordinances, and existing restrictions. Oakland said it was adding red curbs where possible, while Chico described a plan to mark roughly 55 intersections beginning in April 2025. That figure is Chico’s local plan, not a statewide count. Oakland’s daylighting information and Chico’s information show two local implementation examples.
The safety rationale is that parked vehicles can obstruct sightlines between drivers and people crossing. The available official information does not establish a statewide causal estimate of crash reduction attributable to AB 413.

Enforcement and ticket costs vary by location
There is no single statewide ticket amount established by the local examples below. Oakland announced a $40 fine and began enforcement on October 1, 2025, with warnings for first-time violators through October. Chico said warnings would run through early summer 2025 and citations would begin July 1. Burbank initially emphasized education and AB 413 warnings while continuing to cite violations of existing red-curb rules. These are jurisdiction-specific rollout details, not a uniform statewide schedule.
Los Angeles County reported 839 AB 413 warning citations from July through September 2025. It said the total fine in its jurisdiction became $63, including administrative fees, on November 1, 2025. That county amount is not a statewide rate. Check the parking enforcement agency for the city or county where the vehicle is parked for current citation and fee information. How to avoid a daylighting citation
- Identify the crosswalk and the direction traffic approaches it; do not assume only a marked crosswalk counts.
- Keep the vehicle outside the 20-foot approach-side buffer, or the 15-foot distance where a curb extension is present, unless a marked local rule establishes otherwise.
- Look for signs and curb markings, then check the local parking authority’s rules for additional restrictions or a lawful marked exception.
- If the curb is unpainted, do not treat that alone as permission to park inside the statewide default zone.
