A provisional driver’s license is usually an intermediate, restricted license that gives a new driver more independence than a learner permit but fewer privileges than a full license. The exact meaning and rules depend on the issuing state or jurisdiction: “provisional” is not a single nationwide license category.
What “provisional” means
In many graduated driver licensing systems, a new driver moves from supervised learning to a stage with more independent driving, then to broader privileges. A provisional license often refers to that middle stage, where the driver may be allowed to drive alone but must follow conditions. The stages and their names vary by jurisdiction.
For example, California says a driver under 18 will have the word “provisional” on their license. DC describes a progression from learner permit to provisional license to full license. Missouri instead describes an instruction permit followed by an intermediate license before a full driver license. These examples are not interchangeable definitions.
Can you drive alone with a provisional license?
Sometimes. Whether a provisional license permits solo driving depends on the issuing authority and the driver’s stage. California’s under-18 provisional license can permit independent driving, subject to restrictions. Other jurisdictions may set different conditions. Check the rules for the state or district that issued the license before driving without a supervising adult.

What restrictions can apply?
Restrictions vary, but may cover:
- Driving at night or during specified hours.
- Carrying passengers, especially young passengers, and whether an adult must accompany the driver.
- Supervision, electronic-device use, or other conditions attached to a particular stage.
California illustrates why the rules must be checked locally. Its DMV says drivers under 18 may not drive between 11 p.m. and 5 a.m. during the first 12 months, or carry passengers under 20 unless accompanied by a parent, guardian, or qualifying California-licensed adult. Texas describes a learner phase followed by a provisional phase in its teen graduated licensing program, with restrictions for provisional holders under 18. New York also requires most under-18 drivers to progress through its graduated licensing law, while an exception applies to some 17-year-olds who complete approved driver education and receive an adult license. North Carolina statute uses the term “limited provisional license” and sets separate conditions. How long does a provisional license last?
There is no single national duration or automatic conversion date. The issuing jurisdiction sets the eligibility requirements, length of each stage, and conditions for moving to broader privileges. California’s first-12-month restrictions are a specific rule for covered drivers, not a general definition of how long provisional licenses last. Before assuming that a license becomes unrestricted on a birthday or after a set period, check the official licensing authority’s current instructions. Eligibility, required learner-permit time, practice requirements, restrictions, exceptions, and penalties can all affect the transition.

How to check the rules where you live
- Identify the state or district that issued the license; rules follow the issuing jurisdiction, not a general national definition.
- Open that authority’s official DMV or licensing page for teen or graduated licensing and confirm which license stage applies.
- Check the specific rules for solo driving, nighttime hours, passengers, supervision, device use, exceptions, and required documentation.
- Confirm when restrictions end and what requirements must be met to move to the next stage. Use current official guidance, since licensing rules can change.
