A kei car (軽自動車, keijidōsha) is a Japanese light motor vehicle class defined by legal size and engine-displacement limits—not simply a small car. For current three- and four-wheel vehicles, the maximums are 3.4 metres long, 1.48 metres wide, 2.0 metres high and 660 cc. Those limits determine the vehicle’s class; they do not establish a special road-speed limit for kei cars.
What is a kei car?
“Kei car” is the common English rendering of keijidōsha, Japan’s regulated light motor vehicle class. A vehicle qualifies by meeting the class’s technical limits, rather than by being small in a general or informal sense. The Light Motor Vehicle Inspection Organization describes the current specification for three- and four-wheel vehicles as an engine displacement of 660 cc or less, length of 3.4 m or less, width of 1.48 m or less, and height of 2.0 m or less. The organization’s page was updated on 1 December 2024. Light Motor Vehicle Inspection Organization: “What Is a Light Motor Vehicle?”
As an Amazon Associate I earn from qualifying purchases.
In other words, “kei” is a classification, not a promise about how compact, powerful, or fast a particular model will feel. The listed limits apply to current three- and four-wheel light motor vehicles. A vehicle must fit within the applicable class specification; being noticeably smaller than a conventional car by appearance is not enough to establish its legal category. For the same reason, a small car that exceeds one of the relevant class limits should not be assumed to qualify as a kei car just because it looks similar.
The current dimensional standards took effect on 1 October 1998. Older vehicles may have been manufactured under earlier class limits, so the present measurements should not be used to classify a historic car without checking its documents and applicable specification. Likewise, the cited class definition gives a displacement ceiling, not a maximum engine-power figure: it does not establish 64 PS as a statutory limit.

How big is a kei car?
| Measure | Current maximum for three- and four-wheel vehicles |
|---|---|
| Engine displacement | 660 cc |
| Length | 3.4 m |
| Width | 1.48 m |
| Height | 2.0 m |
These are classification ceilings, not a description of the dimensions of every individual kei car. A particular model may be smaller, and an older vehicle may have been built under earlier standards. For a specific vehicle—especially one that is old, modified or imported—confirm the class and specifications from its registration and inspection documents. The organization’s current limits and their effective date are given in its light motor vehicle overview.
The limits are useful when comparing a vehicle’s paperwork with the legal definition, but they cannot tell you whether a car will suit your daily needs. They do not, on their own, specify cabin room, cargo capacity, fuel use, equipment, or comfort. If you are choosing between a kei car and another vehicle class, compare the actual models and their verified specifications, along with the space you need for passengers and cargo. Do not treat the class dimensions as a substitute for checking a particular car’s measurements.
There is also a difference between the current class definition and the specification of a particular used vehicle. A pre-October 1998 vehicle may reflect an earlier set of limits; a modified or imported vehicle needs document-based verification rather than an assumption based on appearance. Check what the vehicle is recorded as and whether its inspection and registration status match the way you intend to use it.

Three different questions are often collapsed into one: what speed the road permits, what speed a particular car can mechanically reach, and whether the vehicle class has its own special road-speed rule. The sources cited here establish road-speed guidance, but do not establish a separate statutory road-speed limit for kei cars or a universal mechanical top speed for the class.
Road speed limits depend on signs and markings
Japan Automobile Federation (JAF) says that signs and road markings indicate maximum speeds. Where no speed limit is indicated, its English guidance gives default limits of 60 km/h on ordinary roads and 100 km/h on expressways for regular-sized automobiles. Those figures are stated for regular-sized automobiles; the guidance cited here does not say to treat them as a definitive kei-specific rule. Follow the signs and markings that apply to the road you are using. JAF: “Traffic Rules in Japan”
That distinction matters if you are trying to answer “How fast can a kei car go?” The JAF figures describe road-speed defaults in its guidance for regular-sized automobiles when signs or markings do not indicate a limit. They are not a measurement of a kei car’s capability, and the cited wording should not be broadened into a definitive statement about every vehicle class. For a trip, the applicable signs and markings are the practical reference; check the rules that apply to the road you are driving.

A claimed top speed is not a road law
A car’s mechanical top speed is distinct from the legal speed limit on the road. The sources cited here do not establish a universal top speed for kei cars, nor do they confirm the commonly repeated claim that kei cars are legally limited to 140 km/h. Do not use that figure as a road-speed rule. For a particular vehicle’s capability, consult information specific to that model; for legal driving speed, use the applicable road signs and authoritative traffic guidance.
The same caution applies to engine output. The cited official class specification defines displacement and exterior dimensions; it does not set out a maximum engine-power figure. A commonly repeated number such as 64 PS should not be presented as a statutory limit based on the cited sources. It is better to separate established class criteria from claims about performance or convention not substantiated by those sources.
Can kei cars go on highways?
The available traffic guidance discusses expressway speed limits for regular-sized automobiles but does not set out a kei-specific rule on highway access. It is therefore not enough to infer either a blanket permission or a blanket prohibition from the cited speed figures. For a particular route or vehicle, check the applicable Japanese road rules and any access restrictions shown for that road. Regardless of vehicle class, follow posted signs and markings.
In particular, the 100 km/h figure in JAF’s guidance is not proof by itself that every kei car may use every expressway, nor does it establish a kei-car-specific expressway limit. The cited guidance does not resolve the access question. Check current official guidance for the vehicle and route you have in mind rather than relying on a general claim about all highways.
What rules and costs come with owning a kei car?
Kei-car ownership in Japan involves more than meeting the size definition. A vehicle must be inspected and registered for public-road use, and its user has an ongoing responsibility to maintain compliance with safety regulations. The Ministry of Land, Infrastructure, Transport and Tourism (MLIT) describes inspection as a check of vehicle specifications and safety compliance. MLIT: “Motor Vehicle Inspection: Safety Compliance”

These categories are useful to plan for, but they do not add up to one standard ownership bill. The cited material does not provide a current all-in annual or purchase-to-ownership cost for a kei car. Actual obligations and amounts need to be checked for the individual vehicle, its inspection-related procedures, and where it will be principally kept.
Inspection, registration and continuing safety compliance
Check the specific vehicle’s registration and inspection status before purchase, then confirm what is required for its intended use. MLIT states that vehicles must be inspected and registered before use on public roads, and that users are responsible for keeping vehicles compliant with safety regulations. The inspection requirements are described on the MLIT safety-compliance page.
For a used car, do not treat the model name or its kei-car appearance as proof that it is ready for road use. Confirm its documents, status, and any next inspection-related steps. This is especially important when the vehicle is older, modified, or imported, because the current class limits may not describe an older specification and the individual vehicle’s records matter.

Taxes and compulsory insurance
Vehicle weight tax is a national tax determined by vehicle weight and payable in connection with inspection-related procedures. The National Tax Agency’s overview reflects the law as of 1 April 2026; it does not provide a single all-in ownership cost for a kei car. National Tax Agency: “Overview of Vehicle Weight Tax”
MLIT’s registration-system overview also identifies vehicle-tax payment and compulsory automobile liability insurance among the matters linked to vehicle administration. The amount payable and applicable procedures should be confirmed for the individual vehicle and owner rather than inferred from the vehicle class alone. MLIT’s one-stop-service glossary includes an entry for “Light Motor Vehicle Tax,” but its service context specifies motorcycles; that entry alone is not a sound basis for stating a kei-car tax amount. MLIT One-Stop Service: glossary
As a result, the cited sources support naming the kinds of costs and administration to check, but not quoting a universal kei-car tax bill or savings figure. Weight tax is tied to vehicle weight and inspection-related procedures; the broader MLIT overview also points owners toward vehicle-tax payment and compulsory liability insurance. Confirm current amounts and requirements from the relevant authority or provider for the vehicle you are considering.

Parking-space documentation
Do not assume that a parking certificate is required—or waived—for every kei car in every location. The cited national overview lists parking-space availability verification as part of vehicle administration but does not settle local exceptions or requirements for a particular address. Before buying, ask the relevant local authority what documentation applies where the vehicle will principally be kept.

How to compare ownership with another vehicle class
A smaller class label alone is not enough to calculate whether a kei car will be cheaper for you to own. The cited sources do not supply a matched cost comparison or a universal savings number. For a fair comparison with another vehicle, check dated annual tax information for each specific vehicle, inspection and insurance costs, parking documentation for the intended locality, the space you need for passengers and cargo, and the specifications of the actual models. Keep the comparison vehicle- and year-specific rather than applying a general percentage or savings claim.

- Verify the vehicle’s class and specifications. Check its documents, particularly if it is an older vehicle, modified or imported; current class limits do not necessarily describe historic specifications.
- Confirm road-use status. Check inspection and registration requirements and the vehicle’s compliance with safety regulations before using it on public roads.
- Ask about local paperwork. Confirm parking-space documentation requirements with the relevant authority for the intended address instead of assuming a universal certificate rule.
- Budget for applicable administration. Check vehicle tax, weight tax, compulsory liability insurance and inspection-related procedures for the specific vehicle; the cited sources do not establish a universal total ownership cost.
- Use the road’s speed limit. Follow posted signs and markings. Do not mistake an unverified mechanical top-speed claim for a legal speed rule.

How fast can a kei car go?
The cited sources do not establish a universal mechanical top speed or a separate statutory road-speed limit for kei cars. JAF says signs and markings determine maximum speeds and gives defaults of 60 km/h on ordinary roads and 100 km/h on expressways for regular-sized automobiles when no limit is indicated. Follow the applicable road signs and rules.
Can kei cars go on highways?
The cited JAF speed guidance gives an expressway default for regular-sized automobiles, but it does not establish a kei-specific highway-access rule. Check current official rules and any restrictions for the vehicle and route rather than inferring access from the speed figure.
Do kei cars need a parking certificate?
The national MLIT overview lists parking-space availability verification among vehicle-administration matters, but it does not establish a universal certificate rule or settle local exceptions. Ask the relevant local authority about requirements for the address where the car will be principally kept.
Is there a universal cost of owning a kei car?
No all-in figure is established by the cited sources. Owners should check applicable vehicle tax, national weight tax, compulsory liability insurance, inspection-related procedures and local parking documentation requirements for the specific vehicle and location.
The Bottom Line
A kei car is a regulated Japanese vehicle class with current limits of 660 cc, 3.4 m long, 1.48 m wide and 2.0 m high for three- and four-wheel vehicles. Those specifications do not establish a special kei-car road-speed rule or a universal top speed. Before buying, verify the vehicle’s documents and road-use status, and check taxes, compulsory insurance and parking paperwork for the specific vehicle and address.
