The “gut punch” in the December 18, 2024 headline was the risk that the European Union could restore additional tariffs on Harley-Davidson motorcycles—not confirmation that a new tariff took effect that day. Harley-Davidson’s 2024 filings described a suspension of the extra duty that was expected to last through March 31, 2025, but that historical expectation does not establish the EU rate in force now.
What was the big gut punch for Harley-Davidson?
It was the prospect of additional EU import duties returning after a temporary suspension. The original TopSpeed article page could not be retrieved, so its details beyond the December 18, 2024 date and headline framing cannot be verified. The company’s filings and the EU tariff record do establish the underlying issue: an extra duty on certain motorcycles imported from the United States had been suspended, with the suspension then expected to expire in 2025.
That distinction matters. The headline described a risk, not proof that the tariff had been reinstated on December 18, 2024. Harley-Davidson said in its second-quarter 2024 filing that it expected the reduced rate to remain in place through March 31, 2025. How the EU tariff rates fit together
The dispute concerned additional duties layered over the conventional 6% import duty. The Court of Justice of the European Union’s 2024 case record describes the following historical rates and scenarios: the court record.

The 31% and 56% figures are part of the historical framework described in the 2024 court record; they should not be read as the present rate. Nor should the 56% scheduled scenario be described as a rate that actually took effect.
What Harley-Davidson said about its business in 2024
In its third-quarter 2024 filing, Harley-Davidson discussed the risk that the EU suspension would expire and gave an expected 2024 HDMC operating margin of 7.5%–8.5%. The filing also updated revenue and wholesale shipment expectations, so the margin outlook should not be attributed solely to tariff risk. Its 2024 Form 10-K later reported that worldwide retail sales of new motorcycles fell 7.1% in 2024 compared with 2023. It also reported a 5.0% share of new European registrations for motorcycles over 600cc, up 0.2 percentage points year over year. Those figures describe company performance and market share; they do not demonstrate that tariffs caused the sales decline. Harley-Davidson’s 2024 Form 10-K reports the figures.
What changed in 2026—and what did not
Harley-Davidson’s 2025 Form 10-K says the company received a €35 million refund on February 23, 2026, following a favorable judgment on an appeal concerning temporary extended reliance on the 6% rate for certain Thailand-produced motorcycles ordered before April 19, 2021. The filing says the benefit affected first-quarter 2026 results. The company’s 2025 Form 10-K describes this specific outcome.

This refund concerns a limited appeal and Thailand-produced motorcycles; it is distinct from the historical EU tariff framework for certain U.S.-origin imports. It does not establish that every tariff dispute was resolved or confirm the general EU import rate currently applicable to Harley-Davidson motorcycles.

The available facts establish that additional EU duties were suspended and that Harley-Davidson expected the suspension to last through March 31, 2025. They do not establish the tariff rate currently in force. The December 2024 headline alone is not evidence of reinstatement, and the later €35 million refund is not evidence that all duties or disputes ended. A buyer or importer considering a European purchase should verify the current treatment for the motorcycle’s origin and import date with the relevant customs authority or a qualified customs professional.
