For Volkswagen AG employees covered by its German collective agreement, restructuring does not automatically mean a plant closes or workers are dismissed. The December 2024 Future Volkswagen agreement protects against operational dismissals and German site closures through the end of 2030, while also planning a socially managed reduction of more than 35,000 positions across Volkswagen AG’s German locations. That figure is a positions target—not a count of people slated for layoffs.
Who is covered by Volkswagen’s job protection?
The agreement applies to Volkswagen AG employees within its scope at German locations. It should not be treated as a Group-wide guarantee for employees of every VW subsidiary, contractors, suppliers, or workers at plants outside Germany. Coverage depends on the employer, the applicable agreement and the individual circumstances.
The agreement’s protection runs through December 2030. As of October 4, 2026, Volkswagen has announced that it is reopening talks under a clause in the Future agreement. The company has also said it will terminate several other collective agreements effective December 31, 2026, but that the Future agreement—including its job-security provisions—is excluded. Volkswagen says current agreements remain in force under law while new arrangements are negotiated. IG Metall has likewise said the terminations do not affect job security. Those are the company’s and union’s stated positions; the result of the reopened talks is not yet known.
What does restructuring mean for VW workers?
A restructuring can change where a vehicle is built, what work a site performs, the number of production lines, staffing levels or working hours without closing the plant. Volkswagen’s December 2024 announcement set out plans for both a substantial reduction in capacity and changes to production.

- Volkswagen reported a planned reduction of 734,000 units of production capacity across its German plants.
- It said more than 35,000 positions across Volkswagen AG’s German locations would be reduced by 2030 through socially responsible measures. This is a planned aggregate reduction, not a statement that the same number of named employees will be dismissed.
- For Wolfsburg, Volkswagen announced that future Golf and Golf Estate production would move to Puebla, Mexico, from 2027, and that Wolfsburg assembly would focus on two lines rather than four. The company also planned to bring ID.3 and CUPRA Born production to Wolfsburg and, toward the end of the decade, to build the electric Golf and another model based on its future SSP architecture there.
These are company-announced plans, not proof that every detail has been completed or will remain unchanged. A production move abroad does not, by itself, establish that the workers at the original site will be relocated, dismissed or offered particular jobs.
How can the workforce shrink without operational dismissals?
The agreement pairs job security with negotiated measures to manage staffing and cost. IG Metall says a wage increase of just over 5 percent under the regional metal-industry agreement is temporarily deferred at Volkswagen, with the real increase scheduled to take effect on January 1, 2031. The union says the funds can partly support measures to manage excess staffing without operational dismissals.
- Reduced working hours with partial wage compensation: IG Metall identifies flexible working-time reductions as one possible measure. The public agreement summary does not establish that every employee will be offered or qualify for a particular arrangement.
- Partial retirement: The union also reports expanded partial-retirement programs as a possible route. Eligibility and individual terms depend on the arrangements that apply to a worker.
The practical distinction is between reducing positions through socially managed measures and dismissing employees for operational reasons. The agreement’s aggregate target should not be read as a prediction of how many people will leave by each route.

Can VW dismiss workers if a German plant is restructured or closed?
For an employee covered by the Future agreement, Volkswagen’s December 2024 announcement and the agreement’s stated terms bar operational dismissals through the end of 2030. That protection is not the same as a guarantee that a worker’s role, hours, location or duties will never change. Nor does it settle what arrangements will apply after 2030 or what could follow from the current reopened negotiations.
Outside that specific protection—or if a worker is not covered—the general German procedures described below may apply. They require consultation or notification in defined circumstances; they do not by themselves prove that a particular VW proposal has met the legal conditions for dismissals.
What process applies to a major operational change?
Works-council consultation
Under section 111 of the German Works Constitution Act, an employer in a company that normally has more than 20 voting-eligible employees must inform the works council fully and in good time and consult it about certain planned operational changes that may materially disadvantage all or a significant part of the workforce. The law includes closing or reducing an entire establishment or substantial parts of it, relocating or combining establishments, and fundamental changes to an organization, purpose or facilities.

Reconciliation of interests and social plan
Section 112 distinguishes two processes. An Interessenausgleich addresses whether and how the planned change should proceed. A Sozialplan sets measures to compensate or mitigate resulting economic disadvantages and has the effect of a works agreement. If the parties cannot agree on a social plan, a conciliation board can decide one while balancing workers’ social interests against the employer’s economic viability.
Potential disadvantages identified in the law include reduced income, lost special payments or pension entitlements, relocation costs and higher commuting costs. In considering whether a worker can reasonably continue in another role, the plan should account for suitable work at the same establishment, another establishment of the company or a group company. A different location alone does not make a job unreasonable.
Mass-dismissal notification
Section 17 of the German Dismissal Protection Act requires advance notification to the Federal Employment Agency when dismissals within a 30-calendar-day period reach thresholds that vary according to establishment size. The employer must give the works council information including the reasons, numbers and occupational groups affected, timing, selection criteria and proposed criteria for calculating severance, and discuss ways to avoid or limit dismissals and reduce their effects. The existence of this rule does not establish that a particular VW plan crosses a threshold.

Transfer short-time work benefit
Section 111 of German Social Code Book III provides for conditional Transferkurzarbeitergeld during qualifying restructuring, with the aim of avoiding dismissals and improving placement prospects. Eligibility includes a permanent, unavoidable loss of work and prior consultation with the employment agency. Volkswagen’s published materials do not say that this benefit is planned for a particular site or worker.

There is no general promise in the published material that each affected worker will be transferred to another plant. The company’s Wolfsburg production plans describe where models are expected to be built; they do not specify the individual job offers, mobility requirements or placement outcomes for employees affected by a production change.
For a specific restructuring, the works-council process and any social plan are relevant to whether workers can continue in suitable roles within the establishment, elsewhere in the company or in a group company. A worker’s role, applicable agreement, location and ability to move all matter. The general legal framework does not establish that every person will receive a transfer, retraining or relocation support.

Do VW workers automatically get severance if a factory closes?
No universal, automatic severance cheque for every affected worker is established by the German provisions described here. A social plan may provide compensation or other measures, but the amount and eligibility depend on the applicable agreement, any negotiated or adjudicated plan, and the worker’s circumstances. The law does not set a single flat severance amount for every closure.
Section 113 of the Works Constitution Act provides routes for affected employees to seek compensation through the labor court for specified disadvantages if an employer proceeds with a qualifying operational change without attempting to reach an agreement on it, or departs from an agreed reconciliation of interests without compelling reason. Whether that provision applies depends on the facts and process in a particular case.
