It depends on what the notice actually is. California’s AB 645 speed-camera pilot uses civil penalties and an administrative review process; it is not automatically the same as a conventional traffic ticket handled by a court. Ignoring an ordinary court ticket can lead to added fees and a failure-to-appear issue, but those consequences should not be assumed to apply to an AB 645 camera notice. Check the issuing city and the notice’s response instructions, then act by the stated deadline.
First identify which kind of notice you received
“Speed camera ticket” can refer to different processes. The crucial distinction is whether the notice is a civil penalty issued under California’s AB 645 speed-safety camera pilot or a conventional citation that has been filed with a court. The consequences and the way to challenge each are different.

AB 645 took effect January 1, 2024, and authorized a limited, five-year speed-camera pilot in San Jose, Oakland, Los Angeles, Glendale, Long Beach, and San Francisco. It is not a statewide camera-ticket system. Violations recorded under the pilot are subject to civil penalties and an administrative process that includes review, a hearing, and an appeal. The city and the instructions on your notice matter.
A police-issued ticket, or another citation processed through a court, follows the ordinary court process. California Courts warns that ignoring a court-issued ticket can bring additional consequences. Do not transfer those warnings automatically to a camera notice merely because both concern speeding.

Clues to check on the notice
- Issuing authority: Look for the city, agency, or court named as the issuer. A city named in the AB 645 pilot may be relevant, but the city name alone does not prove which process applies.
- Program or legal reference: Check whether the notice identifies the speed-camera pilot or describes a civil penalty. A court citation may identify a court or give court-specific instructions.
- Deadline and response route: Find the response date and the method for requesting review, a hearing, or an appeal. Those directions should guide your next step.
- Uncertainty: If the notice does not make the process clear, contact the named issuer and ask whether it is an AB 645 administrative notice or a court citation. Keep the notice and any response confirmation.
Do not decide the process based only on the presence of a photograph or the words “speed camera.” The key practical questions are who issued the notice, whether it identifies a court case, and which process and deadline the notice describes. If one of those details is missing or confusing, ask the issuer to clarify it rather than assuming that a procedure for another kind of citation applies.
What can happen if you ignore an ordinary court ticket
For a conventional court-issued traffic ticket, California Courts says the court may add a civil assessment of up to $100, charge failure to appear, and add the violation to a DMV record. These are possible court-ticket consequences, not a blanket statement about every notice that a driver calls a camera ticket.
Missing a court deadline is not the same thing as simply owing money. The distinction matters for driving privileges: the DMV says it no longer suspends or withholds a license for failure to pay a ticket alone, but a court may report a failure to appear and the DMV may suspend driving privileges for that reason. So do not assume that nonpayment by itself has the same effect as missing a required court appearance or response.

Unpaid court debt may also be referred for collection. The California Franchise Tax Board says courts may send unpaid traffic tickets and other court debt to it for collection, including collection from wages or a bank account. That guidance concerns court-referred debt; it does not establish that every AB 645 civil penalty is court debt or that it will automatically be sent to the FTB.
If you missed a court due date for a good reason, California Courts advises contacting the court. The court may cancel extra fees. Ask what steps remain in your case and whether a failure-to-appear issue has been recorded; do not assume that paying the original amount alone resolves every court-related issue. The court can explain the options available for that particular citation.
What is established—and not established—for an AB 645 camera notice
An AB 645 notice belongs to the pilot’s civil-penalty and administrative-review process. The available statewide guidance does not establish that ignoring one automatically creates the same failure-to-appear charge, DMV record entry, or license suspension that may follow an ordinary court ticket. It also does not establish a uniform city-by-city collections practice for delinquent pilot penalties.

Registration consequences need similar care. The DMV says unpaid owner-responsibility citations on a person’s record can prevent registration renewal. The statewide guidance reviewed does not establish that every AB 645 camera penalty is entered as an owner-responsibility citation in that category. Do not assume either that your registration is safe or that it is automatically blocked: check the notice and the issuing city’s current instructions for your particular penalty.
California also has separate automated-camera provisions for red-light enforcement under SB 720. Those provisions concern a different type of camera enforcement and should not be confused with AB 645 speed enforcement. A red-light notice and a speed-camera notice may not use the same program or response process.
There is also no sound basis here for quoting a single fine amount for all speed-camera notices. The amount and instructions should be checked on the specific notice and in the issuing city’s current official program materials. The statewide information described here does not establish a uniform city-by-city collection method or show that each delinquent camera penalty is sent to the FTB.

How the possible consequences differ
| Issue | Ordinary court-issued ticket | AB 645 speed-camera notice |
|---|---|---|
| What happens after a missed deadline | California Courts says the court may add up to $100 as a civil assessment, charge failure to appear, and add the violation to a DMV record. | A civil-penalty and administrative-review process applies. The statewide sources do not establish that ordinary court-ticket consequences automatically apply. |
| License | The DMV says failure to appear may lead to suspension; it no longer suspends for failure to pay alone. | Do not conclude from the available statewide guidance that ignoring the civil notice alone suspends a license. |
| Collections | The FTB says courts may refer unpaid traffic and other court debt for collection, including from wages or a bank account. | City-specific collection steps are not established by the statewide sources. FTB collection is not shown to be automatic. |
| Registration | The DMV says unpaid owner-responsibility citations on record can prevent renewal. | It is not established that every AB 645 penalty is placed in that category. |
| How to challenge | Use the court’s available options, such as contesting the ticket or seeking relief where available. | Follow the notice’s instructions for initial review, an administrative hearing, and appeal. |
What to do after receiving a notice
- Read the entire notice. Record the issuer, any program reference, the response deadline, and the stated way to request review or appeal. Do not rely on a general description of camera tickets if the notice gives a specific procedure.
- If it is a court citation, contact the named court promptly. California Courts advises people who missed a due date for a good reason to contact the court; the court may cancel extra fees. Ask the court what options remain and what action is needed to address any failure to appear.
- Ask about ability-to-pay relief if the court route applies. California Courts describes options that may include a lower fine, more time, a payment plan, or community service for people who cannot afford the fine. Availability depends on the court and the case; ask the court rather than assuming a particular option is automatic.
- If it is an AB 645 notice, use its administrative route. Follow the issuing agency’s directions for initial review, an administrative hearing, or an appeal. Contact that agency if the notice is unclear or you need to confirm how to submit a request.
- Keep records of what you send and receive. Preserve the notice, any review or appeal submission, payment record if applicable, and confirmation that the issuer received your response. If you speak to the issuer, note the date and the instructions you were given.
If you are trying to work out whether it is too late to respond, start with the deadline and contact the issuer promptly. For a court citation, California Courts says to contact the court after missing a due date for a good reason; it does not mean extra fees will always be canceled. For an AB 645 notice, use the agency’s stated review or appeal process and ask the agency what options remain. A general online explanation cannot confirm the status of your individual notice.
Common assumptions that can lead you astray
- “Every camera ticket is a court ticket.” Not necessarily. AB 645 created a civil-penalty process for a limited speed-camera pilot; conventional court citations follow a different route.
- “If I do not pay, my license is automatically suspended.” DMV guidance distinguishes failure to pay from failure to appear. The court may report a failure to appear, and that may lead to suspension; nonpayment alone is not described as a basis for DMV suspension under the current guidance.
- “The state will collect every unpaid camera penalty the same way.” The FTB’s guidance addresses court-referred debt. The statewide material does not establish that each city routes AB 645 penalties to the FTB or uses an identical collection process.
- “A camera notice will definitely block my registration renewal.” The DMV describes a renewal bar for unpaid owner-responsibility citations on record, but the reviewed statewide guidance does not establish that all AB 645 penalties are categorized that way.
- “The instructions for one camera program apply to another.” Speed-camera enforcement under AB 645 and red-light camera provisions under SB 720 are distinct. Follow the program identified on your own notice.
- “The pilot applies everywhere in California.” AB 645 authorizes a limited pilot in six cities, not a statewide speed-camera system. A notice from elsewhere should be checked carefully to identify its actual issuer and legal process.
When you cannot tell which process applies
Do not ignore the notice while trying to infer its status from the envelope, the camera image, or a general online description. Contact the issuer shown on the notice and ask which program it belongs to, whether a court case exists, what deadline applies, and how to request review. If it is a court matter, the named court is the appropriate place to ask about court deadlines and relief. If it is an AB 645 notice, ask the issuing agency how to use the administrative review and appeal process.
Recommended Free Tools
The safest immediate step is to meet the response deadline stated on the notice or get clarification from the issuer before that deadline. The consequences documented for an ordinary court ticket are real, but the statewide sources do not justify treating them as automatic consequences for every AB 645 speed-camera penalty. California Courts, the DMV, and the FTB describe the court-ticket, licensing, and court-debt points above; for a camera notice, the issuing city’s current instructions remain essential.

Frequently Asked Questions
Can I ignore a California speed camera ticket?
Ignoring it is not a safe assumption. First determine whether the notice is an AB 645 civil penalty or an ordinary court citation, then follow the issuer’s deadline and response instructions. The ordinary court-ticket consequences should not automatically be applied to an AB 645 notice.
Will an unpaid California speed camera ticket suspend my license?
The DMV says it no longer suspends or withholds a license for failure to pay a ticket alone, while a court-reported failure to appear may lead to suspension. Statewide guidance does not establish that ignoring an AB 645 civil notice alone suspends a license.
Do California camera tickets go to collections?
The FTB says courts may refer unpaid traffic tickets and other court debt for collection, including from wages or a bank account. That does not establish that every AB 645 camera penalty is court debt or is automatically sent to the FTB; check the issuing city’s current notice and instructions.

Contact the named court promptly. California Courts says a person who missed a due date for a good reason should contact the court, which may cancel extra fees. Ask about remaining steps and any available lower-fine, extra-time, payment-plan, or community-service options if you cannot afford the fine.
The Bottom Line
Do not treat every California speed-camera notice as a court ticket. AB 645 camera notices use a civil-penalty and administrative-review process, while ordinary court citations can carry court-specific consequences such as a possible civil assessment of up to $100 and failure-to-appear proceedings. Identify the issuer, follow the notice’s deadline, and ask the city or court about the process that applies to your notice.
