Some systems use infrared illumination that produces black-and-white-looking images, even in daylight. Seeing a flash—or not seeing one—does not tell you whether a citation will follow; the camera setup and review process depend on the local program.
What a speed camera flash can look like
- Bright and visible: A short burst of light may help a camera capture a usable image, especially in low-light conditions.
- Dim or not visible: Red-filtered or infrared illumination can emit little or no light that a driver notices. The Federal Highway Administration (FHWA) describes these approaches in its Speed Enforcement Camera Systems Operational Guidelines, while cautioning that image quality or effective range may be affected. That guidance does not establish what any particular current camera uses.
- No obvious flash: A driver may not notice illumination, and some enforcement designs do not depend on a single conspicuous flash. Flash appearance alone cannot identify a camera model or establish whether a vehicle was recorded.
Why a speed camera image may be black and white
Infrared illumination can produce a monochrome image because it does not capture colors as a normal color photograph does. Connecticut DOT says images in its automated work-zone program may look black and white or like night photographs even when captured during the day. The agency says it uses a separate color image to verify the vehicle description. This is an explanation of Connecticut’s program, not a guarantee about images from other jurisdictions.
How speed camera systems capture evidence
Automated enforcement generally combines a speed-measurement component, a system that processes or triggers an event, and one or more cameras. FHWA’s operational guidance describes the system computer triggering image capture; the images should make the license plate legible, and a clear driver image may be needed where local rules require driver identification. Illumination may be used when lighting conditions require it.
Fixed, mobile, and point-to-point cameras
NHTSA describes three broad arrangements: fixed cameras installed at a location, mobile systems used at changing locations, and point-to-point systems. A point-to-point system records a vehicle’s plate and timestamps at separated points on a measured section, then calculates average speed. Because that method uses observations across a section, not just one instant, a single-flash explanation does not describe every enforcement design. See NHTSA’s overview of speed safety cameras.

What may be recorded
In Connecticut’s automated work-zone program, the system records multiple images and associated event details, including time, date, posted speed, measured speed, location, lane, and direction. These are Connecticut program details; other systems may collect or process different information.

No. A flash, by itself, does not establish that a citation will be issued. In Connecticut’s program, alleged violations are reviewed by an authorized state police member before a notice is issued. Other jurisdictions have their own rules and workflows, so neither a visible flash nor its absence can settle the outcome. What to do if you are concerned about a specific event
- Wait for any official notice rather than trying to infer the result from the flash.
- If a notice arrives, read it and follow the issuing agency’s instructions for viewing the evidence, responding, or contesting it.
- Check the official program information for the jurisdiction where the event occurred. Deadlines, evidence procedures, and legal rules vary; there is no universal waiting period or outcome that can be determined from a flash alone.
