What Does a Catalytic Converter Do—and Are Cars Required to Have One?

Catalytic converters reduce several harmful exhaust pollutants. Here’s how they work, which U.S. vehicles generally have them, and what the law and warranty rules mean for owners.

A catalytic converter is part of a vehicle’s exhaust-emissions system. It helps reduce harmful pollutants by promoting chemical reactions in the exhaust. In the United States, federal emissions rules explain why converters are widespread: the EPA says they have been installed on most 1975-and-newer passenger cars and light-duty trucks. That is not the same as saying every car everywhere is legally required to have one.

What does a catalytic converter do?

A catalytic converter uses materials called catalysts to speed up chemical reactions in a vehicle’s exhaust. The catalysts help transform pollutants before the exhaust leaves the tailpipe; they are not consumed as reactants in those reactions.

What a three-way converter changes

A typical three-way catalytic system targets three pollutants: carbon monoxide, unburned hydrocarbons, and nitrogen oxides. The reactions convert them into products including carbon dioxide, nitrogen, and water. These are generally less harmful than the original pollutants in the context of tailpipe emissions, but that does not make exhaust harmless.

Older oxidation converters target hydrocarbons and carbon monoxide; three-way converters also address nitrogen oxides. The converter is only one part of the emissions system. Engine-control calibrations and other equipment also contribute, so a functioning converter alone does not guarantee that a vehicle meets emissions requirements.

Why does my car need a catalytic converter?

In the United States, the reason is vehicle-emissions regulation. The Clean Air Act gives the U.S. Environmental Protection Agency authority to set vehicle emissions standards. Vehicles and engines covered by those standards must receive a certificate of conformity before entering commerce, demonstrating compliance with applicable emissions requirements.

The policy is to limit pollution from motor vehicles and protect public health and air quality. As the EPA puts it in The Clean Air Act in a Nutshell: How It Works, “Congress designed the law to minimize pollution increases from growing numbers of motor vehicles.”

Are catalytic converters required by law on every car?

No single universal statement covers every car, country, vehicle class, model year, fuel, and set of emissions rules. The EPA’s September 2000 aftermarket-converter fact sheet says converters have been installed on most 1975-and-newer U.S. passenger cars and light-duty trucks. “Most” is not “all,” and that historical scope statement is not a current worldwide percentage.

Requirements depend on the vehicle and the jurisdiction. Some state and local areas also operate inspection-and-maintenance programs to identify high-emitting vehicles that may need repairs; inspection rules are not identical everywhere in the United States.

Can I drive without a catalytic converter?

For a U.S. vehicle subject to federal emissions rules, the EPA says removing a converter without replacing it with an approved replacement is prohibited tampering under federal law. The EPA’s explanation says the prohibition applies to everyone, including vehicle owners. State and local requirements may also apply. The federal answer is therefore not to remove or bypass the device; if it is missing or needs replacement, use an appropriate compliant replacement for the vehicle.

What to know if your converter needs replacement

The EPA’s September 2000 fact sheet discusses replacement converters and emphasizes choosing one appropriate for the vehicle. Because that fact sheet is old, its detailed conditions should not be treated as a complete statement of current federal or state requirements.

  • Confirm that diagnosis points to the converter itself, rather than assuming any emissions warning means it has failed.
  • Match the replacement to the vehicle’s year, make, model, engine, and emissions configuration.
  • Check that the part is an approved, compliant replacement under applicable federal and state or local rules.
  • Review the part’s warranty and installation terms. Replacing the converter by itself may not resolve an emissions problem caused by another part of the system.

What federal emissions warranty may apply?

The EPA’s FAQ describes federal emissions-control warranties for light-duty vehicles as including a performance warranty of two years or 24,000 miles and a design-and-defect warranty. It also says specified major emissions components, including catalytic converters, are covered for eight years or 80,000 miles, whichever comes first. These are federal warranty periods, not a guarantee that a particular repair will be covered: coverage depends on the vehicle, sale date, defect, and applicable warranty terms.
