Waymo’s March 2025 authorization to enter San Francisco International Airport (SFO) was not a robotaxi launch. It was a temporary agreement for manually driven mapping, limited to two vehicles, with no public passengers and extensive operational reporting. That controlled access became the foundation for later approvals: SFO signed a testing-and-operations permit in September 2025, and passenger rides began for select users on January 29, 2026.
What Waymo was allowed to do in March 2025
The agreement took effect on March 14, 2025, expired on April 13, 2025, and allowed a possible extension of up to 30 additional days. Waymo could use no more than two vehicles at once to map airport roadways. A Waymo employee had to drive, and the vehicles could not carry public passengers.

San Francisco’s announcement also required Waymo to use SFO’s existing geofence for vehicle tracking. The city described the work as roadway mapping around the airport, not authorization for autonomous passenger operations. (San Francisco’s announcement; TechCrunch’s report on the agreement)

Why airport mapping matters
SFO is not simply another set of city blocks. Terminal approaches have concentrated traffic, curbside loading and unloading, pedestrians with luggage, commercial vehicles, changing lane controls and strict airport circulation rules. The operating area also connects with AirTrain stations, rental-car facilities and terminal roadways.

A detailed operational-domain map helps an automated-driving system understand lanes, curbs, signs, pickup zones and recurring traffic patterns. It is a data and validation foundation, however—not a safety approval. Mapping under human control did not demonstrate that Waymo could safely carry passengers without a driver.
The data-sharing requirements
TechCrunch reported that Waymo had to provide information after each mapping session, including vehicle entry and exit times, geographic location, vehicle identification, a trip identifier, transaction type, a driver-based unique identifier and license-plate number. The city’s announcement said the airport geofence would be used for the tracking data. (TechCrunch; San Francisco)
What the requirement enables
- Accountability: SFO can establish when and where the vehicles operated.
- Operational oversight: Airport officials can compare activity with the approved geofence and airport rules.
- Incident review: Time, location and vehicle identifiers can help reconstruct an event or investigate a complaint.
What the public record does not establish
The reported fields concern vehicle and trip operations. They do not, by themselves, establish that SFO received passenger identities, how long information was retained, who could access it, or whether it was used for billing or enforcement. Those are separate data-governance questions.

Time Lapse Parking Mode provides continuous surveillance by offering a condensed overview of any events that may occur during parking periods. *Please note that the parking monitoring function requires a separate hardwire kit.
Why commercial-goods movement was banned
The agreement reportedly prohibited Waymo from using autonomous vehicles to move commercial goods on airport property. Teamsters representatives supported the condition because autonomous delivery could affect delivery and airport-related jobs. (TechCrunch)
This was a prospective safeguard, not evidence that Waymo was preparing an SFO delivery rollout. TechCrunch reported that Waymo had ended its self-driving-truck program in 2023 and was concentrating on passenger rides. The clause prevented the mapping authorization from being repurposed for another commercial use later.
Mapping, testing and service were separate permissions
The March agreement sits at the bottom of a regulatory ladder:

- Mapping access: manually driven vehicles collect and validate airport roadway data.
- Safety-driver or employee testing: the automated system may be evaluated under a later authorization and specified human-supervision rules.
- Driverless testing: a separate milestone allowing operation without a driver in the vehicle, subject to applicable approvals.
- Commercial passenger service: airport authorization, operational conditions and California transportation approval are required before carrying riders.
California’s autonomous-vehicle rules require express authorization from the relevant airport authority for autonomous passenger service at an airport. A California driverless-deployment approval therefore does not automatically cover SFO. (California Public Utilities Commission)
What happened after the mapping permit
| Date | Milestone |
|---|---|
| 2023 | Waymo failed to secure permission to map SFO, according to TechCrunch. |
| March 14, 2025 | Temporary, human-driven mapping agreement took effect. |
| September 16, 2025 | SFO signed a testing-and-operations pilot permit with Waymo, with phased operations, safety protocols and data-reporting conditions. (SFO permit materials) |
| September 24, 2025 | Waymo notified the CPUC that SFO had authorized its CPUC-jurisdictional autonomous passenger-carrier service. (CPUC notice) |
| January 29, 2026 | SFO announced that Waymo passenger service had begun for select riders. (SFO announcement) |
What riders can assume now
The March 2025 permit could not pick up a passenger at SFO. Under the later program, rides are available only to select Waymo users. SFO’s current passenger page, dated August 18, 2026, still describes the service as being in the final phase of a pilot rather than as unrestricted airport-wide availability. Check eligibility and the pickup instructions in the Waymo app before traveling. (SFO autonomous-rides page)
Waymo’s January 2026 launch account identified the Rental Car Center as the initial pickup and drop-off location, reached by AirTrain. (Waymo’s launch announcement) Earlier Waymo material referred to the Kiss & Fly area, so the live app and SFO’s current instructions are the practical authority. (Waymo’s September 2025 update)

- 2.5K Front + 1080P Rear Recording: S60 records 25601440P front video and 1080P rear video to help capture what happens ahead of and behind your car. The front 170 wide-angle lens helps cover more of the road during daily drives or unexpected events
- WDR Night Vision: The starlight night vision sensor and 6-layer glass lens help improve video clarity in low-light conditions. WDR helps balance bright headlights and darker areas, making footage easier to review at night, in tunnels, parking lots, and other changing light conditions
- Loop Recording & G-Sensor Lock: Loop recording replaces older unprotected clips when the card is full. SD card is not included, and the dash cam supports cards up to 256GB. If a sudden impact, hard braking, or collision is detected, the G-sensor locks the current clip to help protect important footage
- Optional 24-Hour Parking Monitor: S60 supports a 24-hour parking monitor with time-lapse recording. This feature requires a compatible Type-C hardwire kit, not included
- 2" IPS Screen & 360 Suction Mount: The 2" IPS screen lets you check the camera view and adjust basic settings directly on the device. The 360 suction mount makes it easier to adjust the camera angle and remove or reinstall the unit
Why the permit remains significant
- It gave Waymo access to airport-specific roadway data that ordinary city driving cannot provide.
- It gave SFO a controlled way to evaluate operations before allowing passenger trips.
- It created a formal reporting relationship between the airport and the operator.
- It showed that airport authorities, not only state regulators, can determine whether autonomous passenger service reaches airport property.
- It made labor, curb management, privacy and future commercial uses part of the operating bargain.
The central lesson is that airport robotaxi expansion is negotiated in stages. A mapping agreement can be an important technical milestone while still being far short of a service launch.
Questions that remain open
Public materials cited for the mapping agreement do not specify data-retention periods, all permitted users of the records, or whether the information is subject to particular public-records procedures. SFO’s current page also does not establish when access will expand beyond select users or how pickup arrangements may change. Those details require newer airport or regulatory statements rather than assumptions based on the mapping permit.

Waymo’s March 2025 SFO authorization was temporary, human-driven mapping access—not permission to run driverless taxis. It imposed vehicle limits, passenger and delivery restrictions, geofenced tracking and operational data reporting; later airport and CPUC approvals led to select-user passenger rides beginning in January 2026.
