The death prompted neighborhood mourning, criticism of Waymo’s account, and a reported proposal to give counties more control over where driverless vehicles operate.

The Guardian reported that a Waymo vehicle hit and killed KitKat on October 27, 2025, outside the market. In a statement quoted by the newspaper, a Waymo spokesperson said: “While our vehicle was stopped to pick up passengers, a nearby cat darted under our vehicle as it was pulling away.” That is Waymo’s account of the incident, not an independently established finding.

Why the cat’s death resonated so strongly
KitKat was not an anonymous street animal to people who lived, worked and shopped nearby. His regular presence made him part of the neighborhood’s daily life, and the nickname “Mayor of 16th Street” captured that role. Coverage in the Chronicle and The Guardian described residents grieving, paying tribute and holding a memorial in the days after his death.

That response turned a single animal fatality into a test of how San Francisco communities experience autonomous vehicles. For neighbors, the issue was not only whether a vehicle complied with its operating rules; it was whether the technology behaved acceptably in a place where people and animals move unpredictably through familiar public spaces.
What later video reporting added
A January 29, 2026, Los Angeles Times report revisited the incident and said video showed KitKat under the vehicle for several seconds before the Waymo pulled away and killed him. The report also described a woman attempting to lure the cat to safety.

Those details were presented by the Los Angeles Times as video-based reporting and as part of the criticism directed at Waymo. The material available here does not establish a separate official investigation or finding that resolves the competing interpretations. The later account therefore adds context to the controversy without, by itself, changing the original attribution of Waymo’s statement.

Those statements expressed the company’s response, but they did not settle the central public question: whether the vehicle’s behavior, as shown in the available reporting, was consistent with the level of caution residents expect from a driverless service.

On November 5, 2025, Axios reported that San Francisco Supervisor Jackie Fielder introduced a resolution urging state leaders to let counties decide whether driverless vehicles could operate in their communities. The proposal placed KitKat’s death inside a broader state-versus-local oversight debate.

Statewide consistency
A statewide framework can give operators one set of rules and avoid a patchwork of county-by-county requirements. That consistency is part of the argument for keeping authorization and oversight at the state level.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsLocal control
Local control would give counties a direct voice over deployment in their own streets. Supporters can argue that residents and local officials are best positioned to weigh neighborhood conditions, pedestrian activity, animal safety and public acceptance.
What the reporting establishes
The coverage establishes that Fielder’s measure was reported as a proposed resolution. It does not establish that the proposal became law, that counties received new authority, or that California adopted a final policy change as a result of KitKat’s death.

What readers can and cannot conclude
- Established in the cited coverage: KitKat’s identity and neighborhood role, the October 27 collision, Waymo’s public explanation and response, the community memorial and criticism, and Fielder’s reported proposal.
- Not established by that coverage: a final legal finding about fault, a definitive official interpretation of the video, or enactment of a county-control law.
- Not supplied by the reporting: a fleet-wide safety rate or collision total that would place this individual incident in a broader statistical comparison.
Why the story remains a flashpoint
KitKat’s death concentrated several unresolved questions into one highly personal event: how autonomous systems should react to small, fast-moving animals; how companies explain incidents when public video is later reported; and who should decide whether robotaxis belong on a particular community’s streets. The facts of the collision, the neighborhood’s grief and the policy argument are related, but they are not the same claim—and the available reporting does not provide a final answer to all three.
