Washington has enacted a new instant-rebate program intended to reduce electric-vehicle purchase or lease costs, but it has not opened yet. The Department of Commerce expects it to begin in early 2027. State law limits eligibility to people who meet the statutory definition of “vulnerable populations”; the exact rebate, application process and qualifying vehicles have not been published in the reviewed official sources.
What Washington’s new EV rebate will do
Washington law directs the Department of Commerce, working with the Interagency Electric Vehicle Coordinating Council, to develop and implement an incentive program that lowers the cost of buying or leasing an electric vehicle through instant rebates. The law makes implementation subject to the availability of money appropriated for that purpose. RCW 43.330.615
Commerce’s clean transportation funding overview says the Legislature established an ongoing funding source in 2026 for a new rebate program and that the agency expects it to begin in early 2027. The page lists a $5,000,000 appropriation from the transportation budget and Electric Vehicle Account for a “Used EV Instant Rebate Program.” That is a program funding figure, not a published rebate amount for an individual buyer.
Who qualifies for the Washington EV rebate?
The statute says: “Only individuals meeting the definition of vulnerable populations in RCW 70A.02.010 are eligible to receive instant rebates under the program.” The new program’s eligibility category therefore comes from that statutory definition. The sources reviewed do not explain how applicants will document or verify eligibility, or set out a separate income threshold for this program.

Do not assume the upcoming rebate will use the 300%-of-federal-poverty income ceiling from Washington’s 2024 program. That threshold was part of the earlier program’s terms, not a confirmed rule for the new one.
Are new EVs included, or is the rebate only for used EVs?
The statute describes rebates that reduce purchase or lease costs for electric vehicles broadly. Commerce’s funding overview specifically names a $5 million appropriation for a “Used EV Instant Rebate Program,” but the reviewed sources do not publish the final vehicle scope or say whether new vehicles will qualify. The funding label alone does not establish that new EVs are excluded.

Commerce has not yet stated qualifying models, vehicle-price limits, purchase or lease conditions, or whether rebate amounts will vary by new versus used vehicle or by transaction type.
When does Washington’s EV rebate start?
Commerce currently expects the new program to begin in early 2027. It has not provided an exact launch date or application instructions in the sources reviewed. Until those details are published, buyers should not treat the program as open or count on a particular rebate at a pending transaction.

How the new program differs from Washington’s 2024 rebate
Washington ran an earlier EV rebate program in 2024. Commerce’s August 1, 2024 announcement described it as available to Washington residents earning up to 300% of the federal poverty level, with rebates applied at the transaction through participating dealers. Its terms were:

These figures and requirements describe the historical 2024 program, not confirmed benefits or rules for the program expected in 2027. The 2024 announcement also required Washington residency and personal-use vehicle registration; the reviewed current sources do not establish whether those conditions will carry over. What buyers still need to wait for
The statute establishes the program’s purpose and eligible population, while Commerce gives an expected start window and lists funding for a used-EV rebate program. The reviewed official sources do not state:
