SB 6354 took effect on June 11, 2026. The law’s sponsor identified Rivian and Lucid as companies it allows to seek dealer licenses, and Rivian said it secured a Washington motor vehicle dealer license in September. The available evidence does not establish that Lucid has obtained a license or begun direct sales in the state.
What Washington’s law allows
Washington enacted SB 6354 as Chapter 186, 2026 Laws. The governor signed it on March 24, 2026, and it took effect June 11, 2026, according to the bill history.
The change is not a blanket right for automakers to bypass dealerships. Under the current text of RCW 46.96.185, a manufacturer must meet specific conditions and obtain and maintain a Washington dealer license. The exception is limited to the manufacturer’s own makes or lines and includes restrictions intended to preserve the state’s franchise-law limits.

- Have never entered into a motor-vehicle dealer franchise agreement.
- Have operated at least one service facility in Washington by January 1, 2026.
- Produce battery-electric vehicles exclusively.
- Have had at least 300 of its vehicles registered in Washington before January 1, 2026.
Meeting those criteria does not itself authorize direct sales: the manufacturer must also obtain and maintain the required dealer license and comply with the statute.
What is known about Rivian and Lucid?
Rivian
Rivian said it secured a Washington motor vehicle dealer license in September 2026. Its September 25 announcement also says the company held a celebration on September 15. That is Rivian’s account of its licensing status; the announcement is not an independent state licensing record.

Lucid
Sen. Marko Liias’s office named “Rivian and Lucid” among the manufacturers the bill would allow to hold dealer licenses and sell directly in Washington. That identifies Lucid as within the measure’s contemplated group, not as a company confirmed to have received a license. The available evidence does not establish Lucid’s current Washington license or retail-sales status.
Does the law mean customers can order, test-drive or take delivery locally?
Not by itself. A dealer license is a regulatory milestone, while the practical buying experience depends on each company’s arrangements. The available sources do not establish where either company is currently taking Washington orders, arranging test drives or deliveries, or providing financing support under the new authority. Check the company’s current Washington sales information before planning a purchase or visit.

Service access also remains a distinct consideration. The statute’s requirement for a Washington service facility by January 1, 2026 is an eligibility condition; it does not, on its own, describe each company’s current service locations or the precise customer services available there.
What the legislative record does—and does not—show
The Washington House Committee on Transportation summarized the measure as allowing qualifying new-vehicle manufacturers to sell directly if they meet the conditions and apply for and maintain a dealer license. The House passed the measure 84–9, as recorded in the House bill report. That tally records a legislative vote; it is not evidence of consumer impact. The reviewed official sources do not establish a measured effect on prices, sales, or customer access.

What Washington EV shoppers should check
- Whether the manufacturer currently holds a Washington dealer license, rather than merely being named as potentially eligible.
- Whether the company is accepting orders from Washington residents and what delivery arrangements apply.
- Whether a test drive is available nearby and whether an appointment is required.
- Where service is offered and how financing is handled for Washington customers.
For a vehicle comparison, evaluate the actual models and current company information on price, range, charging access, delivery timing, service availability and test-drive access. The legal sources establish the sales-law change, but do not provide current model specifications or a Rivian-versus-Lucid vehicle comparison.
