Washington and 35 other states announced a Hyundai and Kia anti-theft settlement on December 16, 2025. The agreement requires a free zinc-reinforced ignition-cylinder protector for eligible owners and lessees, creates up to $4.5 million in consumer restitution for qualifying damage, and requires industry-standard immobilizers on future U.S.-sold vehicles.
The settlement follows allegations that many Hyundai and Kia vehicles sold from 2011 through 2022 lacked engine immobilizers. Hyundai and Kia deny the allegations and wrongdoing. Owners should treat the official settlement FAQ as controlling because eligibility depends on the specific vehicle, records and incident circumstances.

- Eligibility depends on the vehicle, VIN, software-update status or appointment record, incident date, insurance and repair documentation, and the official claim rules.
What does the Hyundai Kia anti-theft settlement cover?
The Hyundai Kia anti-theft settlement covers a free physical ignition-cylinder protector for eligible vehicles, possible restitution for qualifying theft-related damage, and a requirement that future Hyundai and Kia vehicles sold in the United States use industry-standard engine immobilizer technology or an equivalent technology allowed under the agreement.
Washington and 35 other state attorneys general announced the multistate settlement on December 16, 2025. The states alleged that Hyundai and Kia sold many U.S. vehicles from 2011 through 2022 without engine immobilizers. Hyundai and Kia deny the allegations and deny wrongdoing in the executed state agreement, so the settlement should not be described as an admission of liability. The Washington attorney general’s settlement announcement and the Minnesota attorney general’s announcement describe the consumer and future-vehicle provisions.

What remedy does an eligible owner receive?
An eligible owner or lessee receives a zinc-reinforced ignition-cylinder protector installed through an authorized Hyundai or Kia dealership. The physical component is intended to make it harder for thieves to access the ignition assembly used to start certain affected vehicles without a key.
Official state materials say Hyundai and Kia will notify eligible consumers, who will have one year from the date of notice to arrange installation. Do not assume that every Hyundai or Kia vehicle qualifies. The settlement administrator’s official Hyundai/Kia multistate settlement FAQ is the appropriate source for vehicle-specific eligibility, notice and claim instructions.
| Remedy or device | What it does | Who provides it | What it does not mean |
|---|---|---|---|
| 2023 anti-theft software update | Extends the alarm sound from 30 seconds to one minute and requires the key to be in the ignition switch to start the vehicle, according to NHTSA. | Hyundai or Kia, depending on vehicle eligibility | It does not create a true engine immobilizer. |
| Zinc-reinforced ignition-cylinder protector | Physically helps prevent access to the ignition assembly. | Authorized Hyundai or Kia dealer under the multistate settlement | It is not the same as the software update or an electronic immobilizer. |
| Engine immobilizer | Electronic security technology intended to prevent the engine from starting without the proper key. | Required on future U.S.-sold Hyundai and Kia vehicles under the agreement, subject to its terms | The settlement does not mean every older vehicle will receive an immobilizer retrofit. |
| Aftermarket steering-wheel lock or alarm | Adds a visible or supplemental deterrent while an owner waits for service or if a vehicle falls outside a covered remedy. | Purchased by the consumer | It is not a replacement for the covered dealer installation and cannot guarantee theft prevention. |
Why did Hyundai and Kia vehicles become a theft target?
The state allegations focused on vehicles designed, manufactured, marketed and distributed without engine immobilizers. An engine immobilizer is intended to prevent an engine from starting unless the vehicle recognizes the correct key.
Thieves discovered a simple method to remove or bypass parts of the ignition assembly on certain vehicles and start them without a key. Social-media posts helped spread the method, which became associated with vehicle theft, joyriding and crashes.

According to the Washington State Office of the Attorney General (2025), 26% of Hyundai and Kia vehicles sold in the United States had engine immobilizers in 2015, compared with 96% of vehicles sold by other manufacturers. The figure comes from the Washington announcement and should be understood as an attributed historical comparison, not as a new independent study conducted for this article.
Do I qualify for the Hyundai or Kia theft settlement?
You may qualify if you owned or leased an eligible Hyundai or Kia vehicle, but the title or model name alone cannot establish eligibility. The official settlement process may consider the vehicle identification number, model year, whether the software update was installed, whether an update appointment was scheduled, and the details of any theft or attempted theft.
The official FAQ says a qualifying theft or attempted theft may be eligible for compensation when the vehicle had already received the software upgrade or the owner can document that an upgrade appointment was scheduled. The FAQ identifies incidents on or after April 29, 2025, and before the applicable cutoff, including March 31, 2027, in the described claim process. Because deadlines and claim requirements can vary by claim type, use the settlement administrator’s current FAQ rather than relying on a generalized online model list.
Eligibility can also depend on whether insurance paid for some or all of the loss, the type of damage, the date of the incident, and whether the owner can provide repair, police, insurance or appointment records. A qualifying consumer should preserve every relevant document before submitting a claim.
How much money is available under the settlement?
Up to $4.5 million is available for eligible consumers whose vehicles were damaged by qualifying theft or attempted theft. The amount is a maximum settlement fund, not an automatic payment to every Hyundai or Kia owner.

The settlement also requires Hyundai and Kia to pay $4.5 million to the participating states to defray investigation costs. The $4.5 million state payment is not consumer restitution, and neither amount should be confused with the automakers’ separate estimate of aggregate installation costs. The executed state agreement contains the formal obligations and denials.
Can I get reimbursed for a steering-wheel lock?
Some owners of vehicles that are ineligible for the software upgrade may be able to seek reimbursement for qualifying aftermarket anti-theft products, including a steering-wheel lock, under the separate consumer settlement materials. The official materials identify a possible reimbursement of up to $300 in certain circumstances, but reimbursement is not universal and depends on the applicable claim rules and documentation.
Before buying a product, check whether the vehicle qualifies for the free zinc-reinforced ignition-cylinder protector. A steering-wheel lock is a visible theft deterrent that may be useful while waiting for dealer service or for a vehicle outside the covered remedy. It is supplemental protection, not an engine immobilizer, not the settlement’s manufacturer-installed fix, and not a guarantee that theft will be prevented. Keep the receipt and confirm current reimbursement requirements through the official Kia vehicle-theft settlement website before assuming a purchase will qualify.
Aftermarket alarms and glass-breakage alarms are also identified in the official consumer settlement materials as possible anti-theft measures for certain vehicles. A separate aftermarket automotive-security installer or immobilizer may be relevant for a vehicle outside the settlement, but eligible owners should use the authorized dealer remedy first and should not pay an outside installer for the covered protector.
What should I do if my Hyundai or Kia was stolen or damaged?
- Check the official settlement process. Use the Hyundai/Kia multistate settlement administrator’s current eligibility and claim information rather than assuming coverage from a social-media list.
- Locate the VIN and vehicle records. Gather the VIN, registration or lease information, model year and any notice received from Hyundai or Kia.
- Confirm the software-update history. Record whether the update was installed and preserve proof of a scheduled appointment if the update was never completed.
- Collect incident documentation. Keep police or attempted-theft reports, insurance records, repair invoices, towing and storage records, photographs and correspondence with the dealer or manufacturer.
- Arrange the physical protection promptly. If notified that the vehicle qualifies, contact an authorized Hyundai or Kia dealer and schedule the free ignition-cylinder protector within the one-year period described in the state materials.
- Verify the claim deadline before filing. Incident dates and submission deadlines matter. Check the current official FAQ and claim instructions immediately before submitting.
- Add supplemental protection only if needed. A steering-wheel lock or alarm can add a visible deterrent, but it should not replace the free covered remedy.
What did officials say about the settlement?
Washington Attorney General Nick Brown said, “Security is a key piece for families looking to buy a vehicle, but Hyundai and Kia spent years selling people cars that lacked the industry’s standard protections.” The statement appears in the Washington attorney general’s December 16, 2025 announcement.

What the settlement does not establish
- The settlement does not cover every Hyundai or Kia vehicle.
- The settlement does not give every owner a cash payment.
- The 2023 software update does not add a true engine immobilizer to a vehicle.
- A steering-wheel lock does not guarantee that a vehicle cannot be stolen.
- The state payment and the consumer restitution fund are separate amounts.
- Hyundai and Kia’s participation in the settlement is not an admission of wrongdoing.
- A universal model-year list should not be treated as current eligibility evidence without checking the official tool and claim rules.
Frequently Asked Questions
Is the Kia Boys settlement real?
The Hyundai Kia anti-theft settlement is a multistate agreement announced on December 16, 2025. The settlement provides a free zinc-reinforced ignition-cylinder protector for eligible vehicles, up to $4.5 million in consumer restitution for qualifying theft-related damage, and a future-vehicle engine-immobilizer requirement.
Do I qualify for the Hyundai or Kia theft settlement?
Eligibility is vehicle-specific and may depend on the VIN, model year, software-update status, a documented update appointment, incident date, insurance records and repair documentation. Check the official Hyundai/Kia multistate settlement FAQ rather than assuming that every Hyundai or Kia qualifies.
Does the Hyundai Kia software update stop theft?
The 2023 Hyundai and Kia software update changed alarm and starting logic, including extending the alarm sound to one minute and requiring the key to be in the ignition switch. The later settlement hardware is a zinc-reinforced physical protector for the ignition cylinder; neither description should be treated as interchangeable with an electronic engine immobilizer.
Can I get reimbursed for a steering-wheel lock?
Some owners of vehicles ineligible for the software update may be able to seek reimbursement for a qualifying steering-wheel lock or another listed anti-theft product, with the official materials identifying up to $300 in certain circumstances. Reimbursement depends on the current claim rules and documentation, so check the official settlement website before buying or filing.

The Hyundai Kia anti-theft settlement is real, but coverage is not automatic. Check the official settlement process using the vehicle’s VIN and records, arrange the free dealer-installed zinc-reinforced ignition-cylinder protector if eligible, and preserve documentation for any theft-related claim. Treat a steering-wheel lock as supplemental protection—not as a replacement for the settlement remedy or an engine immobilizer.
