Yes—Devel Sixteen prototypes have appeared in footage moving on public roads. But those clips do not show that a completed road car produced 5,007 horsepower. That figure comes from an engine dyno demonstration; the engine and output of the cars in the road footage have not been established.
What the road footage shows—and what it does not
There are two reported road sightings, but neither verifies the headline power figure. In September 2019, Autoblog described a Devel moving slowly along a winding desert road. The clip showed a vehicle in motion, not a performance test, and did not establish that it could meet Devel’s performance claims. Autoblog’s report made that distinction explicit.
In January 2022, Motor1 reported footage Devel described as public-road testing on Italian roads. The report said it was unclear whether the car in that footage had a V16. Motor1 separately described a 1,500-hp V8 version tested on an Italian track the prior week; that account does not identify the road car’s configuration. Motor1’s coverage therefore supports the existence of road-testing footage, not a filmed 5,007-hp V16 road car.
Where the 5,007-hp claim comes from
Devel’s current website lists an 81-mm quad-turbo, 12.3-litre V16 rated at 5,007 horsepower and 3,757 lb-ft of torque. It also says a production version launched at the 2017 Dubai International Motor Show. These are the manufacturer’s specifications and description, not independently verified output or proof of a completed road-legal car. Devel Motors’ website

In November 2017, Road & Track reported visiting Steve Morris Engines, where a V16 engine prototype existed. The publication cited a video of the engine on an upgraded dyno, which indicated 5,007 hp. A dyno figure for an engine is not the same as measured power from a complete car driving on a road or track. Road & Track’s report
How Devel’s proposed versions have changed
Devel’s plans have not described one consistent configuration for every intended use. Top Gear’s January 2025 retrospective says the announced road-going version was to be detuned to 3,000 hp, while the 5,000-hp version was intended for track use only. It also reports that a customer car was apparently delivered in 2021 with a V8, and that there was no sign of the V16 installed in a finished Devel. In 2018, Defining Extreme Vehicles Car Industry vice-president Rashid Al Attar told Gulf News that the proposed normal driving mode would shut down eight cylinders and limit output to 1,000 hp. That was a company statement about a planned feature; it does not independently establish that the system was implemented in a customer car. Gulf News’ report

Is the Devel Sixteen real?
The answer depends on what “real” means. A V16 engine prototype was reported at Steve Morris Engines, and videos show Devel prototypes moving. Those facts do not establish that a finished, road-legal Devel Sixteen with the complete 5,007-hp V16 was built or driven on public roads. The sources cited here do not provide a build record or homologation document connecting that engine and output to a filmed road car.

Nor do they establish an independently measured top speed or acceleration result for a complete 5,007-hp Devel. Promotional performance figures should not be treated as achieved results without a documented vehicle test.
