What did the $400 million figure mean?
It was an estimated value in a State Department procurement forecast, not evidence that the government spent $400 million, committed that amount, or bought vehicles. A forecast signals a potential contracting opportunity; it is distinct from a formal solicitation, a contract award, and actual spending.
On February 13, 2025, the Associated Press reported the department’s statement that no contract had been awarded to Tesla or another manufacturer and that the planned solicitation was on hold, with no plans to issue it at that time. The department also said the forecast entry should have referred generically to an “electric vehicle manufacturer,” rather than Tesla. Associated Press, Feb. 13, 2025
AP also reported that Tesla was the only company to express interest in May 2024 and that the Biden administration had tasked the department with gathering supplier information in September. Those reported steps indicate supplier interest and market research, not a completed competition or award.

Was the planned vehicle specifically a Cybertruck?
Public reporting associated Tesla and the Cybertruck with the forecast. A March 3, 2025 letter from Senator Richard Blumenthal to Secretary of State Marco Rubio described the apparent intent as an armored Cybertruck purchase, while noting conflicting accounts and asking when the relevant procurement document was created or modified. The State Department’s reported explanation was that the entry should have used generic electric-vehicle wording. The record supports describing this as a reported Tesla/Cybertruck opportunity, not a confirmed model selection or Tesla contract.
The Senate letter records oversight questions about the document and potential conflicts involving Elon Musk’s roles. It is not a finding that the document was backdated, that a legal conflict was established, or that a contract was awarded. Is the Cybertruck bulletproof?
The sources available here establish no Cybertruck-specific ballistic rating, named testing laboratory, test protocol, or final armored-vehicle specification. That is a limit of the available record, not proof that no test exists anywhere. It means the forecast cannot substantiate a claim that a production Cybertruck—or a proposed armored conversion—was tested and found bulletproof.
“Bulletproof” is not a precise protection specification. A meaningful claim needs to identify the threat level and test evidence, including the tested vehicle configuration. A stainless-steel exterior alone does not establish what protection occupants would receive.

What do State Department rules say about armored vehicles?
The Department of State Acquisition Regulation includes “passenger vehicles with appropriate armoring” in its definition of armored vehicles. That is a general procurement category for security-related work, including at overseas posts; it does not certify the Cybertruck or show that this particular forecast proceeded. Department of State Acquisition Regulation § 611.602
If an armored vehicle proposal were evaluated, relevant comparison points would include the specified threat level and test standard, the tested configuration, weight and payload after armoring, operational range, service and support arrangements, and price. These are evaluation criteria, not published specifications for the forecasted procurement.
