The Western Australian Government’s 2024-25 budget increased its forecast for Road Trauma Trust Account (RTTA) infringement revenue by $40 million across 2023-24 to 2027-28. That was a forecast adjustment—not $40 million in extra fines already collected. The budget used the broader term “infringement revenue”; PerthNow described the change as extra speeding fines.
What did the $40 million forecast mean?
The 2024-25 WA Budget Paper 2 raised the RTTA revenue projection by $40 million over the five financial years from 2023-24 to 2027-28. The budget also said the higher projection had been factored into planned expenditure. It was therefore an estimate used in budget planning, not a report of money already received. The budget paper describes the change as an increase in “infringement revenue,” while PerthNow’s 13 May 2024 report framed it as extra speeding fines.
Those descriptions should not be treated as interchangeable without qualification: the budget’s revenue category is broader than the headline wording. The $40 million is the change to the projection, not a separate confirmed collection or a single-year levy on drivers.
What did the 2024 budget say about speeding offences?
The budget paper reported a preliminary increase in the rate of speeding offences, but did not establish what caused it. It said: “Preliminary analysis indicates a steady increase over recent years in the rate of speeding offences, which is consistent with the experience of several other Australian jurisdictions, however further investigation is required to identify the underlying factors for this trend.”

That qualification matters. The budget did not attribute the trend—or the $40 million forecast adjustment—to new cameras, a particular enforcement change, or a revenue-raising decision. The available figures do not quantify how much of the adjustment, if any, resulted from camera deployment.
How did the contemporary figures fit together?
PerthNow’s May 2024 report supplied additional figures from the budget period. They are contemporaneous estimates reported in that article, not current revenue totals.

These figures concern different revenue lines, agencies and periods. They should not be added together or substituted for the $40 million adjustment, which the budget described as an increase in RTTA infringement revenue projections across 2023-24 to 2027-28.
Where does WA’s road-safety fine money go?
In April 2026, the WA Government described the RTTA as a special-purpose account and said all safety-camera fines are reinvested in road-safety initiatives. Treasurer and Transport Minister Rita Saffioti said in the government’s statement: “Every dollar collected through safety camera infringements is invested into improving road safety, helping reduce road trauma and save lives.” This later explanation of the account’s role does not turn the 2024 forecast into actual receipts.

The government’s April 2026 announcement committed a further $339.9 million to road-safety measures across 2025-26 to 2029-30. It included enforcement, education, infrastructure, research, access to child restraints and planning for a road-safety data hub. The government’s RTTA funding allocations page lists programs including speed monitoring and driver education; its figures are stated as correct as of 7 May 2026.
The 2026-27 Budget Paper 3 lists $42.5 million for ongoing Safety Camera Program operating costs, $13 million for camera operations, $9.2 million for targeted WA Police operations and $89.9 million for infringement processing. These are budgeted allocations and processing support, not evidence that the 2024 forecast was collected in full.

Did later results match the forecast?
Budget estimates and actual collections can diverge. The Department of Justice’s 2024-25 annual report recorded infringement penalties $4.8 million, or 49%, below the published budget. It attributed the variance primarily to lower-than-expected traffic infringement fines issued by police and collected on behalf of Transport. The report also recorded lower-than-estimated collections in relevant speed and red-light camera fine revenue lines. These later results reinforce why the 2024 projection should be described as a forecast rather than money guaranteed to arrive.
