It does not commit the state to building Perth light rail: the current planning focus is improved buses and possible mid-tier transit. Road funding spans Perth and regional WA, so not every budget announcement is a metropolitan upgrade.
Where the main transport projects stand
| Project or programme | Mode and geography | Current status |
|---|---|---|
| METRONET Stage 1 | Heavy rail, Perth | Reported complete; station and rail-infrastructure close-out work is expected in 2026–27. |
| C-Series railcars | Heavy rail fleet, Perth network | Procurement and staged entry into passenger service are continuing. |
| High-Capacity Signalling | Rail signalling, Perth network | Long-term delivery and testing; a capacity increase remains an announced goal, not a result achieved. |
| Light rail | Urban transit, Perth | Further work was paused; planning attention is on buses and mid-tier transit solutions. |
| Road budget examples | Perth and regional WA | A mix of a joint commitment, additional investment and statewide maintenance funding. |
| McIver Station/Royal Perth Hospital precinct | Station access, Perth | Options development is funded; procurement and an investment decision are still to come. |
The table covers selected initiatives in the 2026–27 Budget and related official updates, not a complete inventory of every planned project in metropolitan Perth.
Rail: Stage 1 is complete, but rail upgrades continue
METRONET Stage 1
The 2026–27 Budget says the new Midland Station opened in February 2026 and reports that METRONET Stage 1 delivered 23 new stations, 72 kilometres of rail and the removal of 15 level crossings. The programme is described as complete, but finalisation work around stations and new rail infrastructure is expected to continue during 2026–27. That distinction matters: completion of the programme does not mean every finishing task is already done.
C-Series trains
The state is procuring 246 C-Series railcars to support network expansion and replace the A-Series fleet. The budget reports that nine six-car C-Series trains are in passenger service on the Yanchep and Mandurah lines, with another seven expected during 2026–27. That is a delivery schedule for the budget year, not a stated date for completion of the full procurement.

High-Capacity Signalling
High-Capacity Signalling (HCS) is intended to support more frequent rail services by upgrading the signalling and train-control system. In July 2024, the WA Government announced a 10-year, $1.6 billion contract and said the project was intended to increase network capacity by 40 per cent. That percentage is a government-stated eventual outcome, not a measured increase already delivered.
The 2026–27 Budget describes early work including depot testing, fitting out the fleet, a new train supervision system and proof-of-concept deployment. Control operations have moved to a new operations control centre, while HCS commissioning and readiness work is continuing through 2026–28.

Is Perth getting light rail?
There is no committed Perth light-rail construction project established by the current official position described in the Department of Transport and Major Infrastructure’s METRONET information. Light rail planning began in 2017 and led to an Infrastructure Australia Stage 1 submission focused on identifying the problem. Further work was paused while METRONET focused on expanding passenger rail.
The authority now describes planning attention as turning to improved bus services and consideration of mid-tier transit solutions. This is a planning direction, not an approved light-rail route, construction commitment or delivery timetable.

Road funding: which projects are in Perth?
The 2026–27 Budget highlights several road investments, but they differ in location and scope. Anketell Road is the clearest metropolitan example in this group; the other items include a regional highway project and statewide funding lines.
- Anketell Road: A $1.1 billion joint state–Commonwealth commitment to upgrade the road between Leath and Abercrombie Roads.
- Great Northern Highway: $83.2 million for Stage 1 of flood-resilience works between Fitzroy and Gogo. This is a regional corridor, not a Perth road upgrade.
- Main Roads maintenance: A $113.5 million boost to maintenance funding. This is a statewide budget item, not funding for one named Perth project.
- Toodyay Road: An additional $61 million for upgrades. The budget overview identifies it as an investment item, not as a Perth-wide programme.
The budget overview also refers to regional bridge replacements and other works. These examples should not be read as a complete Perth road-project list.

McIver and Royal Perth Hospital: options, not approved construction
The budget allocates $3 million in 2026–27 to develop options for improving accessibility and connectivity at McIver Station and the Royal Perth Hospital precinct. The work includes concept design, constructability testing, staging analysis and cost optimisation. Its purpose is to inform later procurement and an investment decision; the allocation does not itself approve construction.
