VinFast announced franchise agreements for three U.S. dealerships—Redondo Beach and Tustin, California, and Philadelphia, Pennsylvania—even as reported U.S. registrations fell 63% in the first seven months of 2026. The company said the stores were scheduled to open in September and would sell and support the VF 8 and VF 9. The announcement describes a planned network expansion; it does not show that the locations had opened or that the expansion has reversed the decline.
What the 63% decline measures
Motor Illustrated reported that VinFast recorded 389 U.S. vehicle registrations from January through July 2026, down 63% from the same period in 2025. The report attributes the figures to Mobility Global; the underlying dataset was not independently available for verification. These are reported registrations, not a VinFast-reported U.S. delivery total. The count comprised 319 VF 8s and 70 VF 9s. Motor Illustrated’s October 1, 2026 report is the source for the U.S. figures.
The broader U.S. EV market was also weaker over the period, though that context does not explain VinFast’s individual results. The same report said U.S. EV registrations from January through July totaled 578,531, down 22% year over year, and EVs accounted for 6.1% of light-vehicle sales, compared with 7.7% a year earlier. Those market figures are also attributed to registration data in that report.
Where VinFast’s new dealerships are
In a September 18, 2026 announcement, VinFast said it had finalized franchise agreements for stores in Redondo Beach and Tustin, California, and Philadelphia, Pennsylvania. The company said the dealerships were scheduled to begin operating in September 2026 and would provide sales, maintenance, warranty support, and other aftersales service for the VF 8 and VF 9. VinFast’s announcement confirms the agreements and planned services, not that each location subsequently opened.

As of late September 2026, Motor Illustrated said fewer than 12 active locations appeared on VinFast’s U.S. website. VinFast’s announcement did not provide a reconciled nationwide count of active stores. A signed franchise agreement, a planned opening, and an operating dealership are therefore distinct milestones.
Why expand the network during a sales slump?
VinFast presents the agreements as an investment in its U.S. sales and service network and a longer-term commitment to the market. More local sales and service points could give prospective buyers and existing owners nearby access to the company’s products and support, which is the rationale the company stated. But neither the announcement nor the registration report establishes that additional dealers will raise registrations, improve service outcomes, or change customer satisfaction.

The company also pointed to its U.S. Certified Pre-Owned program as part of its owner-support effort. VinFast describes the program as offering inspected used EVs and says factory warranty coverage can extend up to 10 years. Those are company statements; buyers should confirm current, vehicle-specific eligibility and warranty terms rather than assume the maximum applies to every used car.
U.S. registrations and global deliveries are different stories
VinFast reported 58,577 global EV deliveries in the first quarter of 2026, up 61% year over year and down 32% from the preceding quarter. The company cited growth in Vietnam and contributions from India, Indonesia, and the Philippines. These global company delivery figures are not a substitute for U.S. registration data and do not demonstrate stronger U.S. retail performance. The figures appear in VinFast’s SEC-filed first-quarter 2026 results.

The same results reported 447 global showrooms as of March 31, 2026, including VinFast-owned and dealer showrooms. That is a worldwide figure, not a count of U.S. dealers or locations.

VinFast’s move toward franchised dealerships is not new. In November 2023, the company said it had received more than 70 dealer applications and outlined a target of 125 U.S. sales points, with hundreds of points of sale intended by the end of 2024. Those were historical plans, not proof that the targets were met or a description of the current network. The three agreements announced in September 2026 are a dated addition to that strategy, not a current nationwide total. See the November 2023 company announcement.

What the announcement does—and does not—establish
- Established: VinFast said it finalized three U.S. franchise agreements, identified the cities, named the VF 8 and VF 9, and described services the stores were intended to provide.
- Reported separately: Motor Illustrated, citing Mobility Global, put VinFast’s U.S. registrations at 389 for January–July 2026, down 63% year over year.
- Not established: Whether all three dealerships opened as scheduled, the resulting active U.S. network total, or any effect on sales, service quality, or owner satisfaction.
