Victoria Park Mayor Karen Vernon and the Town of Victoria Park have opposed the proposed Burswood motorsport circuit, citing consultation, planning and potential amenity and environmental concerns. The City of Perth’s March 2025 council agenda supports consulting the City and East Perth community, but the available record does not establish that the City formally joined Victoria Park’s opposition. Nor does Victoria Park Council’s later recommendation to refuse part of the proposal establish that the Western Australian Planning Commission (WAPC) rejected it.
What is proposed at Burswood Park?
The State Government’s proposed Perth Entertainment and Sporting Precinct, also called Perth Park in planning material, is at Burswood Park beside Optus Stadium. In June 2025, the City of Perth described a broader concept that included a multi-use racetrack for Supercars and other sports, a proposed outdoor live music venue with capacity for 20,000 people, and event and function facilities. The City said public input would inform preliminary concept development, followed by further consultation. City of Perth, 10 June 2025.
The WAPC application was not for the entire precinct. It covered a portion of the project involving earthworks and drainage, part of a multi-use racetrack, landscaping and public-space improvements, road and utility works, and demolition of roads, footpaths and infrastructure. The application area included land in the Optus Stadium precinct and the Camfield Drive and Victoria Park Drive road reserves. The Department of Planning, Lands and Heritage estimated the wider Perth Park project at $217.5 million and the development in this application at approximately $20 million. Two approval pathways
The application was considered under the Metropolitan Region Scheme (MRS). The Department’s page distinguishes that process from approvals under the Casino (Burswood Island) Agreement Act 1985. The WAPC’s role in the MRS application does not extend to development outside its boundary that is approved through the Casino agreement. A decision on this application therefore would not, by itself, settle every approval question for the wider precinct.

Why does Victoria Park oppose the racetrack?
Victoria Park’s opposition is an official council and mayoral position, not just an individual objection. On 8 February 2025, according to a later council report, the Town’s council resolved to ask the Mayor and CEO to advocate after the state election against a Burswood motorplex and for appropriate consultation with the Town and its community. In March, the Town and the City of Wanneroo publicly opposed the plan. Vernon said the Burswood Park 20 Year Vision prioritised green space and connection to the river and did not include a street circuit. Consultation and planning concerns
In March 2026, the Town said the MRS application material before its council lacked acoustic noise modelling, environmental reports explaining likely effects and their management, and detailed designs for the full circuit. It also cited missing consultation outcomes and documentation addressing consistency with the MRS and relevant planning frameworks, as well as the relationship to adjoining works. Vernon described the council’s predicament this way: “Council has been placed in a position where it must make a recommendation without knowing what our residents and stakeholders think about a proposal of this scale.” Town of Victoria Park, 24 March 2026.

The Town had also called for a Public Environmental Review. In October 2025, it identified possible effects on social surroundings, noise, amenity, cultural values, land, water, flora and fauna, and pointed to the site’s industrial and waste-disposal history. Those are the Town’s stated concerns and reasons for seeking review; the cited material does not independently establish that these impacts will occur. Town of Victoria Park, 13 October 2025.
In a separate statement criticizing the EPA’s decision, Vernon said the Town had received almost 1,000 public submissions within seven days urging a public environmental review. That count is the Town’s claim, not an independently verified figure in the cited material. Has the City of Perth joined the opposition?
That is not established by the available City material. A March 2025 City of Perth council agenda extract says the City and East Perth community should be consulted on the proposal and notes Victoria Park’s opposition. In June 2025, the City invited residents to comment on the broader precinct concept, particularly people in nearby East Perth and Claisebrook. That invitation was an opportunity to provide input, not a declaration of opposition. The distinction matters: consultation with a council or its residents does not, on its own, amount to that council taking the same policy position as another local government.

What did Victoria Park Council decide in March 2026?
On 23 March 2026, Victoria Park Council voted unanimously to recommend that the WAPC refuse the State Government’s MRS application for Perth Park. The Town said public consultation remained open until 2 April, so its councillors did not have the consultation results when they made their recommendation. It also said Council had been directed to assess the application by 25 March. The consultation closed on 2 April 2026. The Town said the WAPC would schedule a hearing after consultation, but the official material cited here does not establish a later hearing date or the Commission’s final determination. The council’s unanimous vote was a recommendation about the portion of the project in the MRS application—not a WAPC refusal or a final ruling on the entire Perth Park proposal.

What alternatives have the councils advocated?
Victoria Park and Wanneroo’s 2025 opposition included support for directing motorsport investment to existing facilities, particularly Wanneroo Raceway and its council-endorsed master plan. That is an advocacy proposal by the two councils, not an adopted State Government decision. It presents a different path from building a circuit at Burswood, where the Town’s stated concerns include the relationship between a racetrack and the park’s green-space and river-connection vision.
