The USMC Holiday Accident Reduction Program (HARP) form is a leave-and-liberty safety-planning and counseling aid. The Marine Corps Safety Division lists a HARP form among its NCO Leave and Liberty Tools. Forms and completion rules can vary by command, so ask your chain of command or safety office for the current copy that applies to you.

What the USMC HARP form is for

HARP stands for Holiday Accident Reduction Program. The Marine Corps Safety Division includes its form in a collection of leave-and-liberty safety resources, alongside items such as a Pre-Trip PMV Inspection Checklist. HARP is intended to help a Marine and supervisor discuss plans and risks before a leave or liberty period.

An I Marine Expeditionary Force order describes its form as a decision-making and counseling tool. Its completion rule is written for I MEF personnel and specified periods; that local order does not establish a service-wide requirement.

What information a HARP form may ask for

Contents differ among examples. A Twentynine Palms battalion-order enclosure marked June 1, 2021, and an I MEF example show the kinds of topics a form may cover:

  • Personal details and the leave or liberty period.
  • Destination, travel method, and contingency plans, including whether the Marine will drive alone.
  • Planned activities or training, and any relevant personal protective equipment.
  • Alcohol and drug safety, age-related considerations, off-limits areas, and emergency contacts.
  • An overall risk assessment and whether a vehicle inspection has been completed.

These are examples, not a definitive current Marine Corps-wide template. The Safety Division’s PMV resources also list a separate pre-trip inspection checklist; a HARP form’s vehicle question should not be assumed to replace that checklist or any command-specific vehicle requirements.

Where to get the current form and whether it is required

Start with your chain of command or unit safety office. The Safety Division resource page identifies a HARP form as an NCO leave-and-liberty tool, but a resource listing alone does not specify which version your command uses or when it must be completed.

The Marine Corps Electronic Library lists MCO 1050.3J, Regulations for Leave, Liberty, and Administrative Absence, as current. The available information does not establish that this order mandates one exact HARP form across the service. Local orders may set their own procedures; for example, the I MEF order applies to its own formation.

How to tell whether a copy fits your situation

Before filling out a PDF found online or reusing an old copy, check its issuing command and date. A 2021 Twentynine Palms enclosure is useful as an example of the topics a local form may cover, but it should not be treated as the current form for another unit. Confirm the applicable leave period, required sections, submission timing, and counseling or approval process with your command.
