What fees should I expect when buying a used car?
Think of the purchase in separate layers rather than as one percentage added to the sticker price:
- Government charges: sales or use tax, title, and registration, where applicable.
- Dealer charges: for example, document, preparation, origination, delivery, or market-adjustment fees.
- Optional products: such as GAP coverage, a service contract, or tire and wheel protection, if you choose them.
- Inspection: a possible separate charge for an independent mechanic to examine the car.
- Credit costs: interest and other financing costs if you borrow.
These categories do not all work the same way. Government-set amounts are not negotiable with the dealer; dealer charges depend on the seller and applicable state rules; optional products are a choice. What is the out-the-door price?
The out-the-door price is the full purchase total before financing, including the car price, taxes, and fees. The FTC recommends asking the dealer to send that total for the exact car before visiting. A written quote gives you a concrete figure to compare and makes it easier to spot a charge or product that appears later.

Ask for an itemized quote showing:
- The vehicle price, and any advertised discount or rebate applied.
- Each tax, title, and registration amount, with the relevant government charge identified.
- Every dealer fee by name and amount.
- Each add-on, its price and terms, and whether you have agreed to buy it.
- The resulting pre-financing total.
Confirm in writing that the vehicle is available and that the quoted discounts apply. If a dealer says a fee is mandatory, ask whether it is already included in the advertised price. The FTC’s financing guide describes the written quote as “the total price of the car, before financing, including taxes and fees” (FTC: Financing or Leasing a Car).
Which charges are government fees, and which are dealer fees?
Taxes, title, and registration
Sales or use tax, title charges, and registration are examples of government-set charges. Their amounts depend on your state or local jurisdiction and transaction details. The CFPB says, “You can’t negotiate taxes, title, or registration fees set by your local and state government” (CFPB: What things can I negotiate when shopping for a car or auto loan?). Check the relevant state or local motor-vehicle or tax authority for applicable amounts; a dealer quote should still include them in your purchase budget.
FTC advertising guidance allows government-required charges paid directly to government to be excluded from a vehicle’s advertised price. That treatment does not remove them from what you need to budget for the purchase (FTC: Fees Rule FAQs).

Dealer charges
Dealers may list charges for document processing, preparation, origination, delivery, or market adjustments. Names and amounts vary, so ask what each line item is for and who receives it rather than assuming the label explains the charge.

Under the FTC’s automobile pricing guidance, a mandatory dealer fee must be included in the advertised price. The FTC specifically says a required document fee must be included at its full mandatory amount. State rules may also address disclosures, caps, or required wording. Compare the written total and question a required dealer charge that was not reflected in the advertised price (FTC: Fees Rule FAQs).
Are dealer fees negotiable?
It depends on the kind of charge. You cannot negotiate a government-set tax, title, or registration amount with the dealer. Dealer charges are different: ask the dealer to explain them, confirm whether they are mandatory, and compare the total with another seller’s written quote. Applicable state rules may affect how fees are disclosed or limited.

Do not treat an optional product as a required fee. The CFPB says buyers are not required to buy add-ons and can negotiate their prices. The FTC also says dealers may not misrepresent an optional product as required or charge for an option the buyer did not agree to buy (CFPB: What things can I negotiate when shopping for a car or auto loan?; FTC: Fees Rule FAQs).
Which add-ons can increase the price?
Dealers may offer products such as GAP coverage, VIN etching, rustproofing, alarms, window tinting, tire or wheel protection, service contracts or extended warranties, and credit-related products. An add-on can increase the amount financed and the total you pay over time.

Should you budget for an independent inspection?
A mechanical inspection is a possible purchase expense, not a dealer fee. The FTC recommends an independent inspection because a vehicle-history report may identify accidents or flood damage but typically will not reveal mechanical problems. Ask whether the dealer will allow an independent mechanic to inspect the car. A written report and repair estimate can give you specific information to consider when deciding whether to proceed or negotiate.
Inspection fees depend on the provider and vehicle; the cited official guidance does not establish a national amount. The inspection is separate from a history report, not a substitute for one (FTC: Buying a Used Car from a Dealer).

The out-the-door price is a pre-financing purchase figure, not the full cost of borrowing. To compare loan offers, look at the amount financed, APR, term, finance charge, down payment, and total of payments. A lower monthly payment can come with a longer term and a higher overall cost, so do not judge the deal on the monthly payment alone (FTC: Financing or Leasing a Car; FTC: Financing or Leasing a Car).

How to calculate your own budget
- Request a written, itemized out-the-door quote. Get the total for the exact car before visiting and before discussing financing.
- Check each line. Separate government charges from dealer charges, and identify any add-ons and whether you agreed to them.
- Verify local government amounts. Use your relevant state or local motor-vehicle or tax authority for taxes, title, and registration.
- Add any inspection expense. Include it separately if you plan to hire an independent mechanic.
- Compare like with like. Request the same components from each dealer and compare pre-financing totals, not just advertised prices.
- Calculate borrowing costs separately. Compare APR, term, amount financed, finance charge, down payment, and total payments.
For a realistic ownership budget, also account for insurance, fuel, and maintenance. These are ongoing costs rather than necessarily charges due to complete the purchase (FTC: Buying a Used Car from a Dealer).
