Do not ignore a mailed Louisiana camera citation. State law provides an administrative process for paying or contesting qualifying mailed camera citations. Some automated-speed and mobile-speed citations carry civil liability, but the law bars criminal fines or fees for those mailed citations and bars reporting nonpayment to credit bureaus. Whether a particular notice is enforceable depends on the camera type, location, required signage, the issuing authority and the notice’s deadline.
What kind of notice did you receive?
Start by distinguishing a mailed camera citation from a ticket issued by an officer that requires a court appearance. They are not necessarily subject to the same process or consequences. Check the notice for the issuing authority, alleged violation, location, date, response deadline and instructions for payment or a hearing.
The statutes address multiple types of mailed camera citations, but not every rule applies to every type. Louisiana Revised Statutes §32:47 addresses automated-speed and mobile-speed citations issued by mail. Section 32:48 requires an administrative appeal process for mailed citations involving automated-speed devices, red-light cameras or mobile-speed cameras.
What happens if you do not pay?
Under §32:47, criminal fines or fees may not be imposed for automated-speed or mobile-speed citations issued by mail, and failure to pay such a citation may not be reported to credit bureaus. Those protections do not, by themselves, cancel a civil penalty or establish that every mailed camera citation is invalid.

Act 107’s official résumé digest says that final delinquent camera-citation debts will not be referred to the Louisiana Department of Revenue’s Office of Debt Recovery. That is not the same as automatic forgiveness of the citation.
Do not assume that warnings on a city’s page for ordinary tickets apply to a mailed camera notice. For example, Baton Rouge’s ordinary-ticket information discusses possible consequences for failing to appear or pay, but does not classify every mailed camera citation. Follow the instructions on your own notice and verify them with the issuing authority.

How to check whether the citation may be challenged
Confirm the camera type and location
Identify whether the notice alleges an automated-speed, mobile-speed or red-light violation, and whether it says the event occurred in a school zone. The relevant statutory requirements differ by type and location.
Check speed-camera signs
Under §32:45, signs for automated-speed cameras generally must be visible 250 to 500 feet before the device. If the required signage was not in place, the statute bars using the images to impose or collect a fine, fee or penalty, subject to a rebuttable presumption in collection proceedings. This signage rule concerns automated-speed cameras; do not assume it applies identically to a red-light camera.

Check school-zone requirements
Current law generally restricts electronic enforcement devices in school zones to periods when children are in school, subject to a statutory population exception. Act 107, effective August 1, 2025, also requires painted “Entering School Zone” and “School Zone Ahead” markings and additional camera signs. If the notice involves a school zone, check the date and time, the markings and signs, and whether an exception may apply.

Section 32:48 requires the issuing local municipal or parish authority to provide an administrative hearing process for mailed citations involving automated-speed devices, red-light cameras or mobile-speed cameras. It requires clear notice with at least 15 days to respond and free review. Use the hearing instructions and deadline on the citation; do not assume that contacting the authority informally preserves your right to appeal.

- Verify the notice. Check the issuing authority and use its verified government website or contact information to confirm that the citation is genuine.
- Record the deadline. Note the response date and the stated hearing method or venue. If the notice appears to provide less than the statutory minimum, raise that issue with the authority promptly.
- Review the evidence and conditions. Compare the location, date, alleged violation and plate image with your records. For speed-camera matters, check required signs; for school-zone matters, check the applicable period, markings and signs.
- Request the administrative hearing if you dispute the citation. Section 32:48 lists affirmative defenses that include lack of ownership or custody, weather or road hazards, emergency circumstances, signal visibility, a stolen vehicle or plate, and compliance with an officer’s direction. Provide relevant evidence with your request or at the hearing.
- Consider judicial review after an adverse decision. Section 32:48 provides a 30-day window for seeking judicial review after an unfavorable administrative hearing decision. The notice or issuing authority can identify the applicable filing process.
If you decide to pay
Pay only through the channel printed on the citation or through a government website you have independently verified for the issuing authority. Confirm that the portal accepts the specific citation number and type; a city payment page for ordinary payable offenses may not handle mailed camera notices. Check any fee shown before submitting payment.
When to get individualized help
Local ordinances, portal instructions, camera operations and litigation can change. If the notice is unclear, the deadline is close, or the amount or consequences make the matter significant, contact the issuing authority or a Louisiana attorney for guidance specific to your citation.
