No: the UK government’s proposed new-car safety package would not require built-in breathalysers. In its response published on 16 July 2026, the government said it intends to proceed with 18 vehicle safety technologies for mass-produced vehicles under Great Britain’s type-approval framework, but will not mandate alcohol-interlock installation facilitation (AIIF) in this package. The legislation and its start date were still to be finalised in the response.
What the UK proposal would require
The Department for Transport’s consultation ran from 7 January to 11 May 2026. Its response, updated on 16 July 2026, sets out the government’s intention to require 18 technologies for mass-produced vehicles approved in Great Britain. This is a policy decision, not yet a complete set of requirements in force: the government said its legislative approach was still being finalised. Read the government’s consultation response.
The intended package covers advanced distraction warning; blind-spot information; drowsiness and attention warning; direct vision; emergency braking for cyclists, pedestrians and vehicles; event data recorders; emergency lane keeping; emergency stop signals; frontal full-width and offset impact protection; intelligent speed assistance; moving-off information; pole-side impact protection; pedestrian windscreen impact protection; reversing-motion awareness; and tyre-pressure monitoring. The response describes special-purpose vehicles as excluded from the intended requirement and says other multi-stage vehicles approved to the unlimited series would be included.
This is not a retrofit instruction for cars already on the road. It concerns new vehicles in the Great Britain approval framework. Northern Ireland follows applicable EU vehicle requirements under the Windsor Framework, rather than this proposed GB package.

Will new UK cars have built-in breathalysers?
No built-in breathalyser is required by the government’s proposed package. The policy term at issue is alcohol-interlock installation facilitation (AIIF): a standardised vehicle interface that makes it easier to install an aftermarket alcohol interlock. The interface is not the interlock itself, and an aftermarket device is not automatically fitted because a car has the interface. The government consultation distinguishes the two and says that a vehicle without the interface can still have an interlock installed. See the consultation’s explanation of AIIF.
The response states: “The government will not mandate AIIF (alcohol interlock interface facilitation) technology as part of this package.” It says a broader policy framework is needed and that including AIIF should not delay the other measures. The issue will remain under review. The government also notes that some vehicles registered in the UK may nevertheless have the interface because manufacturers often design vehicles in common for EU and Northern Ireland markets; that possibility is not a GB legal requirement. What does the “black box” record?
In this policy context, “black box” means an event data recorder (EDR), not an ordinary consumer dashcam. The relevant EU regulation describes a recorder that captures specified vehicle information shortly before, during and immediately after a collision. Examples include speed, braking, vehicle position and tilt, activation of safety systems, eCall status and relevant active-safety inputs. EU Regulation 2019/2144 sets safeguards: the recorder is to operate on a closed-loop basis, data are to be anonymised and protected against manipulation, and the system must not record the final four digits of the vehicle identification number or other information that could identify the particular vehicle, its owner or holder.
Those rules describe crash-related data capture with limits on identifiability; they do not make the EDR equivalent to a continuously recording dashcam or establish continuous tracking. The UK consultation response records that respondents raised privacy concerns, but those concerns should not be confused with a finding that every system improperly uses data.

When could the GB requirements start?
The response gives transition periods measured from the legislation entering into force, not calendar dates. It describes the following timetable:

The response does not establish a commencement date. Its timetable should therefore not be converted into specific calendar deadlines unless the relevant statutory instrument’s entry-into-force date is confirmed. The response sets out the revised transition periods.

How the proposal compares with EU rules
The UK proposal aims to bring Great Britain closer to requirements applying in Northern Ireland and the EU, but it does not copy the EU’s approach to AIIF in this package. The European Commission says the General Safety Regulation applied to new vehicle types and all new vehicles from 7 July 2024. A further group of requirements for passenger cars and vans began on 7 July 2026, including advanced pedestrian and cyclist emergency braking, advanced driver-distraction warning, better forward vision, tests for worn tyres and an expanded safety-glass area. These are phased EU application dates, not the start dates for the proposed GB legislation. The UK timetable depends on when its legislation enters into force and on the vehicle’s approval or registration stage.

What the safety-impact estimate does—and does not—mean
The Department for Transport’s 2026 consultation cited a commissioned study estimating that the measures could potentially prevent more than 758,000 collisions and 65,000 casualties over 15 years. These are forecast potential effects, not observed results or a guarantee of what the policy will achieve. Department for Transport consultation.
The response also records stakeholder concerns about real-world performance, driver interaction, the usability of intelligent speed assistance and emergency lane keeping, EDR privacy, and the ongoing repair and calibration of systems. They are concerns raised during consultation, not findings that every system has failed or that data are improperly handled. Government response.
