Environment America Research & Policy Center and Frontier Group calculate that as a 44% increase in eight months. It is a rise in proposed capacity—not 44% more gas plants already built.
What the 44% increase measures
The analysis compares two snapshots of proposed net summer capacity for grid-connected natural-gas plants expected by the end of 2030. Its August 2026 snapshot uses EIA filings for additions beginning in August 2026 and reflects the July 2026 Electric Power Monthly report, published in September. The earlier snapshot recorded 41.8 GW in December 2025; the later one recorded 60.4 GW. The report calculates the difference as 44% over eight months. EIA’s monthly generator inventory covers generators with at least 1 megawatt (MW) of combined nameplate capacity.
These figures describe reported plans, not operating plants, construction completed, or a guarantee that projects will proceed. EIA warns that its monthly inventory is preliminary, may be corrected in later releases, and is not a capacity commitment by the facility. As the agency puts it: “Capacities reported in this preliminary inventory are best estimates of current generating capacity, but are not meant to be capacity commitments by the associated facilities.”
Why the report links the rise to data centers
Environment America and Frontier Group identify expected growth in data-center electricity use as the main driver of the new gas proposals. That is the authors’ interpretation of the trend, not something the plant inventory proves for every filing: EIA records generator plans, but does not establish why each developer proposed a project.

The demand context is substantial, though the forward-looking figures are estimates rather than observed consumption. Lawrence Berkeley National Laboratory estimates cited in the report put data centers at 4.7% of U.S. electricity use in 2024, compared with 1.9% in 2018. The lab estimates that data centers could account for 9.5% to 15.3% of U.S. electricity use by 2030.
Gas plants can be proposed as dispatchable generation—capacity that can produce electricity when called on, including when demand rises or other sources vary. EIA has noted that combined-cycle gas units can ramp output in response to changes in supply. But project approvals, equipment procurement, costs, and expected operating dates can remain uncertain, so a proposed unit is not the same as reliable capacity already available to the grid.

Where the proposed capacity is concentrated
Texas accounts for 20,047.8 MW—about 20 GW, or 33.2% of the proposed grid-connected gas total in the analysis. The report identifies Project Matador, a private energy complex and data-processing hub, as a major project associated with the Texas figure; that does not mean every Texas proposal is for a data center.

Together, these five states account for about 61% of the 60.4 GW total. The report says proposed additions are spread across 32 states and Washington, D.C.

What the tally leaves out—and why that matters
The 60.4 GW figure covers proposed plants that connect to the grid. It excludes off-grid natural-gas plants that data centers may build to serve their own facilities directly. EIA’s grid-connected inventory does not provide a comprehensive total for those separate plans, so their scale should not be added to the 60.4 GW as if it were a verified, comparable figure.
It is also important not to confuse this multi-year proposal tally with an annual planned-additions figure. EIA’s December 2025 inventory listed 6.3 GW of new gas-fired capacity planned for 2026—a different time horizon and measure from the proposed capacity expected through 2030.

How gas plans compare with other new generation
In the same analysis, planned wind additions fell 33.9% from the December 2025 snapshot. Solar remains the largest anticipated source of new grid-connected generating capacity, but the report says planned solar and battery additions have not risen to match anticipated data-center demand. These comparisons concern planned capacity, not a count of plants already operating.
Keep the comparison boundaries in view: grid-connected proposals are not the same as off-grid generation; proposed units are not the same as projects under construction or operating; and a gas total through 2030 cannot be directly compared with a one-year planned-additions figure without accounting for the different time periods.

Potential air-quality and climate effects
Burning natural gas releases air pollutants including nitrogen oxides, which contribute to ozone and particulate pollution. Methane can also leak during gas production and transport; methane is a potent greenhouse gas. The scale of any eventual impact would depend on which proposed projects are built, how they operate, and what generation they displace or supplement.
The report cites a high-growth scenario estimating nearly 600,000 asthma symptom cases and about 1,300 premature deaths in 2028. Those are modeled outcomes across pollution from fossil-fuel power plants, on-site gas turbines, and backup diesel generators serving data centers—not observed outcomes and not an estimate attributable to the proposed grid-connected gas plants alone.
