The U.S. proposal is now a final rule: the Commerce Department’s Bureau of Industry and Security (BIS) says it took effect on March 17, 2025. It restricts specified connected-vehicle technologies and transactions with defined links to China or Russia; it is not a blanket ban on every Chinese- or Russian-made car or automotive component.
Does the U.S. ban Chinese cars?
No. The rule regulates particular imports and sales involving covered vehicle connectivity system (VCS) hardware, VCS or automated driving system (ADS) software, and certain vehicles made by manufacturers with the rule’s specified China or Russia nexus. That nexus concerns ownership, control, or jurisdiction or direction links defined by the rule—not simply the country where a vehicle is assembled. The three categories are summarized by BIS; transaction-specific determinations are governed by the final rule published in the Federal Register.
The scope described in BIS’s current connected-vehicle guidance is passenger vehicles weighing under 10,001 pounds. In its January 14, 2025 announcement, BIS said commercial vehicles were excluded at that time because of supply-chain complexity, and that it intended separate rulemaking for technologies in trucks and buses. That describes the announced scope; it should not be read as a conclusion about any later action.
Which vehicle technologies and transactions are restricted?
BIS describes three prohibited transaction categories. Their start dates and covered activity differ:

These categories and dates are set out in BIS’s current guidance and its January 14, 2025 final-rule announcement. A vehicle’s model year, the technology it incorporates, the parties and their relationships, and the transaction type all matter; country of assembly alone does not resolve whether a transaction is covered.
What counts as VCS hardware?
VCS includes systems that let a vehicle communicate externally. BIS lists telematics control units and Bluetooth, cellular, satellite, and Wi-Fi modules as examples. The restriction concerns covered hardware and the relevant import transaction, not every component that happens to be manufactured in China or Russia.
What counts as ADS software?
ADS software is software integrated into an automated driving system. BIS describes an ADS as components that collectively enable a highly autonomous vehicle to operate without a driver. The rule’s software category concerns covered VCS or ADS software in connected vehicles, not all software used in any vehicle.

When does the connected-car software ban start?
The final rule took effect March 17, 2025, but its transaction restrictions phase in by model year. The software-related restriction and the restriction on certain vehicles made by China- or Russia-linked manufacturers begin with model year 2027. The VCS hardware restriction begins with model year 2030; for units without a model year, the date is January 1, 2029. These dates are stated in BIS’s connected-vehicle guidance.

Businesses assessing a particular transaction need to match its technology, transaction type, model year, and relevant nexus to the applicable phase-in date.

Commerce and BIS say malicious access to covered supply chains could allow sensitive data—including personal information about drivers or vehicle owners—to be extracted, or could enable remote manipulation of vehicles. This is the government’s stated risk rationale, not evidence that such activity has occurred in a particular vehicle.

In the January 14, 2025 announcement, then-Secretary of Commerce Gina Raimondo said: “Through this rule, the Commerce Department is taking a necessary step to safeguard U.S. national security and protect Americans’ privacy by keeping foreign adversaries from manipulating these technologies to access sensitive or personal information.” The BIS announcement presents the rationale and quotation.
What must affected businesses do?
Certain importers and manufacturers must submit annual Declarations of Conformity certifying compliance. BIS also identifies routes for transactions that need a closer review:

They are limited to the situations BIS describes, not blanket exemptions from the rule.
- Specific authorizations: businesses may request authorization for otherwise prohibited transactions.
- Advisory opinions: a business may ask BIS whether a prospective transaction falls within the rule.
Because these routes depend on the circumstances and current agency requirements, affected businesses should consult BIS’s current connected-vehicle guidance and the final rule text rather than assuming a general authorization applies.
How many vehicles or companies will be affected?
The official BIS materials cited here do not state a named figure for the number of affected vehicles, manufacturers, suppliers, or consumers. The rule defines its scope through covered technologies, transactions, vehicle weight, model year, and nexus criteria rather than a published estimate of the total impact.
