Trump wants tiny Japanese-style cars for US even as he cuts mpg goals

Trump praised Japan’s tiny kei cars while his administration proposed reducing the projected 2031 U.S. fleet fuel-economy target from roughly 50.4 mpg to 34.5 mpg. Here is what that means for imports, the 25-year rule, safety, pricing and a possible U.S. launch.

Trump wants tiny Japanese-style cars for US even as he cuts mpg goals, but neither move has made a new Japanese-market kei car legal for U.S. sale. On December 3, 2025, Trump praised the vehicles and his administration proposed—not finalized—a less-stringent CAFE path that would reach roughly 34.5 mpg in model year 2031.

The apparent contradiction is real but narrower than the headline suggests. Kei cars are designed around Japan’s compact-vehicle rules and urban environment, while the proposed CAFE change concerns the average fuel economy of a manufacturer’s broader passenger-car and light-truck fleet.

The Los Angeles Times reported on December 4, 2025 that Trump wanted tiny cars made and sold in the United States. The report and the federal announcement did not establish immediate nationwide legality, a committed automaker, a production model or a launch date.

Key takeaways

  • President Donald Trump praised Japanese kei cars on December 3, 2025, but his remarks did not immediately make new Japanese-market kei cars legal for U.S. sale.
  • The proposed CAFE reset would target roughly 34.5 mpg for the U.S. light-duty fleet in model year 2031, compared with an approximately 50.4-mpg 2031 goal under the Biden-era rule.
  • Japan defines a kei vehicle as a light vehicle with an engine displacement of 660 cc or less, a maximum length of 3.4 meters, a maximum width of 1.48 meters and a maximum height of 2.0 meters.
  • A Japanese-market kei car less than 25 years old generally needs an NHTSA eligibility determination, a Registered Importer and conformity work before it can be released for on-road licensing or registration.
  • No named manufacturer, U.S. production plant, launch date, price or finalized federal kei-car category was confirmed in the announcements covered here.

Trump wants tiny Japanese-style cars for US even as he cuts mpg goals: what is the policy logic?

The policy logic is that the administration is treating small-car production and fleetwide fuel-economy rules as separate questions. The administration says less-stringent CAFE standards would give automakers more freedom over their product mix, while a separate effort could make it easier to build or sell very small vehicles.

  • An import from Aoshima
  • The first small truck in SNAP KIT series!
  • Easy to assemble model with 26 parts

That argument does not mean the United States would require every vehicle to be small, efficient or kei-sized. It also does not guarantee that automakers will choose to build tiny cars, that those cars will be inexpensive after U.S. compliance costs, or that a Japanese-market kei car will be suitable for every American road.

On December 3, 2025, Trump spoke favorably about the idea of bringing the cars to the United States. The Los Angeles Times report published December 4, 2025 quoted Trump saying:

“They’re very small, they’re really cute, and I said, ‘How would that do in this country?’”

“But we’re not allowed to make them in this country and I think you’re gonna do very well with those cars, so we’re gonna approve those cars.”

Those were remarks about a policy direction, not evidence that a final rule had already approved new Japanese-market kei cars for U.S. sale. The same report said Transportation Secretary Sean Duffy was working with NHTSA to “clear the deck” for domestic mini-car manufacturing. Duffy also said, “Are they going to work on the freeways? Probably not,” while describing urban use as a more natural fit.

What are Japanese kei cars?

Japanese kei cars are vehicles in Japan’s regulated light-vehicle category, not merely cars with a cute shape or a short wheelbase. The category exists within Japan’s vehicle-tax, registration and parking environment, and it includes passenger cars, vans and trucks.

According to Japanese Ministry of Land, Infrastructure, Transport and Tourism guidance, a kei vehicle has a maximum engine displacement of 660 cc, a maximum length of 3.4 meters, a maximum width of 1.48 meters and a maximum height of 2.0 meters. Those limits explain why kei vehicles can be useful on narrow streets and in places where parking space is scarce.

Kei-vehicle limit in Japan Maximum specification What the limit tells a U.S. reader
Engine displacement 660 cc or less Kei classification is tied partly to regulation and displacement, not only to exterior size.
Length 3.4 meters maximum The vehicle is substantially shorter than most full-size American vehicles.
Width 1.48 meters maximum Narrow dimensions can help with tight urban streets and parking spaces.
Height 2.0 meters maximum The category permits different body configurations, including vans and trucks, within the height limit.

Not every kei car has the same equipment, performance, crash design or highway capability. A modern kei hatchback, a small kei van, an older commercial truck and a recreational model can have very different specifications. The category establishes regulatory boundaries; it does not give every vehicle identical safety or driving characteristics.

What does the proposed CAFE reset change?

The proposed CAFE reset would make the projected fleetwide fuel-economy path less aggressive than the Biden-era trajectory. CAFE means corporate average fuel economy, so the relevant target applies to a manufacturer’s regulated fleet average rather than requiring every individual vehicle to achieve one identical mileage figure.

The U.S. Department of Transportation’s December 3, 2025 announcement said the proposal would apply to passenger cars and light trucks for model years 2022 through 2031. The announcement listed these proposed year-over-year increases:

Vehicle class Model years covered by the listed increase Proposed annual increase
Passenger cars 2023 through 2026 0.5% per year
Passenger cars 2027 0.35%
Passenger cars 2029 through 2031 0.25% per year
Light trucks 2023 through 2026 0.5% per year
Light trucks 2027 0.7%
Light trucks 2029 through 2031 0.25% per year

The supplied DOT announcement and proposed-rule materials describe the action as a proposal, not a completed final rule. The announcement said a 45-day public-comment period would begin after publication in the Federal Register. The NHTSA and Federal Register proposed-rule document was scheduled for publication on December 5, 2025.

How different are the proposed fuel-economy targets?

The headline difference is between the administration’s projected 2031 fleet figure and the earlier Biden-era target, but the associated dollar and safety figures are projections rather than measured results.

Claim or projection Figure Source and meaning
Projected light-duty fleet fuel economy in model year 2031 Roughly 34.5 mpg According to NHTSA and DOT in 2025, this is the proposed administration path, not an observed future result.
Approximate Biden-era model-year 2031 goal 50.4 mpg According to the Associated Press in 2025, this is the approximate comparison figure from the Biden-era rule.
Projected consumer savings over five years $109 billion According to DOT in 2025, this is an administration projection associated with the proposal.
Projected saving on the average new vehicle $1,000 According to DOT in 2025, this is a projected average saving, not a guaranteed price reduction for every buyer.
Projected safety effects through 2050 More than 1,500 lives saved and almost 250,000 serious injuries prevented According to the NHTSA estimate presented by DOT in 2025, these are agency projections rather than observed outcomes.

The Associated Press analysis published in 2025 noted that new-vehicle prices have more than one cause. Inventory shortages, supply-chain conditions, tariffs, business investment and automakers’ emphasis on expensive pickups and SUVs can all affect prices. A change to CAFE rules therefore cannot by itself prove that every new vehicle will become $1,000 cheaper.

Is the kei-car push actually contradictory to weaker mpg rules?

No, the two ideas can coexist as a political and industrial-policy argument, even though kei cars are associated with compact, efficient transportation. A manufacturer could theoretically produce a small car while operating under a less demanding fleetwide target; the weaker target would not prohibit small cars, and the stronger target did not automatically make small cars commercially successful.

The tension is that a less aggressive CAFE trajectory reduces regulatory pressure to improve the average efficiency of the entire fleet, while a kei-car initiative would seek to expand a very small vehicle segment. The first policy gives manufacturers more claimed product-mix flexibility. The second tries to create a path for a vehicle type that has largely disappeared from the mainstream U.S. market.

Neither policy answers the commercial questions that determine whether a kei-style vehicle succeeds: whether buyers want it, whether a company can certify it at an acceptable cost, whether dealers will stock it, whether insurers will support it and where it can be used safely and conveniently.

Are kei cars finally coming to America?

Not in the sense of a confirmed nationwide launch. The December 2025 remarks and regulatory proposal indicate interest in making tiny vehicles easier to build or sell, but they do not identify a finalized federal kei-car category, a production model, a U.S. plant, a launch date or a U.S. price.

Question What is confirmed What is not confirmed
Did Trump approve kei cars immediately? Trump said the cars would be approved as part of his stated policy direction on December 3, 2025. No completed rule making every Japanese-market kei car legal for U.S. sale was identified.
Will a manufacturer build one in the United States? Duffy was reported to be working with NHTSA on domestic mini-car manufacturing. No specific manufacturer, plant or production commitment was identified.
Can buyers order a new U.S.-legal kei car? A manufacturer could theoretically design and certify a small vehicle under applicable U.S. requirements. No named production model, U.S. price or launch date was confirmed.
Can an imported Japanese-market kei car be driven anywhere? Some vehicles may qualify for an import pathway depending on model, year and conformity status. Federal import eligibility does not automatically provide state registration or unrestricted road access.

The most accurate answer to “Are kei cars coming to America?” is therefore: the administration has proposed a direction that could make domestic small-car production easier, but no specific legal, commercial or manufacturing outcome had been confirmed in the material covered here.

Can you legally drive a Japanese kei car in the United States?

Sometimes, but legality depends on the vehicle’s make, model, model year, federal compliance status and the state where the owner wants to title and operate it. A Japanese-market kei car is not automatically certified for U.S. sale simply because it is small or because the president has expressed support for the category.

There are three separate questions:

  1. Could a manufacturer build a new small car for the United States? Yes, in principle, if the vehicle satisfies applicable federal vehicle-safety and emissions requirements and the manufacturer decides that the business case works. The car would need to be designed and certified for the U.S. market; calling it “kei-style” would not replace that process.
  2. Can an individual import a Japanese-market kei car? A nonconforming vehicle less than 25 years old generally requires an NHTSA eligibility determination and a Registered Importer to bring the vehicle into conformity with applicable Federal Motor Vehicle Safety Standards. NHTSA’s Importation and Certification FAQs explain that eligibility decisions are made by make, model and model year.
  3. Can the owner register and use it locally? Federal import eligibility is not the same as automatic state title or registration. State agencies can impose separate requirements involving title documents, equipment, registration and road use.

NHTSA also says required conformity work must be completed before a nonconforming vehicle can be released for licensing or registration for on-road use. That makes the import process materially different from buying an ordinary U.S.-certified new car at a local dealer.

What is the 25-year rule for importing kei cars?

The 25-year rule is an import pathway for qualifying older vehicles that do not have to meet all current federal safety requirements in the same way a newer nonconforming vehicle would. The rule does not transform a new Japanese-market kei car into a federally certified new vehicle.

For a kei-car buyer, the practical distinction is:

Vehicle situation Federal issue What still remains
Japanese-market kei car that has not reached the applicable 25-year pathway Generally requires NHTSA eligibility review and Registered Importer conformity work if nonconforming. State title, registration, equipment and road-use rules still apply.
Qualifying older kei car that has reached the 25-year pathway Older-vehicle import treatment may avoid the need to satisfy all current federal safety requirements. The vehicle is not a newly certified U.S. model, and state registration and operating rules still apply.
New vehicle designed and certified for the U.S. market Must comply with applicable federal safety and emissions requirements for U.S. sale. The manufacturer still has to choose to build, distribute and support the vehicle.

Import eligibility should be checked by the exact make, model and model year rather than assumed from the vehicle’s nickname. A kei truck that qualifies under one model year may not have the same federal or state treatment as a different truck, van or passenger car.

Are kei cars safe or suitable for American highways?

There is no single safety or highway answer for every kei car. Equipment, crash engineering, age, body style and intended use vary by model and generation, so the kei label alone cannot establish that a vehicle is either safe or unsafe.

High-speed freeway use is a particularly important limitation to investigate. Duffy’s reported comment—“Are they going to work on the freeways? Probably not”—captures the administration’s own acknowledgment that an urban microcar use case is not the same as long-distance interstate travel.

A very small vehicle also operates among much larger pickups and SUVs that are common on U.S. roads. That size difference is a legitimate crash-compatibility and occupant-protection question, but the research covered here does not support a universal safety ranking for all kei cars versus all U.S. vehicles. Buyers need model-specific crash information, equipment details and a realistic assessment of where the vehicle will be driven.

Kei cars may make the most practical sense for short urban errands, narrow streets, constrained parking and light-duty transportation. A buyer who regularly carries heavy loads, travels long distances or uses high-speed interstates should not assume that a kei truck, van or hatchback will meet those needs simply because it is road-legal in a particular state.

Will kei cars be cheaper than American cars?

Not necessarily. A small physical footprint and a small engine can reduce some manufacturing or operating requirements, but a Japanese-market vehicle’s eventual U.S. price would also reflect certification, labor, distribution, tariffs, compliance work, dealer support and demand.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The DOT projected a $1,000 saving on the average new vehicle and $109 billion in savings over five years from the proposed CAFE reset, but those figures are administration projections. They do not establish a retail price for a kei car or guarantee that a particular buyer will save $1,000.

The AP also emphasized that vehicle prices reflect factors beyond fuel-economy regulation, including supply-chain conditions, tariffs and automakers’ product choices. A manufacturer might produce a low-priced small vehicle, but the company would still need to recover U.S. engineering, certification, distribution and warranty costs. No verified U.S. kei-car price was available in the material covered here.

What would have to happen before a new kei-style car could be sold in the U.S.?

A new kei-style car would need more than presidential support. A workable U.S. launch would require a compliant vehicle design, a legal certification path, a manufacturer willing to build it, distribution and service support, and state-by-state practicality for customers.

  1. Federal compliance: The manufacturer would need to address applicable U.S. vehicle-safety and emissions requirements.
  2. Regulatory treatment: NHTSA and other relevant authorities would need to accept the vehicle’s compliance approach; a new federal category had not been confirmed in the material covered here.
  3. Commercial commitment: An automaker would need to announce a specific model, production plan, price and sales channel. No such commitment was identified.
  4. Ownership support: Buyers would need parts, service, warranty and insurance arrangements appropriate to the U.S. market.
  5. Use-case fit: The vehicle would need to be marketed honestly for the roads and distances it can handle, rather than treated as a universal substitute for larger cars and trucks.

Until those steps occur, “kei car coming to America” describes a policy possibility, not a vehicle that readers can reliably order as a new, federally certified product.

What should a U.S. buyer check before importing a kei car?

Anyone considering an imported kei car should verify the exact vehicle before paying a seller or shipping company. The following checklist separates federal eligibility from state registration:

Best Value
Kei Truck Automobile Car Vehicle Japanese Light Truck T-Shirt
  • Kei Truck Automobile Car Vehicle Japanese Light Truck. This Life Is Better in a Kei Truck is for men who likes this japanese light truck. Ideal for a kei truck lover interested in this mini truck.
  • Looking for a kei truck design for everyone who owns this compact truck or utility truck? Are you a fan of this mini utility vehicle? If yes, then this is for you. Awesome for a kei truck driver.
  • Lightweight, Classic fit, Double-needle sleeve and bottom hem
  • Record the exact make, model, model year and vehicle identification information.
  • Determine whether the vehicle is already at least 25 years old under the applicable import pathway.
  • Check NHTSA eligibility by make, model and model year rather than relying on the “kei” label.
  • Find out whether a Registered Importer and FMVSS conformity work are required for that vehicle.
  • Confirm that conformity work is complete before expecting licensing or registration for on-road use.
  • Ask the state title and registration agency about title documents, equipment rules and road restrictions before importing.
  • Assess whether the vehicle’s size, speed, crash equipment and load capacity fit the intended roads and traffic.
  • Price parts, repairs, insurance, shipping, tariffs, compliance work and registration—not only the overseas purchase price.

NHTSA’s official importation and certification guidance is the appropriate starting point for federal questions, but NHTSA guidance does not replace the registration decision of the state where the vehicle will be operated.

What is confirmed and what remains unknown?

The confirmed part of the story is narrower than the headline may suggest. Trump made supportive remarks on December 3, 2025; DOT and NHTSA announced a proposed CAFE reset; the proposal projected roughly 34.5 mpg for the light-duty fleet in model year 2031; Japan’s kei category has strict size and displacement limits; and U.S. import rules impose substantial requirements on nonconforming vehicles.

The unresolved part is more important for shoppers. The material covered here does not confirm a finalized new federal kei-car category, immediate nationwide street legality for new Japanese-market kei cars, a committed U.S. production plant, a named production model, a launch date, a U.S. price or a manufacturer guarantee that a kei vehicle would be freeway-suitable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The practical conclusion is that Trump’s two initiatives are rhetorically compatible but commercially separate. A CAFE rollback could give manufacturers more freedom over the overall fleet, while a kei-car policy could seek to open a path for tiny urban vehicles. Neither announcement guarantees that an affordable, U.S.-legal kei car will appear in showrooms.

Frequently Asked Questions

Did Trump make kei cars legal in the United States?

No. Trump’s December 3, 2025 remarks expressed support for approving tiny cars, but they did not by themselves create a completed federal rule making new Japanese-market kei cars legal for U.S. sale. No specific U.S. manufacturer, model, plant, price or launch date was confirmed in the material covered here.

What is the 25-year rule for importing a kei car?

A Japanese-market kei car that is less than 25 years old generally requires an NHTSA eligibility determination and a Registered Importer to complete conformity work if the vehicle does not comply with applicable U.S. safety standards. A qualifying older vehicle may use the 25-year import pathway, but state title and registration rules still apply.

What are those tiny Japanese cars called?

Kei cars are Japan’s regulated light-vehicle category. Japanese transport guidance sets maximum limits of 660 cc engine displacement, 3.4 meters in length, 1.48 meters in width and 2.0 meters in height; the category includes passenger cars, vans and trucks.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Will kei cars be cheaper than American cars?

A kei car may be cheaper to operate or manufacture because it is small, but a low U.S. retail price is not guaranteed. Certification, compliance work, shipping, tariffs, labor, distribution, service and demand can all affect the final price, and no verified U.S. kei-car price was confirmed.

The Bottom Line

Bottom line: Trump has expressed support for bringing Japanese-style kei cars to the United States, but the December 2025 announcements did not make new Japanese-market kei cars automatically legal, identify a committed manufacturer or establish a U.S. price. The proposed CAFE reset is a separate, not-yet-final fleetwide fuel-economy policy.
