On July 1, 2025, President Donald Trump accused Elon Musk of opposing a tax-and-spending bill because it would end electric-vehicle tax credits, renewing a public feud that had escalated the previous month. That was Trump’s explanation of Musk’s motive—not an established account of it. Musk’s reported criticism also targeted the bill’s spending and other provisions. The bill became law on July 4, with specified clean-vehicle credits ending for vehicles acquired after September 30, 2025.
What Trump and Musk were arguing about
The immediate dispute centered on a tax-and-spending bill that Musk publicly criticized. Trump said Musk was upset because the measure would eliminate EV purchase incentives. Reuters reported Trump’s accusation and threats concerning subsidies; PBS NewsHour also described Trump as attacking Musk over EV subsidies. Neither account establishes Trump’s claim about Musk’s personal motive as fact. Reuters via Investing.com, June 5, 2025; Reuters via Investing.com, July 1, 2025; PBS NewsHour, July 1, 2025.
Musk’s reported objections were broader than the EV-credit provisions: coverage described his criticism of the bill’s spending and other policy choices as well. The distinction matters because Trump’s accusation narrowed the disagreement to incentives, while the reported criticism addressed the legislation as a whole.
How the feud escalated
- June 5, 2025: Reuters reported that Trump threatened to cut off government contracts with Musk’s companies during an earlier public clash over the bill. The argument already included Trump’s claim that Musk objected to EV-credit cuts. Reuters via Investing.com.
- July 1, 2025: Musk renewed his criticism of the bill, and Trump revived his claims about Musk’s subsidies. Reuters reported Trump’s Truth Social post; PBS NewsHour covered Musk’s opposition to the legislation and Trump’s EV-subsidy accusation. Reuters via Investing.com; PBS NewsHour.
- July 4, 2025: The bill was enacted as Public Law 119-21. Its clean-vehicle-credit provisions set September 30, 2025, as the cutoff for covered vehicle acquisitions. Public Law 119-21.
What the law actually changed
Trump’s remarks did not themselves change tax law. Congress enacted Public Law 119-21 on July 4, 2025. Sections 70501 and 70502 terminated the previously owned and new clean-vehicle credits for vehicles acquired after September 30, 2025. Section 70503 set the same acquisition cutoff for the qualified commercial clean-vehicle credit. The operative date comes from the statute, not from the July 1 exchange. Public Law 119-21, §§ 70501–70503.

Tax credits, subsidies and contracts are different
The dispute used several kinds of government support as political talking points, but they are not interchangeable:
- Consumer clean-vehicle tax credits reduce eligible buyers’ tax liability under statutory rules. The law’s termination provisions concern specified vehicle credits and acquisitions after September 30, 2025.
- Company-level subsidies are a separate and broad category of public support. Trump alleged that Musk benefited substantially from subsidies, but the cited reporting does not independently verify his sweeping claim or establish a total.
- Federal contracts are government agreements with companies. Trump’s reported threat to end contracts was a separate pressure tactic; a threat or review is not itself a statutory change to vehicle tax credits.
What Trump said about Musk’s subsidies
In a Truth Social post quoted by Reuters on July 1, Trump wrote: “Elon may get more subsidy than any human being in history, by far, and without subsidies, Elon would probably have to close up shop and head back home to South Africa.” This is Trump’s political assertion, not a verified statistic or independent finding about the total support Musk or his companies received.
