India’s motor third-party insurance market is shaped by a compulsory liability baseline, regulator-set premiums and policy rules that distinguish liability to others from protection for your own vehicle. Recent official reporting also documents changes in complaint share and claims-governance requirements—but does not, by itself, establish that premiums or claims are rising.
What third-party insurance covers—and why it is compulsory
Third-party liability insurance covers an insured vehicle owner’s legal liability for injury or damage caused to other people or their property. The Insurance Regulatory and Development Authority of India (IRDAI) says this cover is mandatory for vehicles plying on public roads. It does not, by itself, pay for damage to the insured vehicle. IRDAI’s motor insurance guidance distinguishes liability-only insurance from package or bundled policies and standalone own-damage cover.
That distinction matters when choosing a policy: a liability-only policy satisfies the third-party insurance requirement, but does not provide own-damage protection for your car or two-wheeler. A package or bundled policy combines third-party liability with own-damage protection, subject to its terms and exclusions.
How premiums differ between insurers
IRDAI says third-party liability premiums are laid down by the regulator and are the same across insurers. The third-party component is therefore not priced by each company in the same way as own-damage cover. That does not make every policy or purchase experience identical: wording, servicing, documentation and any own-damage component still deserve comparison.

For own-damage cover, insurers set their rates after filing them with the regulator. IRDAI identifies factors including the vehicle’s age, its insured declared value (IDV) and claim experience. Its guidance recommends comparing coverage, deductibles and IDV rather than choosing only by the lowest own-damage premium. See IRDAI’s consumer guidance on motor insurance.

When comparing a package policy with liability-only cover, separate the regulated third-party component from the insurer-priced own-damage component. A cheaper overall quotation may reflect a different IDV, deductible or level of own-damage cover.

Longer policy terms for new cars and two-wheelers
IRDAI’s consumer guidance describes three-year liability-only terms for new private cars and five-year liability-only terms for new two-wheelers, alongside bundled-policy options. It also says a separate certificate of insurance is issued. These are the terms described in the cited guidance; check the current rules and the actual policy wording when buying, since the page may not reflect later changes. IRDAI’s motor insurance page
For a longer-term policy, note the liability policy’s start and end dates and how any bundled own-damage cover is arranged. Do not assume that every component of a bundled policy has the same term; check the schedule and renewal requirements.

Liability limits and the registration-location rule
IRDAI’s non-life guidance describes third-party death and injury liability as unlimited. It states a property-damage limit of ₹750,000 and an option to restrict that limit to ₹6,000 in return for a lower liability-only premium. The same page contains legacy references, so these figures should not be treated as a substitute for checking current regulations and the limits written into the policy being purchased. The IRDAI page also says the vehicle’s registration location is used for premium-rating purposes, rather than the place where it is currently being used. Read the current policy and applicable rating rules if the vehicle’s registration details or location raise a question.

What recent official figures say about complaints
A Ministry of Finance release dated 16 December 2025 reports that motor complaints represented 26.18% of all complaints in FY 2023–24 and 24.8% in FY 2024–25. The release on motor insurance claim settlement presents these as shares of total complaints, not as motor complaint counts.

The lower share does not establish that the number of motor complaints fell: the total number of complaints may also have changed. Nor does a change in complaint share alone show whether claim outcomes improved. It is a useful indicator of motor’s portion of the reported complaint mix, not a complete measure of service quality.

Claims governance and insurer obligations
The same government release describes requirements under the 2024 policyholder-protection regulations, including board-approved claims policies, disclosure of surveyor roles, and claim settlements that are transparent and reasonable. It says deductions should be supported by documentary explanations. For a policyholder, these provisions make clear documentation and an understandable explanation of deductions relevant parts of the settlement process. Read the Ministry of Finance release.
A separate Department of Financial Services annual report says the Rural, Social Sector and Motor Third Party Obligations Regulations, 2024, took effect on 1 April 2024. It describes minimum increases in goods-carrying vehicles, passenger-carrying vehicles and tractors, with obligations determined by category and based on each insurer’s prior-year market share. The report does not set out all thresholds or enforcement details in its summary; consult the regulation and official circulars for those specifics. What cannot yet be concluded about market growth
IRDAI’s statistics portal lists a 2024–25 Handbook on Indian Insurance Statistics, updated 3 February 2026, and identifies a Motor Third Party Data area. The listing itself does not show the underlying figures. IRDAI’s handbook listing therefore supports saying that the handbook and data area are available, but not quoting a premium-growth rate, claims count, incurred claim ratio, market share or market-size figure.
The evidence supports a picture of a market with uniform regulator-laid third-party premiums, longer liability-only terms described for new vehicles, defined insurer obligations and more explicit claims-governance expectations. It does not establish a quantitative growth trend for premiums or claims.

How to choose cover for your vehicle
- Decide whether you need own-damage protection. Liability-only cover protects against covered third-party liability; it does not repair or replace your vehicle.
- Check the actual liability terms. Confirm the policy’s property-damage limit and wording rather than relying only on general guidance, particularly because the cited IRDAI page includes legacy references.
- Compare own-damage details separately. For package or standalone own-damage quotations, compare IDV, deductibles and coverage as well as premium.
- Check policy dates and documents. Confirm the term of each component, renewal dates and the certificate of insurance issued for the vehicle.
- Review claim-service and explanation terms. Keep policy and claim documents, and look for clear explanations of surveyor roles and any deductions.
