Those are figures reported by the article, not independently verified test results.
What makes the Ruscombe bicycle different?
Steam bicycles have a long history, but fitting a useful steam plant into a bicycle-sized package is a difficult engineering problem. A cyclemotor-history blog places Drake’s build alongside earlier steam-cycle experiments, including Sylvester Roper’s steam velocipedes and the later Hudspith steam bicycle. According to Hackaday, the burner uses petrol, fed by air pressure to a vaporising burner. The steam generator combines monotube coils with a small fire-tube boiler. The article reports that the system produces superheated steam above 300 °C; it does not provide independent measurements or a detailed operating specification.

Engine and drive
A single-cylinder engine with a slide valve converts the steam’s energy into mechanical motion. A toothed belt transfers that motion to the bicycle’s wheel. Hackaday reports 130 W delivered to the wheels. That figure belongs to its 2020 account and should not be treated as a current or independently tested rating.

What is known about safety—and what is not
Hackaday reports two safety provisions: a pressure-release valve and an automatic fuel shutoff that activates above a set steam pressure. It also says the generator met industrial standards, but does not name the standard, certifying body, inspection date or present certification status. The report is therefore not enough to establish the machine’s current compliance or to assess it as a reproducible design.
