There is no definitive, apples-to-apples answer to which American muscle car is the rarest. The clearest examples are specific year, body-style and engine combinations: Chevrolet says it built 69 1969 model-year Camaro ZL-1s, while a specialist guide lists just 18 1970 and 12 1971 Hemi ’Cuda convertibles. Those figures describe different configurations and come with different levels of certainty, so they are best treated as rare-car examples—not a settled ranking.
What does “rarest” mean for a muscle car?
A rarity claim is only useful when it identifies what was counted. A number might describe an entire model run, one engine option, a body style, a special event car, or a dealer-installed conversion. Those categories are not interchangeable. Nor does a low original production count establish how many cars still survive.
For the cars below, the most useful comparison is the stated model year, body style and engine, together with the source and its confidence level. The available figures do not support a definitive all-time ranking across manufacturers.

Why the 1969 Camaro ZL-1 stands out
Chevrolet says 69 1969 model-year Camaros received the all-aluminum 427-cubic-inch ZL-1 engine through COPO, short for Central Office Production Order. Chevrolet describes COPO as a way for dealers to request powertrain packages not ordinarily available from the factory. The Camaro Research Group adds historical context about the 1969 COPO ordering system and its connection to racing.

The ZL-1 count is a strong, manufacturer-attributed example of a low-volume factory configuration. It is not, by itself, proof that the Camaro is the rarest muscle car ever made: that would require comparable counts across makes and a consistent definition of which cars qualify.
Why the Hemi ’Cuda and Superbird counts need qualification
Sports Car Market’s 2021 guide lists 18 1970 Hemi ’Cuda convertibles and 12 1971 Hemi ’Cuda convertibles. Because the guide calls its production figures approximate, these should be presented as its listed counts rather than as uncontested factory records. Both figures refer specifically to Hemi-powered convertibles, not every ’Cuda built in those years.

The same guide lists 135 1970 Hemi Superbirds, while its total for all 1970 Superbirds is 1,084. The 135 figure counts one engine configuration; the larger number counts the whole model. Calling either figure simply “the number of Superbirds” would obscure that distinction.
Official pace cars are not the same as replicas
General Motors Heritage distinguishes two specially rebuilt 1969 Camaro SS official pace cars from 3,675 pace-car replicas. The two official cars had a 375-hp 396-cubic-inch engine and TH400 automatic in the cited configuration. The replica figure belongs to a separate category and should not be used as the production count for the official cars—or treated as though every replica shared their rarity.

How to judge a rarity claim
- Pin down the configuration: Check model year, body style, engine and any special package before comparing counts.
- Identify what the count covers: Separate factory-built cars from dealer conversions, event cars and replicas.
- Read the source’s caveat: A guide’s approximate figure is not the same as a manufacturer-stated count.
- Keep production and survival separate: These production figures do not establish how many examples exist today.
Those checks matter because specialist and converted-car totals can be disputed or approximate. A low figure may make a particular configuration exceptionally scarce, but it cannot settle a cross-make leaderboard when definitions and counting methods differ.
