There is no defensible global ranking of the most expensive fighter jets from the available official figures: they measure different things. The strongest comparable unit estimate here is $125 million for the U.S. F-15EX, while the F-35 figures most often cited—$485.2 billion to acquire the program and $1.58 trillion to sustain it—are program-wide totals, not prices for one aircraft.
Can fighter jets be ranked by price?
Only when the figures use the same cost measure, date, currency, aircraft variant, and package scope. A flyaway price for one aircraft cannot fairly be ranked against a total acquisition budget that includes development, or a lifetime support estimate. The official figures available here do not provide enough consistent per-aircraft prices to produce a reliable worldwide top list.
That is why this article does not assign a numerical rank to every famous fighter. Doing so would turn unlike figures into a misleading league table. Instead, the figures below are identified by what they actually measure.
What the published figures actually say
| Aircraft or program | Reported figure | What it covers |
|---|---|---|
| F-15EX | $125 million per unit, in FY2024 dollars | GAO’s unit estimate, based on a December 2023 estimate; the program excerpt lists 104 total quantities, including development aircraft, and $13.025 billion in total acquisition cost. This is not a flyaway-only price. |
| F-35 Joint Strike Fighter program | $485.2 billion, in then-year dollars | GAO’s September 2025 report gives the December 2023 total acquisition estimate for the planned 2,470-aircraft program, including development, procurement, and military construction. It is not the cost of one jet. |
| F-35 sustainment | $1.58 trillion | DOD’s 2023 projected lifetime sustainment cost, as reported by GAO in April 2024. GAO compared it with $1.1 trillion in 2018. These are lifecycle operating and support costs, not purchase prices. |
| Finland’s HX fighter procurement | About €9 billion per tenderer | The Finnish Government’s 2021 ceiling applied to each bidder’s complete offer, not to an individual aircraft. |
The clearest unit estimate: F-15EX
GAO’s 2024 Weapon Systems Annual Assessment lists a $125 million F-15EX unit estimate in FY2024 dollars. The same excerpt puts total acquisition cost at $13.025 billion for 104 quantities, including development aircraft. The unit figure is therefore useful as a named program estimate, but it should not be mistaken for a bare-aircraft flyaway price or compared directly with the F-35 program total. Why the F-35’s headline totals are not a per-jet ranking
GAO’s September 2025 report states that the F-35 program’s December 2023 total acquisition estimate was $485.2 billion in then-year dollars for a planned 2,470 aircraft. That total includes development, procurement, and military construction. Dividing it by the planned fleet would not establish a comparable unit purchase price, because the total includes program-wide costs rather than only aircraft procurement. GAO’s September 2025 F-35 report
A different figure answers a different question: DOD projected $1.58 trillion in F-35 sustainment costs in 2023, up from $1.1 trillion in 2018, according to GAO. Sustainment covers the long-term expense of operating and supporting a fleet; it is not the amount paid to buy an aircraft. GAO’s F-35 sustainment report

Why one fighter’s “price” can vary so much
A procurement announcement may include much more than aircraft. Packages can bundle engines, weapons, training, spare parts, infrastructure, support, and industrial work. Dividing the full contract value by the number of jets can therefore produce a figure that looks like a unit price but is not an aircraft-only cost.
- Price definition: Flyaway, procurement, total program acquisition, and lifecycle sustainment are distinct measures.
- Variant and production lot: Equipment and configuration differ, and prices may change between lots.
- Package scope: Check whether the amount includes support, weapons, training, or other non-aircraft items.
- Currency and date: A figure should retain its stated currency and price year; inflation-adjusted and then-year dollars are not interchangeable.
- Quantity: A total divided by aircraft count may obscure the cost of development aircraft or other bundled work.
What Finland’s fighter competition shows about cost
In 2021, Finland said each HX fighter tenderer’s offer had to fit an approximately €9 billion price ceiling. That was a cap on the overall proposal, not a per-aircraft price. Finland evaluated offers across military capability, security of supply, industrial cooperation, and cost, illustrating why the cheapest apparent unit figure is not necessarily the winning or most suitable procurement. Cost is not the only measure of a program’s performance
GAO reported that F-35 deliveries in calendar 2024 averaged 238 days late. That is delivery-schedule context, not a price measure; it should not be folded into a ranking of aircraft costs. GAO’s September 2025 F-35 report
