Those are guide averages, not live listings or guarantees that a particular car will cost less than $25,000 out the door.
Why the Chevrolet Bolt EV is the best starting point
Edmunds’ 2026 used-EV guide, distributed by AP News on April 1, 2026, identifies the Bolt EV and Bolt EUV as strong low-cost choices. It reports average pricing of about $18,000 for 2021–2023 examples. The Bolt EV was EPA-estimated to travel up to 259 miles when new; the Bolt EUV’s maximum EPA-estimated range when new is 247 miles.
That combination makes the Bolt a practical candidate for daily driving and a relatively easy car to maneuver. The key qualification is charging: Edmunds characterizes public charging as slow, so the recommendation is most compelling for a buyer with reliable home charging. Range figures describe the vehicles when new, not the remaining range of a particular used car; age and use reduce maximum range somewhat.

Hyundai Kona Electric: the crossover alternative
The Kona Electric is the clearest alternative if you want a small SUV-style vehicle rather than the Bolt’s smaller-car format. Edmunds reports average pricing around $19,000 for 2022–2024 examples and more than 250 miles of maximum EPA-estimated range when new. The 2024 redesign added cabin space and technology, but Edmunds considers a 2022 or 2023 a better value.
Hyundai Ioniq 5: more room, but near the cap
The Ioniq 5 brings a roomier SUV form, comfort, and quick charging. Its reported 2022–2024 average price of about $25,000 is already at the purchase-price ceiling, before taxes and fees. Range depends on configuration: Edmunds lists 220 EPA-estimated miles for the Standard Range version and up to 303 miles for the single-motor version.

Tesla Model 3: a sedan that may take a targeted search
The Model 3 offers a spacious interior and access to Tesla’s Supercharger network, but its reported average price of around $26,000 for 2022–2024 examples is above the stated cap. It may still be possible to find an individual listing below $25,000, but the average makes it a less dependable budget recommendation.
Audi e-tron: not a budget pick at this ceiling
Edmunds reports an average of about $34,000 for 2022–2024 e-tron examples. That makes it a poor central recommendation for a strict $25,000 budget, even though used luxury EVs can look appealing on features.

How to check whether a specific used EV really fits
Compare the specific vehicle—not just its model name—with your budget and driving needs. Edmunds cautions that maximum range decreases somewhat with age and use, and a model’s original EPA estimate does not establish a used car’s present battery condition.
- Calculate the out-the-door price. Include taxes, title, registration, dealer fees, and any required repairs. An advertised price below $25,000 does not prove the final purchase price will stay below the cap.
- Match year and trim to the range you need. Confirm the exact configuration and its original EPA-estimated range, then assess whether the car’s current usable range will cover your regular trips.
- Check charging fit. Consider whether you can charge at home and whether the car’s public fast-charging capability suits your routes. Home charging is particularly relevant to the Bolt recommendation because public charging can be slow.
- Inspect the individual car. Review vehicle history, battery condition, recall completion, and remaining warranty. Have the car evaluated rather than inferring battery health from the odometer or model name alone.
- Account for passenger and cargo needs. Compare body style, cabin space, and cargo capacity in person; the Bolt, Kona Electric, and Ioniq 5 serve different space priorities.
Do not include an expired federal EV credit in a 2026 budget
The Internal Revenue Service says the New Clean Vehicle Credit, Previously-Owned Clean Vehicle Credit, and Qualified Commercial Clean Vehicle Credit are not available for vehicles acquired after September 30, 2025. A used-EV article that mentions a $4,000 federal credit reflects historical rules, not a discount a buyer should assume is available in 2026. State, local, utility, or dealer incentives may vary by location and date; verify current eligibility directly before relying on one.
