San Diego, Las Vegas, Tampa and Denver are the four cities Waymo named in its July 8, 2026 announcement of a planned move to fully autonomous driving without a human specialist behind the wheel. They are competing within one company’s expansion program—not in a contest between city governments—and the announcement does not give a firm public-launch date for any of them.
Which four cities are in the rollout?
Waymo said it would soon begin driving fully autonomously in San Diego, Las Vegas, Tampa and Denver. The company described the first rider-only operations as employee-only, adding that it expected to welcome the public later. That sequence matters: a vehicle operating without a specialist behind the wheel does not necessarily mean residents can book a ride.
| City | What Waymo announced | Useful question for judging implementation |
|---|---|---|
| San Diego | Planned fully autonomous driving, followed initially by employee rider-only operations. | What roads and service area will be covered, and when will public rides begin? |
| Las Vegas | The same planned transition. In August 2026, Waymo also announced an autonomous ride-hailing partnership with the Las Vegas Raiders and Allegiant Stadium. | How will event trips, pickup arrangements and public access work in practice? |
| Tampa | Planned fully autonomous driving, followed initially by employee rider-only operations. | What operating area and local authorizations will apply, and when will public service open? |
| Denver | Planned fully autonomous driving, followed initially by employee rider-only operations. | What weather and road conditions will the service cover, and when will public rides begin? |
The Las Vegas stadium partnership signals a planned use case, not evidence that stadium rides are already open to the public. For all four cities, Waymo’s announcement leaves public-launch timing unresolved.
What does “fully autonomous” mean here?
In Waymo’s announcement, the key distinction is that the vehicle will drive without a human specialist behind the wheel. The phrase describes the driving operation; it does not, by itself, establish that the service is available to everyone, at all hours, across an entire city, or without human support elsewhere in the operation.

That support can include remote monitoring and emergency response, as well as vehicle maintenance, inspections and fleet management. PwC’s 2025 report identifies these functions as part of operating driverless services. A city-by-city comparison should therefore look beyond whether a car can drive autonomously on a road: it should also ask how the fleet is supervised, maintained and managed.
What should readers compare between the cities?
The announcement puts the four cities at a shared announced stage. It does not provide enough detail to rank their readiness. These are the practical measures that would make a later comparison meaningful:
Rank #2

- RC Car Toy Gifts: A great gift for birthdays and many other occasions. If you are looking for an exciting and extra cool present, you will love our toy-grade RC cars. Put your work on hold, go out with your kids, and enjoy family time
- Deployment stage: Distinguish testing with a safety specialist, employee-only rider operations, and paid rides open to the public. These stages are not interchangeable.
- Permission to operate: Check which state and local authorities have authorized driverless operation and passenger service. A planned rollout is not itself proof that every required authorization is in place.
- Operating domain: Identify the mapped roads, service-area boundaries, weather conditions, freeway access and any airport or event-zone limits. A city name alone does not tell riders where a vehicle can go.
- Operational coverage: Look for information about remote monitoring, emergency response, inspections, maintenance and dispatch—not just the vehicle’s on-road capabilities.
- Public access: Confirm who can book, the available hours, accessibility provisions and fares once those details are published.
- Evidence of readiness: Prefer disclosed safety-validation methods, incident reporting and clearly attributed real-world operating or testing figures over an unsupported claim that one city is ahead.
PwC describes commercialisation as paid service on public roads for public or business users throughout the year, while noting that many jurisdictions remain in pilot or pilot/commercialisation phases. That distinction helps prevent an employee-only launch from being mistaken for a mature public service.
Is one of the four cities winning?
There is no supported winner in the information Waymo announced. The four cities share the same stated rollout sequence, and Waymo did not publish comparative launch dates, fleet sizes, service areas, prices or city-specific safety results. Las Vegas has the additional stadium partnership announcement, but that alone does not establish that its public service is further along.

For now, the clearest way to follow the rollout is to watch for city-specific details: authorization, the boundary of the operating area, the opening of employee-only rides, and then an explicit public-service launch. Those milestones reveal more than a city’s place on an announced expansion list.

Abu Dhabi is a useful benchmark outside Waymo’s four-city program because Abu Dhabi Mobility reported the start of commercial, fully driverless Level 4 operations. The authority said it had granted two operating permits: one to WeRide with Uber and another to AutoGo–K2 with ApolloGo–Baidu. This is a report of commercial operations with named permits and partners, rather than a planned future transition for employee riders.

In its 2025 statement, Abu Dhabi Mobility reported that WeRide robotaxis had accumulated more than 800,000 kilometres and that the commercial network covered approximately 50% of Abu Dhabi’s core area. The authority also reported that AutoGo–K2 completed more than 100,000 kilometres of on-road autonomous testing before unmanned approval. These figures provide context for that program; they are not directly comparable with the Waymo cities because the announcement does not supply equivalent figures for them.
