Tesla sold an estimated 39,800 vehicles in the United States in November 2025, down nearly 23% from 51,513 a year earlier, according to Cox Automotive data reported by Reuters on December 11, 2025. The decline came even after Tesla introduced cheaper “Standard” versions of the Model 3 and Model Y, suggesting that lower sticker prices did not overcome the loss of the federal EV tax credit, high financing costs, an aging lineup and intensifying competition.
What the 23% Tesla sales decline actually measures
The 23% figure is a rounded year-over-year comparison of estimated U.S. sales for one month. Cox Automotive estimated 39,800 Tesla deliveries in November 2025, compared with 51,513 in November 2024. Reuters described November 2025 as Tesla’s lowest U.S. monthly sales level since January 2022.

It is not a 23% fall in Tesla’s global deliveries. Tesla reports global deliveries by quarter and year, while Cox’s number is a U.S. monthly estimate. Those datasets measure different markets and time periods.

Did the cheaper Model 3 and Model Y revive demand?
Tesla launched stripped-down Standard versions of the Model 3 sedan and Model Y SUV in October 2025. Reuters reported that each was priced approximately $5,000 below the previous base model. The Associated Press described the cheaper Model Y as priced just under $40,000 and the cheaper Model 3 as under $37,000.

November’s result provides no evidence of a broad sales lift from those launches. Cox Automotive director of industry insights Stephanie Valdez Streaty told Reuters that demand for the Standard variants was insufficient after the tax-credit expiry and that Standard sales were cannibalizing higher-priced Premium versions, particularly in the Model 3 range.
No published source provides a model-by-model U.S. November split between Standard and Premium trims, so the data cannot show precisely how many Standard cars Tesla sold or quantify the cannibalization.
Why Tesla sales fell despite lower prices
The $7,500 federal credit expired
Reuters and the Associated Press identified the end of the $7,500 U.S. federal EV tax credit after September as a major demand shock. A vehicle that was nominally $5,000 cheaper could still cost more to a qualifying buyer once the credit disappeared. The timing also pulled some purchases into earlier months, leaving fewer supported sales afterward.

Financing remained expensive
High borrowing costs raise a vehicle’s monthly payment even when its list price falls. Reuters quoted Camelthorn Investments adviser Shawn Campbell: “I think the bottom line is, if the demand was there they wouldn’t be offering 0% financing.” That comment is an interpretation of Tesla’s incentive strategy, not a measured estimate of how much financing caused the decline.
The lineup is aging
Model 3 and Model Y remain Tesla’s volume core, but the company has introduced relatively few entirely new mass-market vehicles. Streaty told Reuters that Tesla faces a serious challenge as other automakers prepare cheaper vehicles with more features, arguing that Tesla needs a completely new vehicle.
Competition and brand effects added pressure
The sources cite stronger competition, especially in Europe and China, as well as damage to Tesla’s brand associated with Elon Musk’s political activity. These are reported explanations and expert commentary; the available figures do not isolate a percentage contribution for any one factor.

Tesla lost sales in a collapsing U.S. EV market—but kept most of its share
The November result looks less like Tesla alone losing its market than Tesla declining inside an even weaker category. Cox data cited by Reuters showed overall U.S. EV sales down more than 41% year over year in November. Tesla’s estimated sales nevertheless represented 56.7% of U.S. EV sales, up from 43.1% a year earlier.
That combination matters: Tesla sold fewer vehicles, but its share rose because the wider EV market contracted even faster. A higher share therefore does not mean Tesla’s volume or demand improved.

The Associated Press rounded the full-year total to 1.64 million and reported a 9% year-over-year decline. AP also reported that BYD sold 2.26 million vehicles in 2025, surpassing Tesla as the largest EV maker by sales. Because BYD’s figure and Tesla’s figure are global annual totals while the November result is a U.S. monthly estimate, they should not be used as a direct month-to-month comparison.
What buyers should take from the November result
- “Cheaper” does not automatically mean cheaper to own. The approximately $5,000 Standard discount must be considered alongside the expired $7,500 federal credit, financing rate and equipment differences from Premium trims.
- Trim content matters. Standard cars are stripped-down versions, so buyers should compare included features—not only the advertised starting price—with the former base model.
- Incentives may signal weak demand. Promotional financing can lower payments, but it does not prove that a vehicle is selling strongly.
- U.S. and global figures answer different questions. Use the Cox estimate to assess Tesla’s November U.S. performance and Tesla’s release to assess worldwide quarterly or annual deliveries.
- Market share needs a volume check. Tesla’s 56.7% U.S. EV share in November rose while its estimated unit sales fell, because the total EV market dropped more than 41%.
Bottom line on Tesla’s November 2025 sales
Tesla’s estimated U.S. sales fell nearly 23% to 39,800 in November 2025, and the cheaper Model 3 and Model Y Standard versions did not produce a visible overall rebound. The result points to demand pressure from the expired tax credit, costly financing, limited new-model momentum, competition and brand issues, but the available data cannot assign a precise share of the decline to each cause. Tesla’s global 2025 deliveries also fell year over year, while Model 3 and Model Y continued to supply almost all of its volume.
