Yes, but only in qualifying active work zones—not as a general Turnpike-wide speed camera network. A Pennsylvania Turnpike work-zone camera can issue a civil notice when a vehicle is recorded traveling at least 11 mph over the posted work-zone limit while workers are present. The first violation brings a warning; later violations can carry $75 or $150 penalties.
Where Turnpike speed cameras operate
Pennsylvania’s permanent Work Zone Speed Safety Camera program is administered by PennDOT and the Pennsylvania Turnpike Commission in partnership with Pennsylvania State Police. It applies on qualifying Federal-aid highways under PennDOT or Turnpike Commission jurisdiction, and camera enforcement is limited to active work zones. Program guidance says workers must be present for camera enforcement. Workers behind barriers count even if passing drivers cannot see them. Drivers should see advance notice that camera enforcement is active. The statute also requires an online notice of camera locations; deployments change, so check the official locations listing near your trip rather than relying on an old list.
How fast over the limit triggers a camera notice?
The threshold is at least 11 mph over the posted speed limit in the active work zone. Driving a smaller amount over the limit does not meet the camera program’s stated threshold, but drivers still must obey the posted limit and may be subject to other enforcement.

A vehicle- or apparatus-mounted system uses electronic speed-timing equipment, which may use radar or non-radar technology. When it records a vehicle meeting the threshold, the system captures images and information such as the speed limit, measured speed, location, date, and time. The record undergoes back-office processing and review before a notice is issued. The statute sets requirements for the equipment and evidence. Pennsylvania Vehicle Code § 3369

Camera notice versus a police stop
A camera notice is not the same as a traffic citation issued after an officer stops a driver. PennDOT says a driver cited by an officer for going 11 mph or more over the limit in an active work zone can face an automatic 15-day license suspension. That consequence belongs to the separate officer-enforcement route; it is not an added penalty for a camera notice. PennDOT work-zone safety guidance
If a notice arrives
Notices are mailed to the vehicle’s registered owner and must be provided within 90 days. A recipient generally has 30 days from the mailing date to request a hearing. Section 3369 lists defenses that include a vehicle reported stolen before the event and not recovered, the recipient not owning the vehicle at the time, failure of the system to meet required testing, certification, or calibration rules, and the named recipient not being the driver. Someone claiming they were not driving must contest within the required period and provide supporting evidence. For a case-specific dispute, follow the notice and consider getting legal advice.

The law requires at least two appropriate advance warning signs. Generally, the first must be at least 1,000 feet before the active work zone, though the statute allows a shorter distance when needed for safety, federal requirements, or adequate traffic control. The work-zone speed limit must be posted after the first warning sign and before the camera system.

Systems must be calibrated annually; program guidance says calibration remains valid for 365 days from certification. Daily self-tests occur at the beginning and end of enforcement periods, and State Police may conduct random field speed checks. A notice must confirm the system operated correctly and state its most recent inspection date. Section 3369 equipment and signage requirements
Images may be used only to enforce Section 3369 and generally must be destroyed within one year after final disposition, subject to different timing when a court order applies. Program records are not public records under Pennsylvania’s Right-to-Know Law, except as provided by the statute.
