Yes. The City of South Perth introduced a 40 km/h speed zone on 22 October 2024, including Mill Point Road from Labouchere Road to Jet Ski Car Park 12. The change applies to that listed section, not necessarily the whole road. The City sought the lower limit as part of a wider response to hooning and road-safety concerns on the northern South Perth Peninsula.
Where the 40 km/h limit applies
The City’s published street list includes Mill Point Road between Labouchere Road and Jet Ski Car Park 12. The zone covers the northern end of the South Perth Peninsula; the listed boundaries matter because the announcement does not establish that every part of Mill Point Road has the same limit. How the proposal became a posted limit
- 27 February 2024: Council resolved to ask Main Roads WA to reduce the existing 50 km/h limit on Mill Point Road between Millers Pool and the signalised intersection with Labouchere Road, along with connected peninsula streets. Why the City sought a lower limit
The City described hooning concerns and road safety as reasons for pursuing the change. The zone was one part of a broader response that also included traffic-calming measures, a speed-awareness sign, restrictions on nighttime access to the Millers Pool car park, and coordination with police around CCTV and enforcement. What the speed figures do—and do not—show
In May 2024, before the 40 km/h zone was introduced, the City reported that readings from a speed-awareness sign near Scott Street showed average speeds below the advertised 50 km/h limit. It also said violations at that location fell from 8% to 3% over three consecutive months and that the location did not show a specific issue compared with other City sign locations. Those figures describe pre-zone monitoring at one sign; they are not evidence of the 40 km/h limit’s effect.

PerthNow reported that the City recorded a maximum speed of 113 km/h in February 2024. A single maximum is not a typical speed and does not, by itself, show how frequently such driving occurred. What is known about the zone’s effectiveness
City records confirm implementation and later monitoring, but the available material does not provide a post-implementation evaluation that attributes a measured change in hooning or crashes to the 40 km/h limit. That means the effect of the limit itself is not established here; it does not prove that the limit had no effect. Why noise cameras were not the chosen fix
The City’s May 2024 council report said WA’s legislative framework did not then give state or local government the ability to use noise cameras for the purpose sought in the council resolution. It also said a purchase and trial would cost more than $100,000 and did not recommend pursuing one at that time.
