But reactions were mixed: other prospective buyers were waiting to see what the COE proposal might mean for prices. The reports describe interviews and showroom observations, not proof of a market-wide surge caused by the incentive timetable.
Why some buyers are looking at EVs before 2027
The immediate draw for some shoppers is the scheduled reduction in support for electric cars. The Land Transport Authority (LTA) and National Environment Agency (NEA) say the EV Early Adoption Incentive (EEAI) will continue through Dec 31, 2026, then cease. Under the 2026 terms, eligible electric cars and taxis receive an EEAI equal to 45% of Additional Registration Fee (ARF), capped at S$7,500, down from a cap of S$15,000.

With the revised EEAI and Vehicular Emissions Scheme (VES), LTA and NEA state that combined savings can reach up to S$30,000 for electric cars registered in 2026 and up to S$20,000 for those registered in 2027. These are maximums, not guaranteed discounts: the amount a buyer receives depends on the vehicle and scheme rules. The agencies also say the S$0 ARF floor for electric cars and taxis will remain through Dec 31, 2027. LTA and NEA’s incentive announcement sets out the policy terms.

In The Straits Times’ Oct 10, 2026 report, prospective first-time buyer Bryan Koh said the available combined rebate made an EV worth considering, although he had not decided on a make or model. Dealers described steady showroom footfall and said some shoppers were acting sooner around the incentive changes. Those accounts reflect the people interviewed, not a representative survey or a measured causal increase in visits. The Straits Times report also records differing buyer responses.

What the COE overhaul proposes—and what it does not settle
On Oct 8, 2026, LTA opened consultation on a proposal to combine COE Categories A and B and apply a rebate or surcharge based on a car’s median open market value (OMV), a pre-tax vehicle-price measure. The Straits Times described two options: three OMV bands, with a S$15,000 rebate at the low end and a S$15,000 surcharge at the high end, or five bands with smaller S$7,500 adjustments.
As of the Oct 10 report, these were consultation options, not enacted policy. At the Oct 7, 2026 bidding exercise, Category A premiums were S$130,001 and Category B premiums were S$130,100, according to The Straits Times. Their near equality helps explain the stated rationale for considering a merger; it does not predict future premiums.

CNA reported that consultation was open until Nov 2, 2026, with LTA expecting to release findings and recommendations in the first half of 2027. LTA said the proposal did not examine COE supply; premiums would still be determined by demand. The outcome and implementation details were unresolved at publication. CNA’s account of the consultation includes views from buyers, dealers and analysts.
Why buyer reactions differ
Some are weighing the incentive timetable
One salesperson quoted by The Straits Times said some Category A buyers appeared more proactive, while some Category B buyers were waiting. Raymond Yeo, sales and product manager for Changan Singapore, cautioned that a proposed COE rebate would not necessarily offset the reduction in EV rebates: “Assuming it gets the $15,000 rebate, customers will end up shaving off only $5,000 at the end of the day. You need to factor in the fact that the EV rebates are less.” This is his assessment of a possible scenario, not an official forecast.

Others are waiting for clarity on the COE proposal
CNA’s Oct 9 report describes some mass-market buyers postponing a decision until they better understand how the proposal could affect prices. Their concerns included financing costs, the final dealer package, the need for a family car and whether a surcharge would be passed on to buyers. Dealers differed on whether the reform would lower premiums or shift which models people choose. Analysts quoted by CNA said rebates might be absorbed into higher bids, so an OMV-based adjustment would not guarantee a lower average COE premium.
Raymond Tang, first vice-president of the Singapore Vehicle Traders Association, called the existing A/B classification “meaningless”, as quoted by CNA. Independent car broker Steven Lim said buyers would still consider affordability and might pay closer attention to OMV to avoid a surcharge or secure a rebate. These are attributed opinions, not settled outcomes.

What a buyer should compare before deciding
A registration-year maximum alone cannot tell you which option costs less. Compare the actual car and purchase terms against the rules that apply when it is registered:

Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →- Registration timing and eligibility: confirm the registration date and whether the specific vehicle qualifies for EEAI and VES support.
- Model-specific incentives: check the vehicle’s treatment under both schemes; the published maximum may not apply to your choice.
- COE exposure: use the current rules for a purchase today. Treat proposed OMV bands as hypothetical until LTA announces a decision and implementation details.
- Final package and financing: compare the dealer’s complete price, loan terms and fees rather than focusing on one rebate or COE adjustment.
- Ownership costs: include road tax and charging access as well as purchase price. The National University of Singapore Energy Studies Institute’s June 2023 policy brief modeled purchase and ten-year costs for selected comparable EV and internal-combustion models, but its assumptions are historical, not a current quote. Read the ESI brief.
Charging access is relevant to ownership planning, but it is not the immediate buyer motive established by these October reports. The Ministry of Transport said all HDB towns were EV-ready as of December 2025 and more than 90% of HDB carparks had charging points. MOT’s update provides that infrastructure context.
How this fits with earlier EV showroom reports
A separate Straits Times report in February 2026 linked some dealers’ increased footfall and EV interest to changes in the Preferential Additional Registration Fee (PARF) rebate after Budget announcements. It cited one showroom’s reported 20% increase and another’s 30%–40% increase in visitors. These were dealer observations tied to that earlier event, not official market-wide figures and not evidence about the October 2026 COE consultation. The February report covers those observations.
The October accounts likewise support a limited conclusion: the approaching end of EEAI is prompting some buyers to consider acting sooner, while the COE proposal is causing others to pause. They do not establish how many additional showroom visits the incentive change caused.
