Yes—bring an OBD-II scanner if you already have one and can use it, but treat the results as a preliminary screen, not a verdict. A compatible scanner can show supported diagnostic trouble codes and readiness-monitor status; it cannot establish that a used car is mechanically sound. The more important safeguard is an independent inspection by a mechanic before you buy.
What an OBD-II scan can tell you
For vehicles covered by federal OBD requirements, the system generally detects certain emissions-control malfunctions, stores related trouble codes and alerts the operator. A scanner may retrieve supported codes and show whether emissions readiness monitors have run. The federal rule cited here covers model year 2017 and later vehicles within its scope; it does not mean every car or scanner exposes every system. The regulation describes the OBD requirements and their scope.
A trouble code points to a detected condition or system; it does not, by itself, identify the underlying cause or the repair required. A code may warrant diagnosis rather than an immediate conclusion that a particular part has failed.
Readiness monitors add context
Readiness status is different from stored trouble codes. It indicates whether an emissions-control system has completed its self-checks. Texas DPS explains that a battery disconnect, repairs or clearing diagnostic trouble codes can reset monitors to “not ready.” A scan with no stored codes therefore does not establish that all relevant checks have run. A not-ready result is a reason to ask questions and seek diagnosis—not proof that a seller cleared codes or that a defect exists. Texas DPS explains OBD-II readiness status.

A generic reader is not a full-vehicle inspection
Basic generic OBD-II readers focus on supported emissions-related information. They may not access manufacturer-specific systems or modules such as ABS, airbags or body electronics. If you have concerns beyond emissions diagnostics, a suitably capable professional scan and a mechanical inspection are more appropriate. Before relying on any reader, check that it supports the car’s year, make, model and powertrain; older and imported vehicles may differ in compatibility and coverage.
Choose a scanner for the question you want answered
If you decide to bring a device, look for one that displays both diagnostic trouble codes and readiness monitors, and verify its coverage for the specific vehicle. A phone-connected reader and a handheld reader can both be useful if they provide the information you need; the device type alone does not guarantee broader system access. A professional scan may reach additional manufacturer-specific modules, but it still does not replace inspection of the car’s mechanical condition.

Expect to interpret any results cautiously. If you cannot tell what a code or monitor status means, record the result and ask a qualified mechanic to explain it rather than treating a consumer reader’s display as a diagnosis.

The Federal Trade Commission says a vehicle-history report is not a substitute for an independent inspection: reports may list accidents or flood damage, but typically do not list mechanical problems. The FTC recommends a mechanical inspection even when a car is dealer-certified or covered by a warranty or service contract. Ask for a written report that identifies the vehicle by make, model and VIN, and includes estimates for necessary repairs. The findings and estimates can help you decide whether to proceed and, where appropriate, negotiate. The FTC also advises buyers to check the dealer’s Buyers Guide and request a vehicle-history report; these checks complement an inspection and scan, but none guarantees future reliability. If the seller will not allow an off-site inspection
Ask whether a mobile mechanic can inspect the vehicle or whether the seller will take it to a facility you choose. If a dealer refuses an independent inspection, the FTC advises considering another dealer. A clean scan is not a reason to waive that safeguard.

A practical plan for the viewing
- Check compatibility. Confirm that your scanner supports the vehicle’s year, make, model and powertrain, and understand whether it reads generic emissions information only or additional modules.
- Scan without treating the result as a verdict. Note any supported stored codes and readiness monitors. If monitors are not ready, ask about recent repairs or battery disconnection; do not assume the cause.
- Arrange an independent mechanical inspection. Ask for a written report with the vehicle’s make, model and VIN, plus repair estimates for anything that needs attention.
- Use the findings to decide whether to proceed. Have a mechanic explain unclear scan results or inspection findings before you commit.
