What Newsom signed and vetoed
On September 30, 2026, the California governor’s office listed AB 1813 among the bills Newsom vetoed and listed SB 913, AB 864, AB 1156, AB 2493 and SB 898 among the bills he signed. The official update gives the bill titles and actions, but does not provide a full explanation of the AB 1813 veto in the material cited here. Read the governor’s legislative update.

Why SEIA objected to the AB 1813 veto
In a statement published October 2, Stephanie Doyle, SEIA’s California state affairs director, called AB 1813 a community-solar proposal and said the veto would continue to prevent California from establishing what SEIA considers a viable, scalable program. That is the association’s view of the bill and the veto, not an established finding about the policy’s likely results.

The official bill title identifies a customer renewable energy subscription program. The available sources establish that Newsom vetoed it and that SEIA criticized the decision; they do not establish the governor’s full rationale or independently assess the program’s costs, benefits or implementation. What SEIA welcomed in the signed bills
SB 913: aggregated distributed energy resources
Doyle said SB 913 would modernize rules to allow aggregated distributed energy resources to help stabilize the grid and lower electricity prices at times of peak demand. Those are SEIA’s stated expectations; the cited statement does not provide measured results.

Four other measures SEIA said it supported
- AB 864: addresses hazardous waste from solar photovoltaic modules; SEIA described it as a solar-panel recycling measure.
- AB 1156: concerns Williamson Act contracts and photovoltaic solar facilities; SEIA described it as enabling solar projects on land where farming is no longer viable.
- AB 2493: concerns electrical-corporation interconnection and monitoring transmission development; SEIA identified it as a transmission measure.
- SB 898: concerns portable solar generation devices; SEIA described it as a balcony-solar measure.
SEIA said it supported and advocated for these four bills and welcomed their signing. That support does not by itself establish what the laws will deliver in practice.

SEIA’s response is an industry advocacy statement about a set of gubernatorial actions. It records the association’s approval of five signings and its disappointment over one veto. It is not a neutral policy evaluation, and the sources cited here do not provide outcome data or a comprehensive account of the veto decision.
