Scout Motors says its planned investment in its South Carolina project has risen from $2 billion to more than $3 billion—an increase of $1 billion. Separately, South Carolina has sought $150 million for state-side site-preparation costs above its original budget. The two figures describe different spending and should not be treated as one factory-budget overrun.
What increased—and who says so?
The $1 billion increase is Scout Motors’ reported investment plan, not an overrun announced by Volkswagen Group. In January 2026, Scout spokesman Jamie Lovegrove told The State that the company’s South Carolina investment was “now more than $3 billion,” up from its initial $2 billion announcement. Scout also said it was not asking for additional state financial assistance.
The original $2 billion figure is an announced investment, not an established minimum factory budget. The available reporting does not explain which specific project costs account for Scout’s increase, so it does not support attributing the full $1 billion to particular construction items.
What is the separate $150 million request?
South Carolina approved a $1.3 billion incentive package in 2023 and undertook site work and infrastructure for the Blythewood project. The state Department of Commerce requested about $150 million for costs above its original site-preparation budget. The State reported that the requested money would go to state-hired contractors, not Scout Motors.

The state work includes site preparation, wetlands mitigation, roads, a rail bridge, an I-77 interchange, electrical work, and water and sewer infrastructure. The $150 million request is therefore a separate public-project cost, not a payment to cover Scout’s reported investment increase.
Reported components of the overrun request
The State reported these amounts from a Commerce presentation. They are reported components, not an independently audited final accounting.

The reported components total about $150 million. Commerce had included a 10% contingency in its original construction budget, according to the same report.
What happened to the state funding request?
In April 2026, The State reported that budget writers in both legislative chambers had left the $150 million request out of their proposals. Later, South Carolina’s 2026–27 budget process included appropriations for mitigation and road work associated with the site, according to the House Journal. South Carolina Public Radio reported that Governor Henry McMaster vetoed a measure that would have paused the spending until a state audit was completed.

Those budget developments do not establish how much has actually been paid, the final audited overrun, or whether the audit has been completed. The available reporting does not support saying that Scout or its contractors have received the full $150 million.

In an April 2026 company update, Scout described the Blythewood site as more than 1,100 acres and projected capacity of up to 200,000 vehicles per year at full capacity, with at least 4,000 permanent jobs. Those are company projections, not current production or employment figures. Scout says it is developing the Traveler full-size SUV and Terra full-size pickup on a body-on-frame platform, with battery-electric and gasoline range-extender versions.

The company also described a $300 million Supplier Park investment announced in September 2025, expected to support about 1,000 additional supplier jobs. Scout presented the Supplier Park as an additional investment; its accounting scope should not be casually added to or equated with the more-than-$3-billion project figure.
Scout has also projected $4.2 billion in annual economic impact for South Carolina. That is a company claim reported by The State, not an independently established estimate.
