The project is planned for Ras Shukeir in the Red Sea Governorate. Scatec estimates total capital expenditure of USD 716 million and annual generation of about 4 TWh; its emissions estimate is 1.6 million tonnes of CO2 avoided per year. Those output and emissions figures are forecasts, not operating results.
What is the Shadwan wind project?
Shadwan is a utility-scale onshore wind farm with an announced capacity of 900 MW. Scatec describes it as one of Africa’s largest onshore wind farms; that is the company’s characterization, not an independently established continent-wide ranking. The project company is Shadwan Wind Power SAE, an Egyptian special purpose vehicle, and Scatec is its sponsor, according to the International Finance Corporation (IFC).
Scatec says it is developing the project with EDF power solutions. Under a joint development agreement, EDF is targeted to take a 29% equity stake. The target should not be read as confirmation that the transfer has been completed. IFC’s disclosure also describes a projected sponsor consortium at financial close.
Where is it, and who will buy its electricity?
The project site is Ras Shukeir in Egypt’s Red Sea Governorate. In June 2025, Scatec announced a USD-denominated, 25-year power purchase agreement (PPA) with the Egyptian Electricity Transmission Company (EETC), through Shadwan Wind Power SAE. IFC describes the PPA as backed by a guarantee from Egypt’s Ministry of Finance.

The agreement provides the project’s long-term electricity-sale framework. It is distinct from project financing: Scatec said in October 2026 that it had signed mandate letters with a consortium of development finance institutions for long-term non-recourse financing, with financial close expected by the end of that year. The announcement did not say that financing had already closed.
How much power and investment are planned?
Scatec estimates annual generation of approximately 4 TWh from the 900 MW project and total capital expenditure of USD 716 million. These are company-announced project estimates; the generation figure is not a record of electricity already produced.

Scatec also estimates that the wind farm will avoid 1.6 million tonnes of CO2 emissions annually. This is a projected impact, not a measured reduction from an operating facility.
What is the construction and operating schedule?
Scatec says construction is proceeding in phases and expects the first phase to reach commercial operation at the end of 2027. IFC’s August 2026 environmental and social review gives a more specific, review-stage schedule: a 242 MW first phase by the end of November 2027, followed by the full 900 MW by April 2028. These dates are projections, and the sources give different levels of schedule detail rather than evidence that either milestone has been achieved.

Who is building the project?
IFC’s environmental and social review identifies the following contractors and estimates about 2,000 peak construction jobs:
- Wind turbine generators: Envision
- Balance-of-plant works: Orascom
- Substation works: Siemens/Arcon
- Engineering: TYPSA
- Peak construction workforce: about 2,000 jobs, as estimated in the IFC review
The contractor assignments and workforce number come from IFC’s review; the job figure is an estimate of peak construction employment, not a permanent staffing count.

What does the announced equity bridge cover?
Scatec says the project is allocated USD 50 million from a three-year USD 150 million equity bridge facility provided by TAEF. The facility also allocates USD 100 million to the separate Energy Valley project. It is a project-specific allocation within the larger facility, not a statement that all USD 150 million is for Shadwan.
