Main Roads WA has completed changes at Corinthian Road East, but work affecting Fifth Avenue and Beatrice Avenue is still in planning. The proposal has prompted a dispute over how to balance safer highway access with residents’ concerns about losing a direct turn into Rossmoyne and sending traffic onto local streets.
What is changing on Leach Highway?
Main Roads Western Australia describes a series of projects between Webb Street and Vahland Avenue intended to improve safety and traffic flow. The work does not have one completion status: the Corinthian Road East changes were completed in 2025, while modifications at Fifth Avenue and Beatrice Avenue remained in design and planning in the agency’s project update, last reviewed 15 September 2026. Main Roads’ project page says additional work was expected to begin in late 2026; that is a schedule expectation, not confirmation that construction has started.
Corinthian Road East
Completed in 2025, the changes limit movements at Leach Highway and Corinthian Road East to right-in and left-in/left-out only. Main Roads said minor footpath and balustrade work to finish this stage should be expected in early 2026.
Fifth Avenue
Main Roads plans to limit movements at Fifth Avenue to right-in and left-in/left-out only. Design work and planning for underground service relocations were underway in the latest update. The agency says Fifth Avenue is close to Karel Avenue, and signalising Fifth Avenue was not feasible without risking additional congestion on Leach Highway.

Beatrice Avenue
Main Roads plans new turning lanes and traffic signals at Beatrice Avenue. It says traffic modelling supported this option as a way to improve access for road users and pedestrians crossing the highway, particularly people travelling to recreation facilities north of it. This is the agency’s description of its modelling, not an independently verified result.
Why residents objected to the Fifth Avenue proposal
The April 2024 controversy focused on the prospect of losing the right turn from Leach Highway into Rossmoyne at Fifth Avenue. Residents wanted to retain that inward-bound turn while accepting that the right turn out onto the highway could be blocked, according to PerthNow’s 4 April 2024 report.

Petition lead Helen Lund warned that traffic diverted from Fifth Avenue could travel down Webb Street and affect local streets, nearby schools, an aged-care facility, businesses and emergency access. Residents called Webb Street a “rat run” and a “black spot”; those were residents’ descriptions, not official traffic or safety classifications. The available sources do not establish that these predicted effects occurred.
PerthNow reported that more than 700 people had signed a petition to the WA Parliament by Tuesday, 2 April 2024. That figure records the scale of opposition at that point in the initial controversy; it is not a current petition count.

The safety case and the access concern
Main Roads frames the changes as a safety and traffic-flow project. Its rationale for not signalising Fifth Avenue includes the intersection’s proximity to Karel Avenue and the risk of added congestion on Leach Highway. For Beatrice Avenue, the agency says modelling indicated “improved access” for road users and pedestrians crossing the highway.
Residents’ concern is different in emphasis: restricting the Fifth Avenue turn could make entry into Rossmoyne less direct and shift vehicles onto Webb Street or other local roads. Those concerns involve access not only for residents and visitors but also possible effects on pedestrians, schools, care facilities, businesses and emergency services.

The sources do not provide underlying crash counts, detailed modelling results or an independent numerical comparison of these competing effects. The agency’s stated rationale and residents’ diversion concerns should therefore be read as attributed positions, not as a settled measurement of the likely outcome.

What happens next
In the project update last reviewed 15 September 2026, Main Roads said further design and underground-service relocation planning for Fifth Avenue and Beatrice Avenue were underway, with additional work expected to start in late 2026. The planned access changes differ by intersection: restricted entry and exit movements at Fifth Avenue, and turning lanes and signals at Beatrice Avenue. Until Main Roads confirms construction progress, the late-2026 date should be treated as an expectation rather than a completed milestone.
