Rivian closed an original U.S. Department of Energy loan facility of up to $6.57 billion in January 2025 to help build its Georgia EV factory. That is no longer the facility’s current maximum: Rivian and DOE amended the arrangement in April 2026, reducing it to up to $4.5 billion. The amended financing is not a single cash payment, and future advances remain subject to conditions.
How much is Rivian’s Georgia factory loan now?
The current amended facility is up to $4.5 billion, according to Rivian’s April 30, 2026 Q1 release. It comprises $4.006 billion in principal and $494 million in capitalized interest. The earlier $6.57 billion figure—often rounded to $6.6 billion—describes the original January 2025 facility, not the current maximum.

The figures are not interchangeable: principal is distinct from capitalized interest, and the amended facility’s “up to” amount is a maximum commitment, not proof that Rivian has received that much. DOE announced the original loan closing; Rivian described the revised amount in its Q1 2026 release.
Has Rivian received or drawn the loan?
The loan is structured for multiple advances, so the original closing did not mean the full commitment was handed to Rivian at once. Rivian’s Q1 2026 release said it expected the first advance in early 2027, subject to conditions. Its Form 10-Q for the quarter ended June 30, 2026 describes the amended facility and its conditions; it does not establish that the full $4.5 billion has been drawn.

Conditions for advances include specified gross-margin and vehicle-sales metrics, equity contributions and reserves, security over project assets, project agreements, and a project execution plan. The June 30, 2026 Form 10-Q and the amended loan agreement describe the arrangement. The borrower is Rivian New Horizon, LLC, a Rivian subsidiary, and proceeds are for eligible Project Horizon costs.
What is Project Horizon, and when is production expected?
Project Horizon is Rivian’s planned EV manufacturing facility at Stanton Springs North near Social Circle, Georgia. Rivian says construction began after a September 2025 groundbreaking. Its current stated target is to begin Georgia production in late 2028; that is a company expectation, not a guaranteed start date.

Rivian says the plant’s initial production capacity has increased by 50% to 300,000 vehicles annually. The revised figure is initial capacity, not a claim that the factory will immediately produce that volume. Rivian’s amended loan agreement reflects the updated project design.
How the project’s original plan differs from the current one
DOE’s original 2025 project profile described a nine-million-square-foot factory capable of producing up to 400,000 mass-market SUVs and crossovers annually, with R2 and R3 among the planned models. That is historical plan context, not the current initial-capacity figure.

The DOE Project Horizon profile also gave estimates of up to 2,000 construction jobs and 7,500 operations jobs by 2030, along with approximately 146 million gallons of annual petroleum savings at full capacity. These are agency estimates tied to the original project plan, not verified job totals, realized savings, or updated forecasts.

The financing comes through DOE’s Advanced Technology Vehicles Manufacturing Loan Program. It supports eligible costs for a planned factory; it is not a grant, an unconditional transfer of the full commitment, or evidence that the project’s eventual capacity, schedule, jobs, or savings have already been achieved.

Rivian CEO RJ Scaringe said in the company’s April 30, 2026 release that the $4.5 billion loan’s support would help the company grow U.S. jobs and manufacturing leadership while scaling its customer base. That is Rivian’s statement about expected benefits, not an independently verified outcome.
